ON ANIMAL FEED PROCEDURES AND STANDARDS
MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
- Pursuant to Decree No.86/2003/ND-CP dated July 18, 2003 of the Government on functions, duties, rights and organizational structure of the Ministry of Agriculture and Rural Development;
- Pursuant to Decree No.179/2004/ND-CP dated October 21, 2004 of the Government on regulations on state management in quality of goods and products;
- Pursuant to Decision No.74/2005/QD-BNN dated November 14, 2005 of the Minister of Agriculture and Rural Development on issuance of construction regulations, issuance and application of industry standards;
At the request of Director of Department of Science and Technology,
HEREBY DECIDES:
Article 1. Promulgating the following standards:
10TCN 831 : 2006. The processing procedure of blood meal for animal feed ingredients.
10TCN 832 : 2006. The processing procedure of bone meal for animal feed ingredients.
10TCN 833 : 2006. Animal feeding stuffs - Determination of content of chlortetracycline, oxytetracycline and tetracycline by high - performance liquid chromatographic method.
10TCN 834 : 2006. Animal feeding stuffs - Determination of zinc bacitracin content by high - performance liquid chromatographic method.

INDUSTRY STANDARD
10TCN 865:2006
ANIMAL FEEDSTUFFS – SOYBEAN MEAL – SPECIFICATION(Issued together with Decision No.4099/QĐ/BNN-KHCN dated December 29, 2006 of the Minister of Agriculture and Rural Development)
1. Scope
This Standard provides for specifications applied to soybean meal used as animal feed.
2. Reference standards
This Standard is established based upon the following standards:
TCVN 4325 - 86: Animal feeding stuffs. Sampling and preparation of samples.
TCVN 4801 - 89: Soybean meal – Determination of moisture and volatile matter content.
TCVN 4328 - 86: Animal feeding stuffs – Determination of nitrogen content and calculation of crude protein content.
TCVN 4327 - 86: Animal feeding stuffs – Determination of ash insoluble in hydrochloric acid.
TCVN 4329 - 1993: Animal feeding stuffs – Determination of crude fiber content.
TCVN 4331 - 86: Animal feeding stuffs – Determination of crude fat content.
TCVN 4847 - 89: Soya products – Determination of urease activity.
10TCN 432 -2000: Soya bean and soya bean products – Determination of protein soluble in 0.2 % potassium hydroxide.
TCVN 6953:2001: Animal feeding stuffs - Determination of aflatoxin B1 content of mixed feeding stuffs - Method using high-performance liquid chromatography
3. Definitions
For the purposes of this Standard, the terms below shall be construed as follows:
3.1. ”soybean meal” refers to the product collected in the form of piece, cake or powder after removing oil of hulled or unhulled soybean by extraction or extrusion method.
3.2. Types of product
3.2.1. “defatted soybean meal containing soybean hulls” refers to the product collected after removing all oil of unhulled soybeans by hexane extraction method.
3.2.2. “defatted soybean meal containing no hull” refers to the product collected after removing all oil of hulled soybeans by hexane extraction method.
3.2.3. “soybean meal extruded by machine” refers to the product collected after removing parts of oil from soybeans by machine. This product is also called soybean cake.
3.2.4. "full-fat soybean meal” refers to the product made from whole soybeans under heat treatment or steam treatment during the extrusion process.
4. Classification
Soybean meal is classified into 2 groups: defatted soybean meal, containing no hull and defatted soybean meal, containing soybean hulls.
5. Specifications
5.1. Sensory and hygiene requirements
5.1.1 Requirements for sensory indicators of soybean meal are specified in Table 1.

4.1.2 Soybean meal must not contain urea, ammonia and toxics. The maximum residue level of preservatives and other contaminated substances must not exceed the permitted one as currently regulated.
The aflatoxin content shall not exceed 50ppb (mg/kg).
5.2. Requirements for physicochemical indicators
Requirements for physicochemical indicators of soybean meal are specified in table 2.

6. Testing method
6.1. Sampling and preparation of samples according to TCVN 4325 - 86.
6.2. Determination of moisture according to TCVN 4801 - 89.
6.3. Determination of crude protein content according to TCVN 4328 - 86.
6.4. Determination of crude fat content according to TCVN 4331 - 86.
6.5. Determination of crude fiber content according to TCVN 4329 - 1993.
6.6. Determination of ash insoluble in hydrochloric acid (grit) according to TCVN 4327 - 86.
6.7. Determination of urease activity to TCVN 4847 - 89.
6.8. Determination of protein soluble in 0.2 % potassium hydroxide according to 10TCN 432 - 2000
6.9. Determination of total aflatoxin content according to TCVN 6953: 2001.
7. Package, labeling, storage and transportation
7.1. In terms of package: Soybean meal shall be put in jute bags, polypropylene bags or bags made from other materials that are tight, durable and meet hygiene requirements.
7.2. In terms of labeling: The labeling shall comply with current regulations.
The packing shall specify the following information:
+ Product's name and type of soybean meal
+ Net weight
+ Main quality indicators and content
+ Producer’s name
+ Production and expiry date
Bulk cargo which is produced or imported in large number and carried by containers or wagons is not required to have label but must be accompanied by a product quality declaration.
7.3. In terms of storage: Soybean mean shall be stored in dry and clean warehouses and put in high, dry and airy places without any toxic or pathogen.
7.4. In terms of transportation: The vehicles for transport of soybean meal shall be dry and clean without any odd smell and satisfy veterinary hygiene requirements.
