DECISION

AMENDING CLAUSE 3 ARTICLE 3 OF PROCEDURES FOR COLLECTION OF SOCIAL INSURANCE CONTRIBUTIONS AND PREMIUMS OF HEALTH INSURANCE, UNEMPLOYMENT INSURANCE, OCCUPATIONAL ACCIDENT AND OCCUPATIONAL DISEASE INSURANCE; MANAGEMENT OF SOCIAL INSURANCE BOOKS AND HEALTH INSURANCE CARDS ENCLOSED WITH DECISION NO. 595/QD-BHXH DATED APRIL 14, 2017 BY GENERAL DIRECTOR OF VIETNAM SOCIAL SECURITY

GENERAL DIRECTOR OF VIETNAM SOCIAL SECURITY

Pursuant to the Law on Social Insurance No. 58/2014/QH13 dated 20/11/2014;

Pursuant to the Law on Health Insurance No. 25/2008/QH12 dated 14/11/2008; and Law No. 46/2014/QH13 dated 13/6/2014 on amendments to certain articles of Law on Health Insurance;

Pursuant to the Law on Employment No. 38/2013/QH13 dated 16/11/2013;

Pursuant to the Law on Occupational Safety and Hygiene No. 84/2015/QH13 dated 25/6/2015;

Pursuant to the Government’s Decree No. 89/2020/ND-CP dated 04/8/2020 on functions, duties, powers and organizational structure of Vietnam Social Security;  

At the request of managers of premium collection department and department for social insurance books and health insurance cards,

HEREBY DECIDES:

Article 1. Point 3.3 is added to Clause 3 Article 3 of procedures for collection of social insurance contributions and premiums of health insurance, unemployment insurance, occupational accident and occupational disease insurance; management of social insurance books and health insurance cards enclosed with Decision No. 595/QD-BHXH dated 14/4/2017 by General Director of Vietnam Social Security as follows:

“3.3. Provincial and district-level social security authorities have the power to reissue and replace health insurance cards without changing information using the health insurance card specimen enclosed with Decision No. 1666/QD-BHXH dated 03/12/2020 by General Director of Vietnam Social Security for health insurance participants of other provinces and districts.”

Article 2. This Decision takes effect from the date on which it is signed.

Article 3. Managers of premium collection department and department for social insurance books and health insurance cards, Chief of Office, heads of affiliates of Vietnam Social Security; and Directors of provincial social security authorities shall implement this Decision./.
