DECISION
APPROVING “PILOT SCHEME FOR DEVELOPMENT OF PIG DISEASE-FREE ZONES AND ESTABLISHMENTS TO MEET EXPORT REQUIREMENTS IN NAM DINH AND THAI BINH PROVINCES”
THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to the Government’s Decree No.199/2013/ND-CP dated November 26, 2013 defining the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Prime Minister’s Decision No. 899/QD-TTg dated June 10, 2013 approving the Scheme for agricultural restructuring towards raising of added values and sustainable development;
Pursuant to the Ordinance on veterinary medicine dated April 29, 2004;
Pursuant to the Government’s Decree No. 33/2005/ND-CP dated March 15, 2005 providing guidelines for implementation of the Ordinance on veterinary medicine;
At the request of the Director of the Department of Animal Health;
HEREBY DECIDES:
Article 1. The “Pilot scheme for development of pig disease-free zones and establishments to meet export requirements in Nam Dinh and Thai Binh Provinces” is hereby given approval with the following primary contents:
I. SCOPE
1. The “Pilot scheme for development of pig disease-free zones and establishments to meet export requirements in Nam Dinh and Thai Binh Provinces” will primarily focus on the development of the followings:
- Large-scale pig farms and communes free of 02 dangerous infectious diseases in pigs (foot-and-mouth disease (FMD) and classical swine fever (CSF)) in Nam Dinh and Thai Binh provinces.
- Zones free of 2 abovementioned diseases in Nam Dinh and Thai Binh provinces as recognized by the Ministry of Agriculture and Rural Development based on recognized disease-free large-scale pig farms and other livestock farms.
- Disease-free zones meeting OIE standards that shall apply for OIE certification.
2. Implementation period: From 2015 to 2020
3. Authority in charge of formulating the Scheme: Ministry of Agriculture and Rural Development (standing unit: Department of Animal Health)
4. Implementation organizations: People's Committees of Nam Dinh and Thai Binh provinces.
II. OBJECTIVES
1. General objectives
Develop FMD- and CSF-free zones and establishments that meet disease-free standards of the World Organization for Animal Health (OIE) with the aims of ensuring sustainable animal husbandry, increasing product values, providing products safe and fit for domestic consumers, and enhancing exports in Nam Dinh and Thai Binh provinces.
2. Specific objectives
2.1. FMD freedom
a) FMD-free establishments: 10% of pig farms and 10% of communes, 30% of pig farms and 30% of communes, 60% of pig farms and 60% of communes, and 90% of pig farms and 100% of communes are expected to be recognized as FMD-free by December 2015, December 2016, December 2017, and December 2018.
b) FMD-free zones: By December, 2018, completely control and eradicate FMD in 2 provinces of this Scheme; complete applications for recognition of FMD-free zones to be submitted to the Ministry of Agriculture and Rural Development.
c) OIE-recognized FMD-free zones: Applications for OIE’s recognition of FMD-free zones are expected to be completed by December 2019. These FMD-free zones are expected to be recognized by OIE by 2020.
2.2. CSF freedom
a) CSF-free establishments:10% of pig farms and 10% of communes, 30% of pig farms and 30% of communes, 60% of pig farms and 60% of communes, and 90% of pig farms and 100% of communes are expected to be recognized as CSF-free by December 2015, December 2016, December 2017, and December 2018.
b) CSF-free zones: By December, 2018, completely control and eradicate CSF and complete applications for recognition of CSF-free zones to be submitted to the Ministry of Agriculture and Rural Development.
Stop using vaccines against CSF throughout two provinces, except vaccines which may be differentiated from viral field strains, in order to be ready for application for OIE recognition.
c) OIE-recognized CSF-free zones: Applications for OIE’s recognition of CSF-free zones are expected to be completed by December 2019. These CSF-free zones are expected to be recognized by OIE by 2020.
2.3. Supply chains with safe and high added-value products
Combine activities in this scheme with those in other schemes of the Ministry of Agriculture and Rural Development to support the consumption of pigs of disease-free zones/establishments in 2 provinces of this scheme. To be specific:
- Establish pig supply chains from disease-free zones/establishments – slaughterhouses/processing plants – suppliers of safe products to serve domestic consumption and export, including auxiliary material production systems serving sustainable pig farming and safe product supply chains.
- Develop and promote brand names of products of disease-free zones/establishments.
III. TASKS
1. Planning for pig farming in 2 provinces of this scheme
- Review provincial planning/orientations for pig farming development.
- Formulate and implement pig farming development programs (re-structuring, production of pig breeds, improvement of disease-free breeding methods and production of animal feeds).
2. Formulation of disease-free programs in 2 provinces of this scheme
- Formulate and implement FMD and CSF surveillance programs.
- Formulate and implement programs for control and eradication of FMD and CSF with vaccination.
- Strengthen health quarantine system and control the transport of animals and animal products, slaughter operations and processing of animal products in provinces.
- Develop the origin traceability system.
- Improve capacity of animal health system.
3. Market seeking, trade promotion and consumption of products
- Do research on world and regional pork product markets.
- Make preparation for introduction of pork products.
- Build and develop linkage chains for consumption of pork products.
4. List of programs/projects:
- Provincial program for control and eradication of FMD and CSF (vaccination, disease surveillance, sampling for active surveillance and treatment of animals infected with/died of diseases). Provincial Departments of Agriculture and Rural Development shall play the leading role and cooperate with the Department of Animal Health to formulate this program.
- Project on consolidation of regional health quarantine and veterinary medicine in each province (marking of pig farms, health quarantine and control of transport of animals; slaughter control; management of disease-free zones/establishments, etc.). Provincial Departments of Agriculture and Rural Development shall play the leading role and cooperate with the Department of Animal Health to formulate this project.
- Program for agricultural extension, training for veterinary forces and farmer households, dissemination of this scheme. Provincial Departments of Agriculture and Rural Development shall play the leading role and cooperate with National Agricultural Extension Center to formulate this program.
- Project on building and appraisal of disease-free zones/establishments for applying for recognition by Ministry of Agriculture and Rural Development. Provincial Departments of Agriculture and Rural Development shall play the leading role and cooperate with the Department of Animal Health to formulate this project.
- Central project on assessment and recognition of disease-free zones meeting OIE standards. Department of Animal Health shall take charge of formulating this project.
- Formulate models of linkage chains for consumption of products, market seeking and trade promotion.
IV. SOLUTIONS
1. Information dissemination
Formulate and implement programs for dissemination of rights and responsibility for development of disease-free zones/establishment for relevant entities. To be specific:
- Organize dissemination of contents of this scheme, especially objectives and potential benefits from this scheme.
- Intensify the dissemination of information about prevention and control of animal diseases, especially FMD and CSF.
- Increase awareness of food safety and instruct people to increase their awareness of use of safe products, especially clean animal products.
- Family farms: intensify their animal farming to ensure disease freedom and apply biosafety methods.
- Large-scale pig farms shall engage in development of disease-free establishments meeting OIE standards.
- Animal traders/transporters: comply with regulations on health quarantine of transported animals and implement methods for ensuring freedom from animal diseases in order to prevent the cause and spread of animal diseases.
- Slaughterers: comply with regulations on slaughter of animals, and ensure the satisfaction of veterinary hygiene and food safety requirements.
- Disseminate information to increase awareness of producers/traders of animal breeds and family farms of management, production and trading in animal husbandry industry.
2. Technical solutions
2.1. General technical solutions
a) Intensify management of farms and develop establishments providing disease-free pig breeds, especially FMD and CSF in the short period, to meet regional demand without import of pig breeds from zones/establishments that are not yet recognized as disease-free in order to prevent the spread of disease-causing pathogens.
b) Gradually change from family farms to large-scale farms. Determine the scale of animal farms based on actual conditions of each province such as land, environment, breeds, animal feed suppliers and market demand.
c) Encourage the establishment of animal feed production and supply plants in the region in order to minimize the import of animal feeds, and thus minimize the spread of animal disease, and take initiative in local supply sources.
d) Thoroughly control the transport of livestock and livestock products in order to prevent illegal transport of animals carrying FMD pathogens and their products into 2 provinces of this scheme; control the transport of livestock and livestock products in the region where animal diseases are not yet completely eradicated.
- Establish control stations/points on the main transport routes to 2 abovementioned provinces; establish mobile teams to control the transport of animals and their products into/from 2 abovementioned provinces.
- Build the system for marking/identifying livestock in zones to be recognized as disease-free.
dd) Establish buffer zones and zones to be recognized as disease-free. To be specific: districts of Nam Dinh and Thai Binh provinces that border but are not separated from surrounding provinces by river shall be established as buffer zones.
e) Establish animal health quarantine stations/points between buffer zones and disease-free zones or bridges/ferries used for transport between buffer zones and zones which are not recognized as disease-free will be the places where health quarantine stations/points are located to control the transport of animals and their products into/from zones to be recognized as disease-free.
g) Manage markets/points collecting and trading in animals and their products, and slaughterhouses in provinces
- Make the list of markets/points collecting and trading livestock and their products, and slaughterhouses for management; request them to make commitment not to trade, transport and slaughter animals infected with or died of infectious diseases.
- Perform disinfection, sterilization and collection of waste for controlling and preventing the spread of diseases at markets/points collecting and trading animals, and slaughterhouses.
- Establish large-scale slaughterhouses that meet veterinary hygiene requirements to slaughter and process products satisfying food safety and export requirements.
h) Improve capacity of the animal health system to take samples, perform surveillance, diagnosis, testing, investigation and treatment of epidemic hotspots, health quarantine and control of transport (tasks shall be assigned to each level).
2.2. Formulation and implementation of programs for control and eradication of FMD in Nam Dinh and Thai Binh provinces
a) Perform vaccination against FMD for buffaloes, cows, pigs (including goats, if any):
- 2015-2017: At least 90% of total number of livestock will be vaccinated against FMD to ensure no outbreak of FMD will occur in 2 provinces of this scheme.
- Vaccination shall be carried out periodically and whenever necessary, with paying special attention to boars and sows in provinces in order to ensure the provision of safe pig breeds; the implementation of program for switch from bivalent vaccines into monovalent vaccines shall depend on the FMD status in the region and surrounding provinces.
- Carry out registration of establishment of disease-free establishments, make the list of farms, and provide training, etc.
- Vaccination against dangerous infectious diseases in disease-free commercial pig farms is optional.
- The use of vaccines in the next period may be adjusted according to the outcomes of the disease surveillance program implemented in the 2015-2017 period.
- After 2017, when disease-free establishments have been recognized by the Ministry of Agriculture and Rural Development, the pig farms that implement on-farm biosecurity measures will stop using vaccines; vaccination will be given at farms that do not yet adopt on-farm biosecurity measures, family pig farms and for buffaloes and cows.
b) Formulate and implement the FMD surveillance program according to OIE’s guidelines, especially surveillance program for farms.
- Establish the information system to serve both passive and active surveillance.
- Carry out clinical surveillance to early detect FMD outbreaks.
- Virus surveillance: take samples for surveillance according to the plan to detect the presence of virus.
- Carry out post-vaccination sero-surveillance to ensure vaccine efficacy and effectiveness and at least 80% of vaccinated livestock has antibodies against FMD virus.
- Maintain an information storage system to store all surveillance-related information serving the preparation of applications for recognition.
2.3. Formulation and implementation of programs for control and eradication of CSF in Nam Dinh and Thai Binh provinces
a) Carry out vaccination against CSF for pigs:
- 2015-2017: At least 90% of total number of pigs will be vaccinated against CSF to ensure no CSF outbreak occurs in 2 provinces of this scheme. Vaccination will be stopped in both provinces in December 2018.
- Vaccination shall be carried out periodically and whenever necessary, with paying special attention to boars and sows in provinces in order to ensure the provision of safe pig breeds.
- Carry out registration of establishment of disease-free establishments, make the list of farms, and provide training, etc.
- Vaccination against dangerous infectious diseases in disease-free commercial pig farms is optional.
- The use of vaccines will be gradually reduced in following years according to the outcomes of the implemented surveillance program. Vaccination will be stopped in December 2018 and biosecurity measures will be adopted to prevent diseases when CSF has been completely controlled and is expected to be eradicated thoroughly.
b) Formulate and implement the CSF surveillance program according to OIE’s guidelines, especially surveillance program for farms.
- Carry out clinical surveillance to early detect CSF outbreaks.
- Virus surveillance: take samples for surveillance according to the plan to detect the presence of virus.
- Carry out post-vaccination sero-surveillance to ensure vaccine efficacy and effectiveness and at least 80% of vaccinated livestock has antibodies against CSF virus (sero-surveillance may be carried out to differentiate antibody responses following vaccination from infection).
2.4. Establishment of buffer zone and core zone in respect of FMD and CSF freedom:
- Buffer zone includes the following districts of Nam Dinh province bordering Ninh Binh and Ha Nam provinces, including: Y Yen, Vu Ban, My Loc and most of Nam Dinh city.
- Core zone includes other districts of 2 provinces of this scheme:
+ Nam Dinh Province: includes Nam Truc, Truc Ninh, Xuan Truong, Nghia Hung, Hai Hau and Giao Thuy districts.
+ Thai Binh Province: includes Hung Ha, Quynh Phu, Dong Hung, Thai Thuy, Vu Thu, Kien Xuong, Tien Hai districts, and Thai Binh City.
Key pig farms will be constructed as the basis for establishment of disease-free establishments.
3. Policies
3.1. Incentive policies
a) Disease-free establishments are entitled to the following incentives:
- Health quarantine in transport:
Animals and their products transported from a recognized disease-free establishment will not be quarantined in respect of diseases from which that establishment is recognized as free. The relevant entity will apply for health quarantine to serve its transport of animals/animal products through Internet and will be issued with certificate of health quarantine by a competent animal health agency, and may transport animals/animal products from the infected zone according to instructions given by animal health agencies.
- The list of disease-free establishments is published on the websites of competent animal health agencies (Department of Animal Health, regional animal health offices and branches of Department of Animal Health).
- Disease-free establishments are entitled to join pig supply chains from disease-free establishments – slaughterhouses/processing plants – pork product suppliers to serve domestic consumption and export.
- They are assisted in seeking markets for export of animals and animal products.
- Disease-free animal breed suppliers will be given priority when the Government selects animal breed suppliers under poverty alleviation and animal husbandry development programs.
- Disease-free establishments are entitled to implement pilot agricultural insurance program.
- The validity duration of a certificate of recognition of disease-free establish is increased from 6 months to 02 years. The number of samples and frequency of sampling for disease surveillance and monitoring of vaccine efficacy and effectiveness at farms that raise animals for breeding purposes and use vaccines for disease prevention will be also reduced.
b) Disease-free zones are entitled to the following incentives:
- Health quarantine in transport: In addition to incentives given to disease-free establishments, animals and animal products transported from small-scale farms/collecting establishments within a disease-free zone will not be quarantined in respect of diseases from which that zone is recognized as free provided the transport is made according to instructions given by animal health agencies.
- Disease-free zones are entitled to join pig supply chains from disease-free zones – slaughterhouses/processing plants – pork product suppliers to serve domestic consumption.
- They will be given priority when selecting animal breeds and animal products under animal husbandry development programs/projects.
- Family farms within a disease-free zone are entitled to implement pilot agricultural insurance program.
- Disease-free zones will have fees for registration, appraisal and recognition as disease-free zones supported by the State;
- They will be assisted in seeking markets for export of animals and animal products.
c) Support for vaccination, compulsory slaughter and destruction of infected livestock: The State will consider supporting family farms in vaccines by combining with other programs.
d) Support for appraisal and recognition of disease-free zones.
dd) There are policies for development of local animal health network which are suitable for maintenance of veterinary activities in order to establish and maintain disease-free zones/establishments.
3.2. Policies for establishment of linkage chains for product consumption
- Formulate mechanisms/policies for product consumption linkages between animal feed producers, farms, slaughterhouses, processing plants and suppliers of animal products that meet food safety requirements to serve domestic consumption and export.
- Pork exporters are encouraged and assisted in linkage contracts for purchase/consumption of pigs with farms in disease-free zones.
- Develop plans for market seeking and trade promotion, build trademark and geographical indication.
3.3. Investment policies
Formulate investment mechanisms/policies to serve the implementation of technical solutions, especially vaccination (including purchase of vaccines, organization of vaccination, and restructuring of animal husbandry), disease surveillance, health quarantine, and pilot agricultural insurance schemes.
4. Directive and implementary solutions
4.1. Ministry of Agriculture and Rural Development
a) The Ministry of Agriculture and Rural Development shall play the leading role and direct its affiliated units to formulate guiding documents, mechanism and policies serving the establishment of disease-free zones/establishments, market and trade promotion policies serving domestic consumption and export of pork products.
- Establish a central (ministerial-level) coordinating committee that is composed of a Chairperson who is the Ministry’s head, Deputy Chairpersons who are heads of provincial People’s Committees, and other members who are heads of the Ministry’s affiliated units.
- Establish an assisting team that is composed of the team leader who is the head of the Department of Animal Health and other members who are specialists of the Ministry’s affiliated units. The assisting team shall perform specific tasks assigned by the central coordinating committee.
b) The Department of Animal Health shall play the leading role and cooperate with relevant units to formulate and submit the following documents to competent authorities for promulgation, including standards, national technical regulations, procedures and technical guidelines for disease prevention and control, and surveillance programs for disease-free farming establishments; recognition of disease-free zones/establishments; guidelines for establishment of origin traceability system; control of veterinary hygiene and food safety at slaughterhouses/processing plants; formulate, consolidate and review legislative documents regulating animal disease-free zones/establishments; support the implementation of surveillance programs.
c) The Department of Livestock Production shall play the leading role and cooperate with relevant units to formulate and submit the following documents to competent authorities for promulgation, including mechanisms/policies for animal husbandry development, standards, national technical regulations and specific guidelines on livestock breeds, animal feeds and breeding environment to ensure development of domesticated animal stock and biosecurity in livestock production.
d) The National Agricultural Extension Center shall play the leading role and cooperate with relevant units to formulate and submit the following documents to competent authorities for promulgation, and then organize the implementation thereof, including programs on agricultural extension, information dissemination and training for local animal health network and farm owners, etc.
dd) Other affiliated units of the Ministry shall, within the ambit of their assigned functions and tasks, cooperate with relevant units to formulate mechanisms, policies and guidelines for implementation of this pilot scheme in association with other schemes of the Ministry in order to establish linkage chains for supply of pork products from disease-free zones - slaughterhouses/processing plants – product suppliers to serve domestic consumption; support the establishment and promotion of brands of products of disease-free zones/establishments in 2 provinces of this scheme; assist disease-free zones/establishments in implementing pilot agricultural insurance program.
4.2. Provincial people’s committees
- Establish a provincial steering committee that is composed of a Chairperson who is the head of the provincial People’s Committee, Deputy Chairperson who is the head of the provincial Department of Agriculture and Rural Development, and other members who are heads of provincial departments/authorities. The provincial steering committee shall direct the implementation of the scheme for establishment of zones/establishments free of FMD and CSF, coordinate all relevant activities and cooperate with relevant provincial governments to implement the scheme.
- Establish an assisting team that is composed of the team leader who is the head of the provincial Department of Agriculture and Rural Development and other members who are specialists of the provincial Department of Agriculture and Rural Development, relevant provincial departments and provincial branch of the Department of Animal Health. The assisting team shall perform specific tasks assigned by the provincial steering committee.
- Formulate and implement the action plan for implementation of this scheme.
- Formulate special projects on establishment of zones/establishments free of FMD and CSF in province.
- Formulate mechanisms/policies for encouraging and facilitating disease-free farming by local enterprises engaging in pig farming (farm owners), and slaughterhouses, animal product processors and suppliers.
- Organize dissemination of information about the establishment of local disease-free zones/establishments on means of mass media.
- Make periodic and final reports on establishment of disease-free zones/establishments at the request of the Ministry of Agriculture and Rural Development.
4.3. Pig farming enterprises (farm owners)
- Engage in the establishment of disease-free establishments that will provide disease-free animals and animal products.
- Provide resources and funding to meet requirements for recognition of disease-free establishment.
- Closely cooperate with competent animal health agencies to perform contents related to disease-free establishments.
4.4. Enterprises entering into linkage chains for product consumption
- Perform commitments after having received supports/incentives from the State when entering into linkage chains for product consumption.
- Promote trade in fields of pork and relevant auxiliary products.
4.5. Family pig farms
- Comply with guidelines given by animal health agencies for livestock disease prevention and control, and actively support the establishment of disease-free zones/establishments.
- Gradually change from small-scale farms to large-scale farms or make occupational change in conformity with local strategies for animal husbandry development.
4.6. Veterinarians
Comply with regulations on trading in veterinary drugs, and regulations on prevention, treatment and control of animal diseases in order to ensure disease freedom status and no occurrence or spread of disease; join the local network for surveillance and treatment of livestock diseases.
4.7. Traders, transporters and slaughterers of livestock
Comply with regulations on animal health and slaughter of animals according to guidelines given by competent animal health agencies for prevention and control of animal diseases, and food safety and hygiene requirements.
V. FUNDING
The State shall provide funding for information dissemination, organization of seminars and training programs, maintenance of operation of the animal health system, control of livestock and livestock products, appraisal and recognition of disease-free zones/establishments meeting OIE standards.
1. Funding from central government budget: Funding from central government budget shall be mobilized under in-progress programs/projects or those to be implemented in relevant fields. Funding from central government budget shall be used for covering:
- Expenditures on examination and appraisal of applications for recognition of disease-free zones;
- Expenditures on sampling, surveillance and testing serving the recognition of disease-free zones;
- Expenditures on training, seminars, preliminary and final review meetings and information dissemination;
- Expenditures on monitoring of viral changes and sending of samples abroad;
- Expenditures on cooperation and experience sharing between the Department of Animal Health and its affiliated units and foreign authorities;
- Expenditures on application for OIE’s appraisal and recognition of disease-free zones.
2. Funding from provincial government budget: Funding from provincial government budget shall be used for covering partial expenditures on vaccination (primarily, supports for family farms), testing for diseases and maintenance of veterinary activities in the region. Funding from provincial government budget shall be used for covering:
- Expenditures on inspection, training, preliminary and final review meetings;
- Expenditures on establishment and maintenance of operation of health quarantine stations/points, and mobile control teams to protect disease-free zones.
- Expenditures on vaccination against FMD and CSF for family farms in the region (including expenditures on vaccines for disease-free zone and buffer zone, organization of vaccination sessions, purchase of devices, supplies and equipment for storing and preserving vaccines, protective clothing for persons administering vaccines and other expenditures);
- Expenditures on surveillance of FMD and CSF, including: surveillance and sampling of livestock of family farms and testing expenditures;
- Expenditures on cleaning and disinfection at public places, health quarantine stations/points in charge of monitoring animals transported from/to disease-free zones, markets, animal collecting points, places of treatment of infected and died livestock;
- Expenditures on dissemination of information about disease-free zones/establishments in provinces, brand and trade promotion for products in the region;
- Expenditures on treatment of livestock infected with or died of infectious diseases in the region.
- Depending on specific conditions of each province, funding from provincial government budget may be used for support the registration, appraisal and recognition of disease-free establishments.
3. Funding from contributions by entities:
- Large-scale farms (enterprises, farms) shall pay expenditures on vaccination, disease surveillance, sampling and testing for diseases, inspection of veterinary hygiene, cleaning and disinfection, etc. at the request of competent animal health agencies to serve the establishment and recognition of disease-free establishments.
- Large-scale slaughterhouses, traders and transporters of livestock and livestock products shall cover expenditures on performance of veterinary hygiene, cleaning and disinfection requirements.
Article 2. Responsibilities of relevant entities
1. The Ministry of Agriculture and Rural Development shall: Play the leading role and cooperate with People’s Committees of provinces of this scheme in implementing solutions of this scheme specified in Article 1. The Department of Animal Health is assigned to act as the standing unit to coordinate relevant activities.
2. Departments of Agriculture and Rural Development of Thai Binh and Nam Dinh provinces shall, based on this scheme, cooperate with the Department of Animal Health to formulate specific projects on establishment of local disease-free zones/establishments, make cost estimates and submit them to competent authorities for approval; Provide advices for provincial People’s Committees about the implementation of solutions of this scheme in provinces after these projects have been approved.
3. Relevant entities shall cooperate with competent authorities in implementing solutions in Article 1 in order to achieve the objectives herein as soon as possible.
Article 3. This Decision comes into force from the date on which it is signed.
Article 4. Head of the Ministry’s Office, Director of Department of Animal Health, heads of units affiliated to Ministry, Directors of Departments of Agriculture and Rural Development of Nam Dinh and Thai Binh provinces shall be responsible for implementation of this Decision./.
