Circular 10/2017/TT-BVHTTDL stipulating facilities, equipment and training of professional staff for Taekwondo issued by the Minister of Culture, Sports and Tourism

CIRCULAR

REGULATING FACILITIES, EQUIPMENT AND PROFESSIONAL STAFF TRAINING IN TEAKWONDO MARTIAL ART

Pursuant to the Law on Sports and Physical Activities dated November 29, 2006;

Pursuant to the Government’s Decree No. 106/2016/ND-CP dated July 1, 2016 on business requirements for sport services;

Pursuant to the Government's Decree No. 79/2017/ND-CP dated July 17, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Culture, Sport and Tourism;

Upon the request of the General Director of Vietnam Sports Administration;

Minister of Culture, Sports and Tourism promulgates the Circular, regulating facilities, equipment and professional staff training in the Taekwondo martial art.

Article 1. Scope

1. This Circular sets out regulations on facilities, equipment and professional staff training meeting regulatory requirements for the training and competition of the Taekwondo martial art.

2. Regulatory facility and equipment requirements for the elite sport practice and competition of the Taekwondo martial art shall conform to regulations laid down in Article 43 of the Law on Sports and Physical Activities.  

Article 2. Subjects of application

This Circular shall apply to entities and persons providing Taekwondo practice, competition and staff training services in Vietnam.

Article 3. Practice facilities, equipment

1. Practice grounds with flat, non-slip floors, each of which cover an area of at least 60m2.

2. Lighting systems having total luminance of at least 200 lux.

3. First aid bags made available as regulated by the Ministry of Health.

4. Locker rooms, cloakrooms and bathrooms.

5. Logs used for keeping adequate records of training and practice activities of athletes and practitioners.

6. Etiquette boards, each of which displays main rules and regulations regarding: Participants, dress code, operating hours and safety precautions.

7. Equipment designed for training and practice activities:

a) Uniforms (Taekwondo Gi) for practice and training purposes: 01 set/practitioner.

b) Kick or strike pads of different kinds: 01 item/04 practitioners.

Article 4. Competition facilities, equipment

1. Conformance to the requirements set out in clause 2, 3 and 4 of Article 3 herein.

2. Level floor covered with soft and elastic mats sized 10m x 10m each.

3. Competition uniforms (Taekwondo Gi), arm, leg, knee, groin and mouth guards: 01 set/competitor.

4. Taekwondo body protectors, headgear covers: 03 sets/court.

5. Scoreboards, body weighing scales.

Article 5. Density

1. The density of each training or practice floor must be at least 03m2/practitioner.

2. Each instructor can train no more than 30 practitioners/session.

Article 6. Professional staff training

1. Vietnam Sports Administration, Vietnam Taekwondo Federation or Departments of Culture, Sport and Tourism of provinces, centrally-affiliated cities shall provide professional training for Taekwondo instructors.

2. Vietnam Sports Administration shall be responsible for designing Taekwondo instructor training curricula and programs for submission to the Minister of Culture, Sports and Tourism to seek his approval decision.

3. Professional training completion certificates shall be conferred upon Taekwondo instructors by training organization entities. 

The sample certificate is given in the Appendix hereto.

Article 7. Implementation

1. Vietnam Sport Administration shall be responsible for guiding and inspecting the implementation of this Circular.

2. Inspectorates of Culture, Sport and Tourism shall, under their respective jurisdiction, examine and handle entities or persons violating regulations of this Circular.

3. Departments of Culture, Sport and Tourism, and Departments of Culture and Sport, of provinces and centrally-affiliated cities shall be responsible for implementing this Circular.

Article 8. Entry into force

1. This Circular shall enter into force on February 20, 2018.

2. The Circular No. 21/2011/TT-BVHTTDL dated December 27, 2011 of the Minister of Culture, Sport and Tourism, prescribing regulatory requirements for operation of sporting centers providing Taekwondo services, shall be abolished from the entry into force of this Circular.

In the course of implementation of this Circular, should there be any issue arising, entities and persons can inform the Ministry of Culture, Sports and Tourism about such issue to seek their further actions./.
