RESOLUTION
ON MAIN TASKS, SOLUTIONS TO IMPLEMENT THE SOCIO-ECONOMIC DEVELOPMENT PLAN AND STATE BUDGET ESTIMATE FOR 2019
THE GOVERMENT
Pursuant to Law on the Government organization dated June 19 2015;
Pursuant to the Government’s Resolution No.69/2018/QH14 on socio-economic development plan for 2019 dated November 08, 2018; Resolution No.70/2018/QH14 dated November 09, 2018 on state budget estimate for 2019;
HEREBY RESOLVES:
I. BACKGROUND AND SITUATIONS OF 2019, MOTTO AND THE GOVERNMENT’S FOCUS ON OPERATING DIRECTION
1. In 2018, despite many challenges and difficulties, the socio-economic situation continued to be positive and comprehensive with the completion of all 12 targets, including 9 targets exceeding the plan. This positive result came from the efforts and striving of the whole Party, people and army. The stability of the macroeconomic was maintained, the major balances of the economy were ensured and the CPI was controlled at 3.54%. GDP growth reached 7.08%, exceeding the target of 6.7%; the scale of the economy rapidly increased, the material and spiritual life of people were enhanced. The result of implementing three strategic breakthroughs of 2018 was more substantial; the performance of the economy after restructuring was significantly improved. Important achievements were gained in fields of culture, climate change response, administrative reform and anti-corruption. The strength of national defense and security were enhanced; the social order and security were maintained and activities of foreign affairs and international integration were promoted. Vietnam’s position and prestige in international area have been heightened. This result have created positive atmosphere in the society, reinforcing the belief and aspiration among people.
2. 2019 is the breakthrough year to effectively complete the 5-year project of 2016-2020 and celebrate 50 years of implementation of President Ho Chi Minh's Will. Even though we have achieved positive results, we still have to face difficulties and challenges. The situation of the world and the region is forecasted to be continually complicated; strategic competition, trade between major countries is increasingly tense; the situation of financial market, currency, international trade is unpredictable. Yet there are emerging issues of non-traditional security, climate change, natural disasters and diseases. The Fourth industrial revolution brings both opportunities and challenges which have strong impacts in many fields. However, the potential and competitiveness of the economy is still limited; the labor productivity is low; the autonomy of the economy has not met the requirements of the new period. We also have to deal with the pressure of implementing international commitments.
3. The overall objective of 2019 plan is to maintain the stability of macro economy, control inflation; improve the productivity, quality, efficiency, autonomy and competitiveness of the economy. Focus on improving environment for investment, business and boosting the economic growth; create a practical change in the implementation of strategic breakthroughs, restructure the economy associated with the renewal of growth models; boost the application of science and technology, innovation, start-up for successfully exploiting the advantages of the Fourth Industrial revolution. Focus on the development of health, education, society, culture to ensure social security and improve the material and spiritual life of the People. Strengthen the management of natural resources, environmental protection, natural disasters prevention and climate change response. Promote the administrative and judicial reform for a streamlined apparatus; restructure the contingent of officials and civil servants, enhance the efficiency and effectiveness of the monitor and enforcement of law; firmly prevent and control corruption, promote thrift and anti-waste practices. Consolidate national defense and security; maintain social safety and order. Enhance the performance of external activity and international integration.
4. In 2019, the Government strives to complete the socio-economic development with the expectation of meeting and exceeding the set targets (detailed in Appendix I); actively develop the growth scenarios to serve the direction and administration work of the Government (detailed in Appendix II).
5. In order to successfully implement the tasks and objectives of the Socio-economic development plan and the State budget estimate for 2019, the Government determined the motto of the year as: “Discipline, integrity, action, creativity, breakthrough, and efficiency” with 4 major contents:
5.1 Enhance the economic resilience. Consolidate the macroeconomic foundation; maintain growth drivers; improve the productivity, efficiency and competitiveness of the economy. Drastically implement strategic breakthroughs, restructure the economy, renew growth models and improve the quality of growth; boost the application of science and technology, innovation, start-up for successfully exploiting the advantages of the Fourth Industrial revolution.
5.2 Form a discipline, integrity, action body to create a favorable investment and business environment for businesses and people. Complete mechanisms to improve the quality of law formulation and enforcement. Tighten discipline and administrative regulations, create motivation and responsibility for competent groups, individuals, especially heads of units. Take action on administrative reform and the establishment of an e-Government associated with the organization of a streamlined, effective and efficient staffing apparatus. Innovate and enhance the effectiveness of judicial activities.
5.3 Comprehensively and harmoniously develop cultural and social fields, enhance the capability of Vietnamese people to meet the requirement of sustainable development; promote patriotic emulation movement to celebrate 50 years of implementation President Ho Chi Minh's Will; improve the life quality of people; strengthen the management of natural resources and environmental protection, natural disaster prevention and control, adaptability of climate change. Strengthen the national defense and security, firmly protect the freedom, sovereignty, unity and territorial integrity of the Fatherland; maintain political and social stability; improve the efficiency of foreign affairs, international integration, maintain a peaceful and stable environment for development and enhancement of Vietnam’s position in the international arena.
5.4 Actively prepare for the Party congresses at all levels towards 13th National Party Congress. Summarize and formulate the 10-year Strategy for developing socio-economy in 2021-2030 and 5-year plan of socio-economy development in 2021-2025
II. MAIN TASKS AND SOLUTIONS FOR 2019
1. Consolidate the macroeconomic foundation, control inflation to ensure the major balances of the economy
1.1 Actively regulate the monetary policy in a flexible and prudent manner for which harmoniously coordinate with fiscal policies and other macro policies to consistently achieve the goal of maintaining macroeconomic stability and controlling inflation, ensuring major balances of the economy and promoting business and production. Continue to flexibly administer interest rates, exchange rates in line with macro balances, market developments and management requirements. Maintain the stability of foreign exchange market and gold market. Credit growth shall be coupled with restructuring and improving credit quality. Focus on distributing credit for production sectors, especially priority areas; provide appropriate credit solutions to meet the needs of people, for which contributing to limiting black credit. Strictly control of credit in the potential risk areas and the mobilization and lending in foreign currencies; strengthen the state foreign exchange reserves. Effectively implement measures to stabilize prices and markets; adjust prices of goods and services managed by the State according to appropriate routes. Strive for the growth of 2019 GDP up to 6.8% and control CPI rate below 4%.
1.2 Restructure the State budget. Tighten discipline and rules of State budget management, intensify the examination, inspection and publicize the result of inspecting the use of State budget. Effectively implement the Law on management and use of public assets. Strictly monitor the management and use of loans. By the end of 2019, strive for reducing the public debt to 61, 3% GDP, Government debt to about 52.2% of GDP, foreign debt to below 49% of GDP.
1.3 Restructure revenues and expand the tax base. Boost the application of electronic invoices in 2019 at Hanoi, HCMC and major cities; prevent and combat tax loss, transfer pricing and tax avoidance; reduce the rate of tax debt below 5% Strive to increase budget revenue by about 5% compared to the estimate and the mobilization rate at 23.5% of GDP. Control budget expenditures according to the assigned estimates; strive to increase the proportion of development investment expenditures to 27% - 27.5%, reduce the proportion of recurrent expenditures to 63% - 63.5% of total state budget expenditure. Reduce recurrent expenditures, funds shall not be allocated for non-urgent tasks; limit shopping for public cars and expensive equipment; minimize the cost of organizing conferences, festivals, seminars, seminars, foreign affairs ... Provide sufficient resources to timely implement the salary and social insurance policy roadmap prescribed in Central Committee’s Resolution. The rate of state budget overspending in 2019 must be maintained at less than 3.6% of GDP. Implement international commitments, adapt 71 agreements to avoid double taxation and prevent the base-erosion and profit shifting.
1.4 Formulate and submit to the Politburo the scheme for developing the domestic market and synchronously implement solutions thereof; improve the effectiveness of trade promotion and export market expansion. Facilitate trading in combination with strengthening market management and inspection; prevention and combat of smuggling, trade frauds etc. and strictly handling violations in trading. Boost the promotion of using domestic products. Complete the system of standards and technical regulations for the purpose of inspection and effectively control the import of goods and equipment. Ensure the balance of import and export; strive to increase total export turnover by 8-10%, control trade deficit below 2%, and increase the total retail sales of goods and consumer service revenue by about 12%.
1.5 Keep track of the situation and effectively manage to ensure the major balances, especially in investment, food, energy ..., actively prevent the occurrence of power shortage to maintain the power needed for production and people daily life.
1.6 Consolidate the information and reporting system; improve the quality of statistics, analysis, forecast, management and administration; carefully organize the 2019 population and housing census, implement the scheme for measuring the non-observed economic sectors; promptly respond effectively to fluctuations in the world market, especially the financial, monetary and commercial markets.
2. Drastically implement strategic breakthroughs, restructure the economy, renew models of management and organization, and improve the quality of economic growth
2.1Drastically implement strategic breakthroughs
- Focus on reviewing, completing mechanisms, policies to create a strong and comprehensive change in all fields, especially in fields which require the application of high technology. Accelerate the progress of formulating and submitting the project of localizing laws and regulations related to international integration in signed agreements to the National Assembly. Promote the development of financial, securities, labor, housing, and science and technology markets. Deploy the scheme for restructuring securities and insurance sectors; restructure the organization of stock exchanges; promote development of derivative market, corporate bonds and new financial products. Complete mechanisms and encourage the diversity in financial services, accounting, auditing, valuation, credit rating ... and other types of high value-added services such as art, entertainment and entertainment. Develop the labor market and focus on career forecasting and guidance based on the relationship of supply and demand with the help of information technology; implement policies on public employment and supporting young people to startup; expand the overseas labor market, ensure the rate of unemployment in urban areas is below 4%. Complete mechanisms and develop a transparent and healthy housing market, encourage the development of rental housing market. Strive for the average floor area per person nationwide of 24.5 m2 floors / person. Boost the development of science and technology enterprises and market thereof; enhance the intellectual property protection.
- Attract resources outside the state budget to synchronously develop the infrastructure system. Resolve obstacles in a definitive manner to accelerate the implementation of major infrastructure projects in transportation, electricity, power etc. such as the construction of North-South Highway, Long Thanh International airport, urban railway in Hanoi and HCMC and other important projects. Submit the Pre-feasibility study of North-South high-speed railway project. Promote the role of development motivation of urban areas, promote urbanization towards sustainability and ability to cope with climate change; curb traffic congestion and flood in big cities and coastal cities. Pilot models of urban development such as smart urban, green urban etc. Strive to raise the rate of urbanization up to 39.2%, about 88% of urban residents provided with clean water and 87% of urban waste is collected and handled. Speed up the development of telecommunication infrastructure, broadband Internet and 5G mobile network.
- Focus on the association of the development of education and training, vocational education with the development of human resources, especially high-quality human resources, to meet labor market demands and development requirements. Implement the Law on amending a number of articles of Law on higher education; boost the allocation of autonomy and self-responsibility in management of higher education and vocational training institutions, mobilize the socialization in vocational training. Review; rearrange the general education and vocational training network for the leaner and more effective operation. Focus on the quality of graduates; promote career guidance for students; find solutions of gathering and using the skilled workers returning from abroad. Prepare for the establishment of university network in 2021-2030 with the orientation towards 2050. By the end of 2019, strive for raising the rate of trained workers to 60%- 62% , in which 24% - 24,5% are workers who have been trained from 3 months and above and have training certificates. Summarize the 10-year Strategy of 2011-2020 and the Master plan of developing human resources in 2011-2020.
2.2 Concentrate on the synchronization when implementing Law on planning and Law on amending laws related to planning. Speed up the formulation of master plans for the period of 2021-2030. Promote the regional development, regional economic integration and the role of key economic zones, economic centers and cities.
2.3 Restructure investment, especially on public investment; improve mechanisms to strengthen mobilization and effective use of social resources; develop the Law on investment in the form of public-private partnership (PPP). Tighten the management to avoid loss and waste of public spending and improve the efficiency of using public investment resources. Supplement and perfect the economic-technical norms of industries and sectors. Review programs to eradicate duplicated, ineffective contents. Promote the role and responsibility of heads of government bodies in the disbursement of public investment capital and publicize the result of implementation. Strengthen order for public services; strictly implement the law on bidding, ensure the publicity, transparency of the progress, strive to bring the rate of selecting contractors via the network in the form of competitive offers and open bidding at least 50% about the number of bidding packages and 15% of the total value of bidding packages. Effectively attract qualified foreign investment capital, prioritize projects which have the potential of high-tech, environmentally friendly, the potential to contribute, spread, and transfer technology, the potential to associate with business domestic industry to join the global value chain. Strive for the proportion of social investment capital to reach 34% of GDP.
2.4 Promote the arrangement, restructuring, equitization and divestment of state-owned enterprises associated with listing on the securities market. Publicize the list of enterprises which had equitized, qualified but have not unlisted and unregistered for trading on the stock market and consider the responsibility of their heads. Promote the role of the Committee for State Capital Management at Enterprises. Concentrate and syndicate capital of State corporations and incorporations to invest effectively (according to the market mechanism) into key national projects of which elements are ensuring national defense and security. Submit to the National Assembly at 8th plenary session for approval of the Resolution on management and use of the revenue from equitization, state capital withdrawal at enterprises.
2.5 Drastically and effectively implement the Resolution of the National Assembly on pilot settlement of bad debts of credit institutions, Law on amending some articles of Law on credit institutions, scheme for restructuring the organization of credit institution associating with settling bad debts by 2020; establish solutions to raise the capital for state-owned commercial banks and state-owned commercial banks. Striving to bring the internal non-performing loans (NPL) ratio below 2% and the ratio of NPLs and potential NPLs (including bad debts and bad debts sold to VAMC that have not been processed and the restructured debts for potential NPLs) below 5%. Create fundamental changes in banking governance, operational efficiency and safety. Focus on effectively settling low-ranked credit institution and bad debts in accordance with the market mechanism without using support from the State budget. Intensify examination, inspection, monitor and strictly punish violations of credit institutions and in money market. Promote the application of Basel II standards. Promote non-cash payment; pilot new models of payment. Encourage financial technology enterprises (fintech) to research on electronic wallet recharge without using bank accounts and apply new technologies, innovative solutions into the banking sector.
2.6 Drastically renew the growth model in depth based on the application of modern technology, the enhancement of labor productivity, the effective use of resources and the improvement of the autonomy in the economy. Issue the National Strategy for the Fourth industrial revolution, promote technology transfer, technology upgrade, proceed to research and develop new technology. Establish the national system of innovation centers to support the research and development of innovative start-ups; ensure the operation of innovation centers by implementing specific and competitive policies, mechanisms with regional and international thereof. Effectively implement the National program of enhancing the production efficiency and the quality of Vietnamese products by 2020.
2.7 Promote research and application of science and technology; restructure national scientific and technology programs in the direction of targeting enterprises as the center of innovation. Mobilize social resources for research, application, innovation, start-up, technology transfer. Complete legal framework to support new services, business models which are in line with the Fourth industrial revolution. Actively connect with regional and international start-up communities to support the development of local research, innovation, and start-up and consider this solution as a breakthrough of renewing development models. Effectively implement the scheme for developing Vietnamese digital knowledge system. Promote the development of digital economy; formulate the scheme for national digital transformation, create the right environment for digital transformation; change the model of management, enhance the use of digital technology in financial, health, agriculture, tourism, environment, smart urban etc.
2.8 Restructure fields, sectors in association with the application of technology, improvement of production efficiency, quality and competitiveness of Vietnamese products.
- Synchronously and effectively implement solutions to restructuring agriculture associating with new rural construction policies. Renew models of agricultural, forestry and fishery production; developing the chain from processing, production to consumption and export in accordance with regional, product and commodity conditions; focusing on high-efficiency agricultural development, high-tech application, processing industry, agricultural products preservation and market development shall be considered as a necessary breakthrough. Improve the market access and the quality, the competitiveness of products from rural areas; promote export products with lower opportunity cost. Strive for agricultural growth of about 3%, export of 42- 43 billion USD; 50% of communes and at least 70 district-level units recognized to meet the new rural standards, minimize the number of communes under 5 criteria, 1 district meeting new rural standards in each province, early completion of the planned objectives 5 years in 2019. Promote the implementation of the program "one commune one product" (OCOP) and the project of developing 15,000 cooperatives and agricultural joint cooperatives effectively operating by 2020. Implement the new rural construction project at village level, increase the number of new rural areas constructed with advanced criteria; build and implement schemes on rural tourism development in association with building a new countryside; terminate the situation of arising construction debts in the construction of new rural areas.
- Promote industrial restructuring; complete mechanisms, policies to support the development of domestic manufacturing, develop the supporting industries, increase localization rates. Focus on dealing with projects, enterprises that are weak in performance or running at a loss. Speed up the establishment and put into operation of key industrial projects. Promote investment in processing industries, manufacturing, industries of serving agriculture, agro-processing, supporting industries, information technology, telecommunications etc. Effectively deploy schemes to make Vietnam in the group of countries leading in the provision of information technology and communication. Strive to increase the growth of industrial and construction sectors to 8.57%.
- Focus on developing integrated services applying modern technology with high added value. Speed up the completion of legal framework to effectively control new services, such as casino, gambling etc. Formulate and implement plans to participate in service supply chain and comprehensive solutions for e-commerce. Enhance the application of information technology, develop and improve the quality of logistics services, especially the cross-border transport. Improve the quality and increase the diversity of tourism products; promote advertising and branding; expand the list of issuance of electronic visa; tighten the quality management of tourism services, especially travel and accommodation activities. By the end of 2019, raise the rate of services sector to 6.83 – 7.2%; tourism, in specific, is expected to attract 18 million of international tourists.
2.9 Strongly improve the business environment and the competitiveness of the economy; amend and supplement legal documents on business investment conditions according to the Government's Resolution. Focus on the development of the private economy, grant conditions for the formation of large-scale enterprises and technological enterprises, especially high-tech enterprises, information technology, electronics and telecommunications enterprises. Assess exactly the situation of the economy and provide solutions to reduce the rate of dissolved or decommissioned enterprises from 30% - 50%. Promote the model of hi-tech agricultural cooperatives. Effectively implement the Resolution No.35/NQ-CP of the Government and Law on provision of assistance for small- and medium-sized enterprises. Encourage and support business households to convert into enterprises. Strive to raise the number of newly established enterprises to 140.000 enterprises in 2019.
3. Comprehensively and harmoniously develop cultural and social fields; improve the life quality of people
3.1 Submit to the National Assembly for approval of Ordinance amending the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution Continue to review and effectively handle the policy of supporting people with Meritorious Services to the Revolution; ensure the transparency and strictly punish any violation during the progress of handling. Complete the policy of poverty reduction, encourage the poor and pro-poor people to actively and proactively approach basic social services and opportunities to develop production or do business; at the same time, strictly prevent and handle cases of profiteering. Prioritize resources to implement policies for people in remote and isolated areas, extremely difficult areas and ethnic minority areas. Replicate successful models of sustainable poverty reduction. Reduce the rate of multidimensional poor households to 1% -1.5% and 4% in poor localities.
Research, summarize and integrate policies to support ethnic minority and mountainous areas; focus on the management and ensure the sufficiency of resources, overcome the dispersal, overlap, inefficiency in management; strengthen the coordination of relevant units and minimize the management staff. Conduct research to set the criteria of classifying the ethnic minority area and mountainous area in objective, scientific and reasonable manner. Focus on developing social housing, affordable houses for low-income people and workers, sports and cultural facilities at industrial parks.
Actively deploy the action program in implementation of the Central Committee's Resolution on reforming policies of social insurance and salary. Summarize the implementation of the Central Committee’s Resolution on social policies. Develop an effective, sustainable and non-subsidized social security system. Effectively organize the implementation of regular and irregular support policies for disadvantaged people in society; establish caring policies targeting the elderly, disabled, children, youth and women.
3.2 Continue the implementation of Central Committee’s Resolutions on healthcare and population. Actively prevent diseases, strengthen health promotion activities, promote activities of providing screening services, early detection of diseases, especially cancer, cardiovascular, diabetes ... Improve the performance of grassroots healthcare. Ensure food safety; expand the pilot of food safety investigation. Improve the quality of the population physically, maintaining replacement level fertility, controlling the difference in sex ratio at birth Continue to improve the quality of medical examination and treatment services, reduce patient overload to increase citizen satisfaction. Implement the roadmap of duly and fully adjusting medical service prices; enhance the autonomy mechanism of public service units; encourage the socialization and cooperation of private and public units in health, support the development of private health services. Renovate in training and issuing medical certificates, apply information technology in managing personal healthcare profiles, health insurance funds; complete the connection of medicine manufacturing and distributing units. Expand the scope and list of national bidding of medicines, equipment and medical supplies. Enhance the medicine industrial and traditional medicine. Intensify examination, inspection pharmaceutical and functional food activities, and management of private clinics; counter, prevent counterfeit medicine and strictly handle any related violation. Strengthen the security to ensure the safety of health facilities. Raise the number of beds up to 27 per 10.000 people and the coverage of health insurance to 88.1%
3.3 Implement the Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on renewing the curriculum and textbooks of general education. Renew the management of pre-school education establishments and high-school institutions. Promptly rectify limitations, inadequacies; eradicate the monopoly in textbook publishing as well as waste in printing, publishing and using textbooks. Ensure the safety, seriousness and quality of exams. Strengthen the security and safety of education establishments; focus on establishing the educational culture, provide students with life skills, building a healthy, democratic and disciplined educational environment Continue to handle the redundancy or lack of teachers in localities. Effectively implement educational policies for ethnic minorities and policy beneficiaries in disadvantaged areas. Formulate policies to support the development of pre-school education in industrial zones, export processing zones. In 2019-2020, strive to raise the rate of lower secondary students to 92.6% and to 74.4% with secondary students who study at the right age.
3.4 Boost the conservation, embellishment and promotion of the national tangible and intangible values. Encourage the socialization of restoration and embellishment of relics and heritages. Enhance the effectiveness of cultural mechanisms; continue to implement the movements “All people unite to build modern rural areas and civilized urban areas” and “All people unite to build cultural life in residential areas” to maintain and improve the moral values in society. Effectively manage the organization of festival events, arts performances. Strictly implement the Government’s policies on religion and belief. Strictly handle cases that take advantage of freedom of religion and belief to act against the State. Diversify methods in disseminating and educating people to maintain the traditional culture. Effectively formulate and implement the project of marking 50 years of implementation of President Ho Chi Minh's Will. Provide access to sports for people and support for professionals; pay attention to the grassroots level for development. Maintain and enhance Vietnam’s position in regional and international sports rankings.
3.5 Promote the prevention and control of social evils, domestic abuse, school bullying, assaults against medical staff, child abuse etc. Raise public awareness in maintaining the sanitation of hospitals, education centers, tourist resorts and public areas.
4. Utilize natural resources, enhance environmental protection, natural disasters prevention, climate change response
4.1 Complete mechanisms, policies, laws on land management; improve the efficiency of use and reduce the waste of land, natural resources etc. Establish the database of master plans, plans of land use and strictly monitor the deployment thereof. Enhance the capacity of accessing land resources and land utilization; avoid the overlaps and inconsistencies between law on land and other laws. Strictly handle violations in the field of land management and use. Strictly control the land use conversion, especially land for agricultural purposes, natural forest land, protection forest, special-use forest and strictly handle violations in this field. Flexibly and effectively apply the plant diversity in rice lands. Strictly implement land allocation and land lease through auction of land use rights, bidding for projects using land to successfully implement socio-economic development projects. Enhance the management and efficiency of land use in agricultural, forestry companies. Sustainably protect and develop forest, raise the forest coverage up to 41.85%. Restore the system of coastal protection and mangrove forests, especially in Mekong Delta.
4.2 Efficiently and effectively manage the exploitation of natural resources; prevent and rigorously punish violations in the field of mining and quarrying, including over-exploitation of rock, sand, gravel etc. Review and assign appropriate management units to strictly implement the regulation on auction of the mining rights.
4.3 Enhance the capacity of management, monitor and handling inter-regional, inter-branch problems in the management, exploitation and use of water resources. Closely cooperate in the sharing of trans-boundary water resources and the management of natural resources and marine environment. Effectively implement the Central Commission’s Resolution on the sustainable development of Vietnam’s marine economy. Intensify the inspection of natural resources and marine environmental; tighten control and prevent pollution, especially the pollution of plastic waste. Complete the national database of natural resources and environment.
4.4 Effectively mobilize and utilize resources to enhance the environmental protection, natural disasters prevention and climate change response. Modify inappropriate regulations and improve the assessment of environmental impacts. Strictly punish perpetrators who caused environmental pollution; strictly control sources of waste discharge; focus on finding solutions for waste treatment in urban and rural areas, promote the replication of effective and sustainable models of waste treatment. Tighten the management of forest protection and development, preservation of nature and biodiversity. Promote researching on renewable energy and saving energy. Effectively implement programs, projects of climate change response, green development and COP-21, P4G agreements. Rigorously control the environmental quality at industrial zones, industrial clusters, export processing zones, craft villages and the impact of importing scrap. By the end of 2019, raise the rate of industrial zones, export processing zones which have the wastewater treatment systems complying with environmental standards to 89%.
4.5 Closely monitor meteorological and hydrological developments, especially the phenomenon of El Nino which causing drought and saline intrusion; improve the quality of natural disaster forecasting and warning. Promptly and effectively implement solutions to maintain the sustainable development of Mekong Delta associating with climate change adaptation. Formulate the overall project of natural disaster preventing and control, especially targeting the Northern mountainous area, Central coastal area and Mekong Delta. Actively prevent, control and mitigate the damage of natural disaster and adapt with climate change; promptly response and relieve incidents caused by natural disasters; organize the rescue and resettlement of people. Strengthen the river embankment and sea dike systems to avoid landslide and erosion at important areas.
5. Strengthen and improve the efficiency of inspection, examination, reception and settlement of complaints and denunciations; promote the anti-corruption activities, thrift practice and waste combat
5.1 Synchronously deploy solutions of improving the efficiency and effectiveness of reception, settlement of complaints and denunciations; heads of government bodies shall strictly perform the duty of reception. Receive and settle in time, and publicize the results of settlement of people's feedback and proposals. Intensify the inspection, review, and definitively settle complicated and prolonged complaints and denunciations or which attracted the concern of society. Strictly implement the decisions of complaints or denunciation with legal effect.
5.2 Firmly implement the Resolution No.4 by the Central Committee in fighting and preventing degradation in ideology, morality and lifestyle as well as manifestations of “self-evolution” and “self-transformation” within the Party. Synchronously and drastically implement solutions of fighting and preventing corruption and waste. Take strong action in inspection, examination and audit, especially in fields that can be exploited as corruption; strictly punish any violation. Speed up the progress of investigation, prosecution, trial, execution for corruption cases, thoroughly recovering lost assets; firmly handle and overcome the "small corruption" which harass people and businesses; effectively deploy the Anti-Corruption Law. Improve the efficiency of the implementation of thrift practice and waste prevention at all fields.
6. Organize a fine, efficient, effective apparatus; tighten discipline; complete the institution and improve law enforcement; build an e-Government to serve people and enterprises
6.1 Strictly implement the Resolution No.18/NQ-TW, firmly renovate, restructure the organization of the political system to make the system leaner, more efficient and effective; staff reduction shall be in tandem with staff rearrangement. Promote the decentralization associating with controlling power and accountability. Tighten discipline and rules; intensify the examination and investigation on public services. Build a modern, professional, effective administration system with better working mechanism (increase at least 20% the amount of online meetings; reduce 20% the amount of periodical meetings) Complete the system of legal documents and criteria of evaluating and classifying cadres, civil servants and employees according to job positions associated with the salary, bonus and allowance regime.
6.2 Actively implement the Resolution No.19/NQ-TW, complete the legal framework, reform the organization and management system, improve the performance and efficiency of public units. Complete the legal framework of converting public service units into joint stock companies. Speed up the implementation of autonomy mechanism in public service units. Rearrange, reform the operation of off-budget financial funds and the specific financial mechanisms of agencies, units in accordance with the law.
6.3 Simplify and reduce administrative procedures, business conditions are considered as major breakthroughs of economic growth promotion. Unnecessary examination on business conditions, products and goods shall not be conducted. New business conditions shall not be incorporated into standards and technical regulations documents. Effectively implement the one-stop-shop, National one-stop-shop, ASEAN one-stop shop, model of public administrative service center and online public service provision. Select the administrative procedures to meet the conditions to increase the rate of online public service provision at level 3, 4, ensuring the implementation of the National Assembly's objectives. Social insurance payment shall be conducted by outsource services.
6.4 Improve the quality of appraisal and issuance of legal documents as well as the synchronicity and feasibility thereof; strictly control the issuance of legal documents regulating investment, business and administrative procedures.
6.5 Focus on formulating bills on the organization of government bodies, officials, civil servants and improvement of business and investment environment. Tighten discipline and rules in the formulation of legal system; promptly issue legislative documents to provide details and guidelines of implementing laws, ordinances, and resolutions.
6.6 Promote reforming to ensure the efficiency and effectiveness in the organization of judicial agencies, judicial aid and judicial expertise; enhance the effectiveness and efficiency of state management in the judicial administrative areas. Complete mechanisms, strengthen the direction and the coordination with relevant agencies to complete the norms and tasks of civil judgment execution, especially key cases, debt recovery of credit institutions; strictly implement the law on administrative procedures.
Raise the rate of E-Government Development Index in all three categories: online service index, telecommunication infrastructure index, and human capital index. Form the e-Government with the orientation towards digital government, digital economic and digital society. Speed up the progress of establishing the Electronic one-stop-shop information system, the National Database of Population and the National Database on civil status associating with the overall scheme for simplifying administrative procedures, citizenship papers and the population management database for 2013-2020
7. Strengthen the national defense and security, improve the efficiency of foreign affairs, international integration, maintain a peaceful and stable environment for development
7.1 Firmly protect and defend the national sovereignty, political security; focus on building a strong all-people defense posture in association with the people's security posture. The development of economy, culture and society shall closely combine with the enhancement of national security and defense; ensure the coverage of development policies to border, coastal, mountainous and remote areas. Build the force of revolutionary, regular, elite, and gradually modernized People’s Army and People’s Police which is ready for any assigned task.
7.2 Enhancing the external activities, maintain the peaceful and stable environment for the country’s development. Firmly and consistently protect and defend maritime sovereignty, national interests and marine economic activities; cooperate in finding stable, long-term, mutual solutions on the basis of international law and mutual respect of others' interests. Persistently resolve disputes by peaceful means
7.3 Actively monitor the social situation, promptly stop and prevent any anti-government and provoking activities. Firmly protect the internal political system, economic security, ideological immunity, cybersecurity, ensure the security of political events, major holidays, conferences, important national security targets.
Drastically and synchronously implement measures to fight, prevent and control crime, especially against organized crime, “black society” activities, black credit organizations; drugs, robbery, hi-tech crime etc. ; maintain traffic order and safety, prevent fire and explosion; tighten the management of debt collector services to ensure the peaceful life of people.
7.5 Enhancing the cooperative mechanisms, especially with strategic partners and comprehensive partners. Actively and effectively implement the external activities of the Party and the Government.
7.6 Be proactive and active in international integration, focus on monitoring and supervising the implementation of signed FTAs. Implement the Directive issued by the Party Central Committee’s Secretariat on promoting and enhancing the role of multilateral diplomacy. Mobilize support from countries in other regions for the position of non-permanent member of the United Nations Security Council in the period of 2020-2021; prepare for the ASEAN 2020 Chairmanship. Raise Vietnam’s position in the international arena by actively contributing to international organizations and multilateral forums, such as WTO, APEC, ASEM, G20, regional cooperation and integration in the Mekong Region forums etc.
7.7 Speed up the issuance and implementation of plans for the CPTPP Agreement implementation; promote the acceleration of ratification and signing of EVFTA. Continue mobilizing other countries to recognize Vietnam’s market economy status.
7.8 Strengthen the coordination between ministries, branches, localities and representative offices at foreign countries to protect citizen abroad. Actively prevent and improve the capacity of handling issues in international trading and investment.
8. Promote management and diversity in the field of information and communications; strengthen the coordination between the Government and agencies of the Party, State and organizations
8.1 Focus on the implementation of the national master plan of press development and management. Strictly enforce the regulation of expression, tighten discipline in journalism; ensure the enforcement is applied timely and effectively. Government bodies shall actively provide information about socio-economy situations, new mechanisms and policies. Press agencies shall present social issues in a truthful and objective manner in order to create the consensus and faith of people in the political regime and the aspiration of a powerful and prosperous nation. Effectively prevent the spread of falsified information on the Internet that threaten the benefits of the Party and the country. Strictly handle cases of taking advantages of the right to freedom of speech to violate the national interests and other organizations, citizens' rights and legitimate interests.
8.2 Diversify the forms and methods of law dissemination and education to raise people awareness of law observance. Disseminate information to raise people awareness of international integration. Inform, disseminate and instruct enterprises and citizens to identify the opportunities and challenges of CPTPP Agreement and bilateral FTA that Vietnam has signed and will sign
8.3 The Mass Mobilization Committee shall take the lead and cooperate with the Fatherland Front, organizations and people in creating the consensus in society and strengthening the national solidarity bloc for the rapid and sustainable development of the country in accordance with the national aims of a rich people, strong country, and an equitable, democratic and civilized society.
III. ORGANIZATION OF IMPLEMENTATION
1. Ministers, heads of ministerial-level agencies, heads of Governmental agencies, presidents of People’s Committees of provinces and central-affiliated cities shall, based on their respective functions and tasks, synchronously and effectively maximize the achievement of 2018, timely conduct the implementation of tasks and solutions outlined in the Conclusion of Politburo, Resolution of the Central Committee of the Party, resolutions of the National Assembly and this Resolution in 2019 in a serious, practical, effective and comprehensive manner. Accordingly, those who mentioned above shall be directly responsible for the implementation of the following tasks:
1.1 Based on the major tasks specified in this Resolution and attached appendices, prior to January 20, 2019 issue specific action programs or plans with clear objectives, tasks, progress and leading units; and submit to the Ministry of Planning and Investment to report to the Government at the regular government meeting in January, 2019.
1.2 Direct and manage effectively the implementation of tasks and solutions specified in the resolutions, guidelines and policies of the Party, the National Assembly and the Government; take responsibility before the Government and the Prime Minister for the implementation of this Resolution in areas and fields by assigned functions and tasks.
1.3 Regularly inspect and monitor the process and the result of the program or the action plan set out; schedule monthly/ quarterly meeting to review the implementation progress of this Resolution, actively handle within authority or propose to other competent authority for promptly handling arising issues.
1.4 Evaluate the performance of implementing this Resolution every quarter and send the report of performance to the Ministry of Planning and Investment before 20th of last month of each quarter. The Ministry of Planning and Investment shall be responsible for gathering reports and present the overall performance to the Government at quarterly sessions.
1.5 Summarize and evaluate the progress of implementing this Resolution within the assigned functions and tasks; propose measures of management and monitor of the Government in 2020 and send reports to the Prime Minister and Ministry of Planning and Investment before November 20 2019. The Ministry of Planning and Investment is responsible for summarizing and reporting to the Government at the Cabinet’s meeting in December 2019.
2. Ministries and agencies in charge of monitoring the macroeconomic fields shall work together and actively advise, propose specific measures of managing the macro economy; promptly report to the Government and the Prime Minister as prescribed. The Ministry of Planning and Investment shall be in charge and cooperate with the Government Office and other relevant bodies to direct, monitor, inspect and summarize, report the implementation progress of this Resolution at Cabinet’s regular meetings; timely report to the Government and/or the Prime Minister on any arising issue.
3. Ministry of Information and Communications shall direct and cooperate with the Central Propaganda and Training Commission, press agencies, ministries, ministerial departments, departments of central-affiliated cities and provinces in disseminating this Resolution.
