DECISION
STANDARD COST ESTIMATES OF MUNICIPAL SOLID WASTE COLLECTION, TRANSPORTATION AND TREATMENT
THE MINISTER OF CONSTRUCTION
Pursuant to the Government’s Decree No. 62/2013/ND-CP dated June 25, 2013 defining functions, tasks, powers and organizational structure of Ministry of Construction;
Pursuant to the Government’s Decree No. 130/2013/ND-CP dated October 16, 2013 providing for production and provision of public products and services;
Pursuant to the Government’s Decree No. 59/2007/ND-CP dated April 09, 2007 on solid waste management;
At the requests of the Director of the Department of Construction Economics and the Director of the Institute of Construction Economics;
HEREBY DECIDES:
Article 1.Standard cost estimates of municipal solid waste collection, transportation and treatment are announced together with this Decision as the basis for relevant organizations and individuals to determine their own costs of municipal solid waste collection, transportation and treatment services.
Article 2.This decision comes into force from June 01, 2014.

Part I
DESCRIPTION OF STANDARD COST ESTIMATES OF MUNICIPAL SOLID WASTE COLLECTION, TRANSPORTATION AND TREATMENT
1. Items of standard cost estimate
- Standard cost estimates of municipal solid waste (MSW) collection, transportation and treatment announced herein include all necessary costs of materials, labour, machinery and equipment for finishing a predetermined volume of MSW collection, transportation and treatment;
- Standard cost estimates also include costs of activities relating the process of MSW collection, transportation and treatment with the aims of protecting and maintaining sanitation of urban areas.
2. Grounds for making standard cost estimates
- Technical procedures for MSW collection, transportation and treatment commonly applied in urban areas.
- The Government’s Decree No. 42/2009/ND-CP dated May 07, 2009 on urban area classification.
- Data about the use of labor, vehicles, equipment and technical facilities as well as the application of scientific and technological advances to the MSW collection, transportation and treatment.
3. Structure of standard cost estimates
Standard costs are classified by groups or types of MSW collection, transportation and treatment. Each standard cost stated includes work contents and conditions for using numerical values, and is expressed in an appropriate unit for performing such work contents.
Standard cost estimates of MSW collection, transportation and treatment include 06 chapters:
- Chapter I | : Manually sweeping streets and picking up garbage on pavements. |
- Chapter II | : Collecting and transporting MSW, construction waste and solid healthcare waste by motor vehicles. |
- Chapter III | : Treatment of MSW and construction waste. |
- Chapter IV | : Treatment of solid healthcare waste. |
- Chapter V | : Mechanically sweeping and washing streets. |
4. Instructions on application of standard costs
- Standard cost estimates of MSW collection, transportation and treatment are announced by the Ministry of Construction as the basis for relevant organizations and individuals to determine and manage costs of MSW collection, transportation and treatment services.
- Costs of materials and other working tools directly used to collect garbage (such as brooms, shovels, shovel handles, garbage containers, gloves, hoes, etc.) are not included in standard costs announced herein. These costs are included in general and administrative expenses of the cost estimates of MSW collection, transportation and treatment made according to guidance of the Ministry of Construction.
- In case the MSW collection, transportation and treatment service requires specific technical requirements and conditions other than those of standard costs announced herein or standard costs of certain types of MSW collection, transportation and treatment are not announced herein, Provincial-level Departments of Construction shall take charge and cooperate with relevant provincial-level departments and authorities to adjust standard costs or determine the new ones, and then submit them to Provincial-level People’s Committees for approval and concurrently report the same to the Ministry of Construction.
Part II
STANDARD COST ESTIMATES
Chapter I
MANUALLY SWEEPING STREETS AND PICKING UP GARBAGE ON PAVEMENTS
MT1.01.00. Manually maintaining the cleanliness of streets in daytime
Work contents:
- Prepare working tools and personal protective equipment.
- Give warning and ensure traffic safety during performance of street works.
- Sweep the in-charge street, pick up garbage, litter and debris on pavements, and shovel litter, animal waste and filth that accumulated on the in-charge street.
- Move garbage collection equipment to the prescribed transfer station and then pick up garbage onto truck.
- Clean the transfer station after picking up garbage onto truck.
- Clean and place working tools and equipment at the prescribed place.

- The standard cost specified in Table 1 is the labor cost for manually sweeping streets of special-class cities in daytime. With regard to cities of remaining classes, the cost is adjusted by the following factor k:

- The standard cost specified in Table 1 is not applied to determination of costs of maintaining the cleanliness of streets with special sanitation requirements (e.g. ancient streets, commercial streets, civilized streets and streets for pilot performance of environmental protection activities).
MT1.02.00. Manually sweeping streets and picking up garbage on streets
Work contents:
- Prepare working tools and personal protective equipment.
- Move garbage containers to the working place.
- Give warning and ensure traffic safety during performance of street works.
- Sweep and pile up garbage and trash on both street and pavement.
- Sweep and remove standing water on street (if any).
- Clean off litter and filth that accumulated on streets.
- Shovel garbage and other waste materials onto containers.
- Move garbage collection equipment to the prescribed transfer station and then pick up garbage onto garbage trucks.
- Clean the transfer station after picking up garbage onto truck.
- Clean and place working tools and equipment at the prescribed place.

- The standard cost specified in Table 2 is applied to determination of costs of manually sweeping and picking garbage on pavements (for pavement sweeping) and 02 m of road-bed surface of either side beyond the outside edge of the storm drain (for street sweeping).
- The standard cost specified in Table 2 is the labor cost for manually sweeping and picking up garbage on streets of special-class cities. With regard to cities of remaining classes, the cost is adjusted by the following factor k:

MT1.03.00. Manually maintaining median strips
Work contents:
- Prepare working tools and personal protective equipment.
- Move garbage containers to the working place.
- Place warning signs at the working place to ensure traffic safety.
- Sweep the street surface of a minimum 1.5m width adjacent to the median strip.
- Pile up and shovel garbage onto garbage hand-carts. With regard to moveable median barriers: sweep the road surface where the barrier is located.
- Move garbage collection equipment to the prescribed transfer station and then pick up garbage onto the garbage truck.
- Clean the transfer station after picking up garbage onto the truck.
- Clean and place working tools and equipment at the prescribed place.

MT1.04.00. Cleaning curbs and collecting garbage around tree bases, utility poles and manholes
Work contents:
- Prepare working tools and personal protective equipment.
- Give warning and ensure traffic safety during performance of street works.
- Use shovel and broom to clean the curb wall and surface. Use the broom and shovel to clean off and pick up litter and filth around manholes.
- Clean off rubbish and garbage around tree bases and utility poles (rubbish/ garbage volume is < 0.5 m3) (if any); remove or get rid of grass around the base of tree or utility pole (if any); prune or trim street tree branches (if necessary) and pick up garbage/rubbish onto containers.
- Move garbage collection equipment to the prescribed transfer station and then pick up garbage onto the garbage truck.
- Propagate environmental information and increase people’s awareness of environmental protection.
- Clean and place working tools and equipment at the prescribed place.

MT1.05.00. Manually maintaining the cleanliness of alleys
Work contents:
- Prepare working tools and personal protective equipment.
- Move the garbage hand-cart along the alley and ring a bell to loudly inform people of garbage collection.
- Give warning and ensure traffic safety during performance of garbage collection works.
- Collect trash bags along the alley and wait for people to take their garbage to the garbage hand-cart.
- Use the broom and shovel to clean off garbage piles along the alley (if any) onto the garbage hand-cart and move it to the prescribed transfer station.
- With regard to a wide alley with pavement and storm drain, use the broom and shovel to clean the curb, drain and pick up garbage and waste onto the garbage hand-cart; sweep and pick garbage on both pavement and street surface.
- Move garbage collection equipment (garbage hand-carts) to the prescribed transfer station and then pick up garbage onto the garbage truck.
- Propagate environmental information and increase people’s awareness of environmental protection.
- Clean and place working tools and equipment at the prescribed place.

MT1.06.00. Manually shoveling MSW at the transfer station onto garbage trucks
Work contents:
- Prepare working tools and personal protective equipment.
- Give warning and ensure traffic safety during performance of garbage collection works.
- Rake and shovel garbage from garbage dumpster or garbage pile onto garbage containers for loading into truck, clean around the garbage dumpster or garbage pile and use canvas to carefully cover garbage before transport.
- At the end of the shift, clean and place brooms, shovels and other equipment at the prescribed place.
- Clean and place working tools and equipment at the prescribed place.

MT1.07.00. Manually collecting construction waste
Work contents:
- Prepare working tools and personal protective equipment.
- Rake and break up construction waste, shovel it onto the truck, spread it evenly in the bed and carefully cover it by a canvas before transport.
- Clean the place where such construction waste is collected.
- At the end of the shift, clean and place working tools and equipment at the prescribed place.

Chapter II
COLLECTING AND TRANSPORTING MSW, CONSTRUCTION WASTE AND SOLID HEALTHCARE WASTE BY MOTOR VEHICLES
MT2.01.00. Collecting and picking up MSW from hand-carts at the transfer station onto the press pack for transporting to the landfill within an average radius of 20 km
Work contents:
- Prepare the press pack, working tools and personal protective equipment.
- Operate the press pack to the transfer station.
- Give warning and ensure traffic safety during performance of garbage collection works.
- Gather and load garbage from garbage containers at the transfer station onto the hopper, and then press and move it to the container of the press pack.
- Operate the compacting system.
- Gather and pick up remained garbage onto the press pack.
- Operate the press pack to the following transfer station and repeat the procedures mentioned above to pick up garbage onto the press pack.
- Operate the press pack to the landfill.
- Move the press pack on the weighbridge to determine its dead weight, control the press pack to the tipping face or working front, and then unload garbage at the prescribed site in the landfill.
- Before controlling the press pack to leave the landfill boundaries, move it to the wheel-cleaning facility and return to the weighbridge for re-weighing it without load (in order to determine the weight of garbage carried).
- Operate the press pack to the prescribed parking lot.
- At the end of the shift, clean and transfer the press pack and working tools to in-charge personnel.

- Prepare the press pack, working tools and personal protective equipment.
- Operate the press pack to the garbage collection site.
- Give warning and ensure traffic safety during performance of garbage collection works.
- Pick up garbage from garbage bins, or acceptable waste containers, on the pavement or the waste storage site of a health facility onto the hopper of the press pack, and then press and move it to the container of the press pack.
- Operate the compacting system.
- Gather and pick up remained garbage onto the press pack.
- Operate the press pack to the following garbage collection site and repeat the procedures mentioned above to pick up garbage onto the press pack.
- Operate the press pack to the landfill.
- Move the press pack on the weighbridge to determine its dead weight, control the press pack to the tipping face or working front, and then unload garbage at the prescribed site in the landfill.
- Before controlling the press pack to leave the landfill boundaries, move it to the wheel-cleaning facility and return to the weighbridge for re-weighing it without load (in order to determine the weight of garbage carried).

MT2.03.00. Transporting MSW by hooklift trucks within an average collection and transport radius of 20 km
Work contents:
- Prepare the hooklift truck, working tools and personal protective equipment.
- Operate the hooklift truck to the garbage collection site.
- Give warning and ensure traffic safety during performance of garbage collection works.
- Shovel garbage onto the hooklift truck until it is full, keep garbage loaded on the truck neatly organized and carefully covered before transport.
- Gather and pick up remained garbage onto the hooklift truck.
- Operate the hooklift truck to the landfill.
- Move the hooklift truck on the weighbridge to determine its dead weight, control it to the tipping face or working front, and then unload garbage at the prescribed site in the landfill.
- Before controlling the hooklift truck to leave the landfill boundaries, move it to the wheel-cleaning facility and return to the weighbridge for re-weighing it without load (in order to determine the weight of garbage carried).
- Operate the hooklift truck to the prescribed parking lot.
- At the end of the shift, clean and transfer the hooklift truck and working tools to in-charge personnel.

MT2.04.00. Cleaning MSW bins
Work contents:
- Prepare working tools and personal protective equipment.
- Move working tools and equipment to the garbage bin site.
- Arrange empty garbage bins neatly.
- Use rag, scrub brush and washing powder, or specialized trash bin cleanser, to scrub and rinse the bin.
- Dry both outside of the bin, and then spray its inside with deodorizer.
- Repeat the procedures mentioned above to clean other dirty MSW bins until the end of the working shift.
- At the end of the shift, clean and transfer working tools and equipment to in-charge personnel.

MT2.05.00. Collecting and transporting healthcare waste and pathological waste originated from health facilities to treatment facilities within an average radius of 65 km
Work contents:
- Prepare working tools and personal protective equipment.
- Operate the garbage collection vehicle to the garbage collection site.
- Remove plastic containers containing healthcare waste and pathological waste to the outside of a hospital or health facility for weighing and loading onto the garbage collection vehicle. Move clean and empty waste bins or containers to their positions.
- With regard to cardboard containers, put up and seal the cardboard container with adhesive tape; move healthcare waste/ pathological waste from normal waste bins to cardboard containers, weigh every sealed cardboard container and then move it into the vehicle.
- Collect all healthcare waste/ medical waste.
- Operate the vehicle to the following garbage collection site and repeat the procedures mentioned above to pick up healthcare waste/ pathological waste until the vehicle is full.
- Operate the vehicle to the prescribed treatment facility; unload waste for delivering to the in-charge warehouse-keeper. Record types and amounts of delivered healthcare waste/ pathological waste.
- Perform duties until the end of the working shift.
- At the end of the shift, clean and transfer vehicle, working tools and equipment to in-charge personnel.

MT2.06.00. Collecting and transporting construction waste by dump truck from transfer stations to the landfill within an average radius of 10 km
Work contents:
- Prepare working tools and personal protective equipment.
- move the truck and working tools to the construction waste collection site.
- Give warning and ensure traffic safety during performance of waste collection works.
- Shovel construction waste onto the truck body.
- Gather and scoop up remained waste onto the truck.
- Operate the truck to the following waste collection site and repeat the procedures mentioned above to collect waste until the truck is full.
- Rake and make construction waste on the truck flat, and have the load covered with firmly secured canvas.
- Operate the truck to the landfill.
- Move the truck on the weighbridge to determine its dead weight, control it to the tipping face or working front, and then unload construction waste at the prescribed site in the landfill.
- Before controlling the truck to leave the landfill boundaries, move it to the wheel-cleaning facility and return to the weighbridge for re-weighing it without load (in order to determine the weight of construction waste carried).
- Operate the truck to the prescribed parking lot.
- At the end of the shift, clean and transfer the truck, working tools and equipment to in-charge personnel.

MT2.07.00. Mechanically loading MSW at transfer stations
Work contents:
- Prepare working tools and personal protective equipment.
- Operate the loader and working tools to the transfer station.
- Operate the loader to pile up and keep MSW neatly organized.
- Operate the loader to load MSW onto the dump truck until it is full.
- Control the bucket to pile up, press and keep waste on the truck neatly organized.
- Operate the loader to load MSW onto other dump trucks until the end of the working shift.
- At the end of the working shift, clean and transfer the loader and working tools to in-charge personnel.

- Gather and scoop up remained construction waste onto the truck.
- Operate the truck to the landfill.
- Move the truck on the weighbridge to determine its dead weight, control it to the tipping face or working front, and then unload construction waste at the prescribed site in the landfill.
- Before controlling the truck to leave the landfill boundaries, move it to the wheel-cleaning facility and return to the weighbridge for re-weighing it without load (in order to determine the weight of construction waste carried).
- Operate the truck to the prescribed parking lot.
- At the end of the shift, clean and transfer the truck, working tools and equipment to in-charge personnel.

MT2.10.00. Mechanically cleaning up rubbish from canals
Work contents:
- Prepare the cleaning boat, working tools and personal protective equipment.
- Move the cleaning boat and working tools to the rubbish collection site.
- Workers use dip nets to fish rubbish and use stick to push rubbish to the operating range of the containment boom of the cleaning boat.
- Fasten the mesh bag when it is full of rubbish, hook and pick up the mesh bag onto the boat, repeat such procedures to collect rubbish.
- Take the mesh bag to the receiving place and take rubbish to the container.
- Clean the mesh bag and repeat such activities until the end of the working shift.
- At the end of the working shift, control the cleaning boat to the prescribed terminal, clean and transfer the boat and working tools to in-charge personnel.

WASTE TREATMENT
MT3.01.00. Operating MSW landfill with capacity of ≤ 500 tons/day
Work contents:
- Prepare working tools and personal protective equipment.
- Carry out procedures for receiving MSW, direct the truck operator to drive the truck on the weighbridge, properly record weighing results and instruct the truck operator to unload MSW at the prescribed place.
- Remove and rake MSW from the truck, ensuring that the truck is empty of MSW before leaving the landfill boundaries.
- Instruct the truck operator to drive the truck to leave the landfill in a safe manner to avoid collision and getting bogged down.
- Spread and compact MSW so that other trucks may unload MSW.
- Spray effective microorganisms (EM), deodorize with Bokashi substance and spray water to prevent dust.
- Cover every layer of leveled MSW with a layer of soil, and compact it before discharging another layer of MSW.
- Lime or use other chemicals to kill flies and mosquitoes.
- Spread and compact MSW discharged at the landfill until ending the working shift.
- Sweep and wash the path (outside the landfill) to the landfill.
- Sweep and clean working front, weighbridge and wheel-cleaning facility areas.
- Maintain trees around the landfill.
- At the end of the working shift, level the landfill site, ensure the drainage gradient and consolidate the road surface so that trucks can safely enter the landfill. At the end of the working shift, clean and transfer the working tools and equipment to in-charge personnel.
Technical requirements;
- Thickness of a MSW layer after compacting is 2m.
- Thickness of the layer of soil covering the MSW layer is 0.15 m – 0.2 m.

MT3.03.00. Operating sanitary MSW landfill with capacity of 1,500 tons/day – 3,500 tons/day
Work contents:
- Prepare working tools, facilities and personal protective equipment.
- Record weighing results and instruct waste collection trucks to unload MSW at the prescribed places.
- MSW is disposed of at the sanitary landfill by adopting the area method. The layer thickness is 2m. Especially, the first waste layer must form a path to the bottom of the sanitary landfill. Instruct the operator of the waste collection truck to drive it to enter and leave the landfill in a safe manner to avoid collision and getting bogged down.
- Waste collection trucks unload waste in piles at the position assigned by the landfill worker. Waste is spread evenly by a bulldozer and then compacted by a landfill compactor for 8 – 10 times to create stiff layers of waste.
- The landfill surface area is evenly spread by bulldozers so that waste collection trucks may easily move.
- After a completely compacted waste layer is formed in conformity with relevant technical standards, soil is recommended thoroughly on the top and exposed sides of the waste layer. Successive layers of MSW are built up after the soil is spread evenly over the waste surface and thoroughly compacted.
- Examine and level the landfill areas prone to surface subsidence or land slip; ensure the final soil cover even, the slope and repair road surface.
- Waste is treated with Enchoice and Bokashi according to the prescribed technical procedures.
- Ensure the ventilation of gas from both new and old cells.
- Leachate in cells is pumped and discharged into the lagoon.
- Build a dike or levee around the landfill to protect the landfill site, and build road to improve the access to the landfill.
- Apply chemicals thoroughly over the landfill site and surrounding residential areas according to the prescribed technical procedures; apply powdered lime at required positions to prevent flies and mosquitoes.
- Pick up garbage and clean the path to truck parking lot, and spray water to prevent dust at the landfill site and path to the landfill.
- Clean working facilities and tools, and move the truck to the wheel-cleaning facility before leaving the landfill boundaries as prescribed.
Technical requirements;
- The landfill operates according to specific technical requirements and has a landfill leachate treatment system adopting the biological method.
- Thickness of a completely compacted MSW layer is 2m.

MT4.01.00. Treatment of healthcare waste and pathological waste by incinerators
Work contents:
* Incineration of healthcare waste and pathological waste
- Examine safety systems of the incinerator, start its systems and heat the combustion chambers.
- Move plastic or cardboard containers containing healthcare/ pathological waste to the feed chute of the incinerator.
- Clean and put plastic containers at the prescribed positions.
- Monitor and feed adequate chemicals into the funnel for smoke treatment.
- After every combustion phase, rake ash into two containers placed behind the incinerator’s gate. Spray water to cool ash, put it into plastic bags, and put fastened plastic bags into properly covered containers. Start successive combustion phases. - At the end of the working shift, clean the incinerator parts.
* Burying ash
- Transport ash containers to the burial site in a cemetery.
- Dig a pit for burying ash; use nylon material to line the bottom of the pit for preventing water absorption; apply powdered lime on the surface and level the pit with soil; set up a landmark.

Work contents:

MT5.02.00. Street washing
Work contents:
- Prepare working tools and equipment, and personal protective equipment.
- Move the street washing truck to the prescribed location; valves are closed; water hoses are well prepared and placed at the prescribed position.
- Properly keep the mouth of the water tank at the hydrant; close and secure the water-tank lid.
- Operate the street washing truck on the street with the speed of 6km/hr, 05-degree nozzle and 5kg/cm3 spray pressure.
- Spray water to wash the assigned street.
- Return the water supply point when the water tank is empty and repeat the above-mentioned procedures.
- When finishing tasks, turn the nozzle upwards.
