LIST OF GROUP-2 PRODUCTS AND GOODS UNDER THE MANAGEMENT OF THE MINISTRY OF SCIENCE AND TECHNOLOGY
Pursuant to the Government's Decree No. 127/2007/ND-CP dated August 01, 2007 on elaboration of the Standards and Technical Regulations and the Government's Decree No. 78/2018/ND-CP dated May 16, 2018 providing amendments to the Government's Decree No. 127/2007/ND-CP dated August 01, 2007 on elaboration of the Standards and Technical Regulations;
Pursuant to the Government’s Decree No. 132/2008/ND-CP dated December 31, 2008 on elaboration of the Law on Quality of Goods and Products, the Government’s Decree No.74/2018/ND-CP dated May 15, 2018 on amendments to the Government’s Decree No. 132/2008/ND-CP dated December 31, 2008 on elaboration of the Law on Quality of Goods and Products and the Government’s Decree No.154/2018/ND-CP dated November 09, 2018 on amendments, additions and abrogation of some regulations on investment and business conditions in sectors under the management of the Ministry of Science and Technology and some regulations on specialized inspections;
Pursuant to the Government’s Decree No. 95/2017/ND-CP dated August 16, 2017 defining Functions, Tasks, Powers and Organizational Structure of the Ministry of Science and Technology;
In consideration of the request of the General Director of the Directorate for Standards, Metrology and Quality, and of the Head of Department of Legislation;
Article 1. The list of group-2 products and goods under the management of the Ministry of Science and Technology is provided in the Appendix enclosed herewith, in which their HS codes, applicable national technical regulations and legislative documents are also specified.
1. Group-2 products and goods domestically produced shall be managed by adopting methods laid down in corresponding national technical regulations.
2. Methods for managing imported group-2 products and goods are provided in:
a) The Circular No. 07/2017/TT-BKHCN dated June 16, 2017 of the Minister of Science and Technology providing amendments to the Circular No. 27/2012/TT-BKHCN dated December 12, 2012 of the Minister of Science and Technology on state inspection of quality of imported goods under the management of the Ministry of Science and Technology, and the methods for managing imported group-2 products and goods prescribed in this Circular shall supersede the ones in corresponding national technical regulations;
b) The following national technical regulations: QCVN 14:2018/BKHCN, QCVN 19:2019/BKHCN, QCVN 20:2019/BKHCN.
Article 2. The Directorate for Standards, Metrology and Quality is assigned to play the leading role and cooperate with relevant authorities and units to annually review the List of products and goods under the management of the Ministry of Science and Technology and request the Minister of Science and Technology to make any necessary amendments thereto.
Article 3. This Decision comes into force as from the day on which it is signed.
1. This Decision supersedes the Decision No. 3482/QD-BKHCN dated December 08, 2017 of the Minister of Science and Technology promulgating the List of group-2 products and goods under the management of the Ministry of Science and Technology.
2. Difficulties that arise during the implementation of this Decision should be reported to the Ministry of Science and Technology (via the Directorate for Standards, Metrology and Quality) for consideration.
Article 4. The General Director of the Directorate for Standards, Metrology and Quality, Head of Department of Legislation and relevant organizations and individuals shall implement this Decision./.
