ORDER

AMENDING AND SUPPLEMENTING SOME Articles of the Ordinance stipulating the STATE honorary title "heroic mother of Vietnam"

Pursuant to the 1992 Constitution of the Socialist Republic of Vietnam, which has been amended and supplemented with a number of articles under Resolution No. 51/2001/QH10;

Pursuant to Resolution No. 23/2012/QH13 dated June 12, 2012 of the National Assembly on the 2013 Law and Ordinance Development Program, adjusting the 2012 Law and Ordinance Development Program and the XIII National Assembly term. ;

The National Assembly Standing Committee promulgates the Ordinance amending and supplementing a number of articles of the Ordinance stipulating the state honorary title "heroic Vietnamese mother",

Article 1.

Amending and supplementing a number of articles of the Ordinance stipulating the state honorary title "Vietnamese heroic mother":

1. Article 2 is amended and supplemented as follows:

“Article 2”

Mothers who fall into one of the following cases shall be conferred or posthumously confer the title of "Vietnamese Heroic Mother":

1. Having 2 or more children who are martyrs;

2. Having only 2 children of which 1 is a martyr and 1 is an invalid whose working capacity is reduced by 81% or more;

3. There is only one child and that child is a martyr;

4. Having 1 child who is a martyr and having a husband or himself as a martyr;

5. Having 1 child who is a martyr and himself being a wounded soldier with a working capacity decrease of 81% or more.”

2. Article 4 is amended and supplemented as follows:

"Article 4

Persons conferred or posthumously conferred the title of "Vietnamese Heroic Mother" shall be awarded the Certificate and Badge of "Vietnamese Heroic Mother" and enjoy the following incentives:

1. To organize a gifting or posthumous gifting ceremony;

2. To be entitled to a lump sum sum of money and to enjoy preferential regimes in accordance with the law on incentives for people with meritorious services to the revolution;

3. Upon death, a solemn funeral will be held;

4. Funding for the organization of donation or posthumous gifts and funerals shall be guaranteed by the State.”

Article 2.

Replace the phrase "Diploma and Medal" in Article 6 of the Ordinance stipulating the State honorary title "heroic Vietnamese mother" with the phrase "Band and Badge of "heroic Vietnamese mother"".

Article 3.

1. This Ordinance takes effect from January 1, 2013.

2. The Government shall detail and guide the implementation of this Ordinance.
