DIRECTIVE
ON 5-YEAR SOCIO-ECONOMIC DEVELOPMENT PLANS FOR 2021-2025 PERIOD
Against the background of regional and global opportunities and challenges that exert an impact on Vietnam’s socio-economic development, under the leadership of the Communist Party and with the supervision of the National Assembly, proactive direction of the Government and efforts of ministries, enterprises and all people, implementation of the Resolution of the 12th National Congress of the Communist Party and Resolution No. 142/2016/QH13 by the National Assembly on 5-year socio-economic development plan for the 2016-2020 period (hereinafter referred to as “Resolution No. 142/2016/QH13”) has helped our country overcome difficulties and challenges, earn important achievements in economic development, improve quality of life and resolve environmental issues.
For the upcoming period, the global situation will continue to progress unpredictably while Vietnam's economy will face great difficulties and risks that pose a challenge to sustainable development, including the COVID-19 pandemic. In order to utilize past achievements, overcome difficulties and challenges, implement the 2021-2030 10-year socio-economic development strategy and provide the basis for future socio-economic development, the Prime Minister requests Ministries, Ministerial-level agencies, Governmental agencies, state corporations and economic groups, provinces and central-affiliated cities (hereinafter collectively referred to as “ministries, central authorities and local governments”) to formulate and propose 5-year socio-economic development plans for the 2021-2025 period (hereinafter referred to as “2021-2025 plans”) and action programs on 5-year socio-economic development plans for the 2021-2025 period (hereinafter referred to as “2021-2025 action programs”) for promulgation. 2021-2025 plans and 2021-2025 action programs shall be launched immediately after approval.
A. MAIN CONTENTS OF 5-YEAR SOCIO-ECONOMIC DEVELOPMENT PLANS FOR 2021-2025
Every 2021-2025 plan must be formulated based on a full and accurate evaluation of the implementation of the relevant 5-year socio-economic development plan for the 2016-2020 period (hereinafter referred to as “2016-2020 plan”) and resolutions of the Communist Party, the National Assembly and the Government, results of such implementation, and forecasts about the impacts of the domestic, global and regional situations on our socio-economic development for the 2021-2025 period, which shall provide the basis for determination of the objectives of the 2021-2025 plan in connection with the objectives of 2021-2030 10-year socio-economic development plans. Main contents of a report on the 2021-2025 plan shall include:
I. Evaluation of implementation of 5-year socio-economic development plan for 2016-2020:
On the basis of implementation of the 5-year socio-economic plan from 2016 to 2019 and expected results of such implementation for 2020, the ministry, central authority or local government shall comprehensively evaluate implementation of its 2016-2020 plan, which shall focus on the objectives, targets and tasks approved in the Resolution of the 12th National Congress of the Communist Party, Resolutions of the National Assembly, the Government and People’s Councils at all levels; provide an adequate, accurate and honest evaluation of actual results (with elaboration on notable achievements of 2016-2020), weak points and difficulties and causes thereof (in terms of institution, institution implementing entities, etc.), responsibilities and lessons learned for adoption of remedial measures (especially measures concerning institution completion and improvement of institution implementing entities) for the upcoming period, including assessment of impacts of acts of god and epidemics (e.g., COVID-19). The evaluation shall focus on:
1. For ministries and central authorities: evaluation of the tasks assigned in the Resolution of the 12th National Congress of the Communist Party and Resolution No. 142/2016/QH13, with full reports on accomplishment of the targets stated in these Resolutions, which are listed in Appendix I enclosed therewith. For local authorities: evaluation of the tasks assigned in Resolutions of Congresses of Party Committees and People’s Councils of provinces and central-affiliated cities on 2016-2020 plans.
2. Implementation of major guidelines and policies for economic restructuring in connection with growth model reform as well as performance and competitiveness enhancement for each sector, area and locality, which shall focus on:
a) Analysis of economic growth quality.
b) Restructuring of each sector and in each locality; competitiveness of a number of key products; use of resources, especially land, natural resources, water resources, etc.
c) Restructuring of a number of key areas, including public investment; credit institutions; state-owned enterprises; state budget; public sector and public service providers.
d) Enhancement of productivity, competitiveness; improvement of the business environment, enterprise assistance and development; new business environment based on digital technology; and increase of new production capacity in 2016-2020.
3. Achievement of crucial breakthroughs in completion of institutions of the socialist-oriented market economy; workforce development and training; enhancement of workforce quality and efficiency; establishment of harmonious and progressive labor relations; educational reform in connection with scientific-technological development as well as innovation and synchronized infrastructure building (traffic, telecommunications, energy, etc.).
4. Maintenance of macroeconomic balances in terms of money and credit; state budget revenues and expenditures; management of public debts, Government debts and local government debts; import and export; energy, especially electricity, etc.
5. Mobilization and use of capital for investment in development such as capital from state budget or Government bonds, state investment credit; investments from state-owned enterprises; capital from citizens; private capital; official development assistance (ODA); concessional loans from foreign sponsors; foreign direct investments (FDI); and other sources of funding.
6. Achievement of socio-cultural targets and social equality and progress regarding maintenance of social security, development of social insurance, health insurance, unemployment insurance and insurance for occupational diseases and accidents; care for persons with meritorious service, the elderly, persons with disabilities and disadvantaged children; aging population; income increase, poverty alleviation, hunger eradication and performance of the national target program for sustainable poverty reduction; healthcare, especially the fight against COVID-19; increase of employment opportunities; information and culture; sports; fulfillment of children’s rights, youth development and promotion of gender equality and women’s progress; implementation of policies for ethnic groups and religions; prevention and control of social evils and fake news; prevention and control of fire and explosions; etc.
7. Interregional connection and regional development and planning; ocean economy in connection with protection of national sovereignty and public safety, order and security; urban development; launch of the national housing development strategy and national target program for new rural development.
8. Natural resource management, environmental protection and response to climate change; implementation of the 2030 Agenda for Sustainable Development; prevention of environmental pollution and handling of polluting establishments, especially illegal gravel and sand extraction, drought, landslides, saltwater intrusion, sea level rise, urban environmental pollution and floods in large cities, water competition, etc.
9. Strengthening of national defense and security, protection of national sovereignty; political security, national cyberspace safety and social safety and security; efficient handling of foreign affairs and international integration. Evaluation of performance of socio-economic development tasks in connection with assurance of security and order in key areas and localities.
10. Development and completion of the legal system and law enforcement; administrative and judicial reform; development of an electronic Government and electronic governments, provision of online public services; state management efficiency; quality and discipline compliance of officials; apparatus arrangement and simplification; corruption prevention and control, thriftiness, wastage prevention; etc.
11. Direction, cooperation and organization in implementation of the 2016-2020 plans in each sector, area and locality.
The ministry, central authority or local government may make some changes to these contents and targets as suitable to its situation.
II. 5-year socio-economic development plan for 2021-2025
All 2021-2025 plans are formulated during a time of global unpredictability where ruthless strategic competition, trade wars and fights over resources, markets, technologies and high-quality workforce are the norms; global economic growth is slower compared to the previous period; the fourth industrial revolution will continue to impact all aspects of human life substantially; non-traditional challenges to security, especially climate change, are on the rise in terms of impact and intensity; epidemic diseases progress with unforeseeable problems, especially the COVID-19 pandemic; etc. For Vietnam, our country’s position and power have become greater after 30 years of reform with larger size and better competitiveness; stable macroeconomics and socio-political situation; more trust from enterprises and people; etc. However, in 2021-2025, the economy will face many difficulties and challenges posed by current economic issues as well as socio-environmental problems such as aging population, economic inequality, acts of god, epidemics, climate change, sea level rise, saltwater intrusion, etc.
With such background, the ministry, central authority or local government shall study and determine the fundamental contents of its 2021-2025 plan with a focus on:
1. Background to formulation of the 2021-2025 plan, including assessment and analysis of domestic, regional and international opportunities, advantages, challenges and risks, which have impacts on determination and fulfillment of socio-economic development objectives.
2. General objectives of the 2021-2025 plan: objectives towards 2025.
3. Main objectives and certain large balances, including 5-year average national GDP growth rate reaching 7% (2021-2025); determination of growth rate and development plan of the ministry, central authority or local government based on actual situation; a number of key targets listed in Appendix 1 enclosed therewith and proposed key targets for 2021-2025.
4. Main orientations and tasks:
a) Continue to complete institutions of the socialist-oriented market economy, accelerate sustainable growth on the basis of macroeconomics stability and inflation control.
b) Promote restructuring of the economy in connection with growth model reform, enhancement of productivity, quality, efficiency, competitiveness and endurance of the economy; facilitate comprehensive digital transformation, digital economy development, establishment of globally competitive Vietnamese digital technological enterprises; business environment improvement, promotion of entrepreneurship and innovation, effective participation in regional and global value chains and sector cooperation; loss and business recovery after acts of god and epidemics; expansion of import and export markets and partner and supplier diversification.
c) Boost development of economic zones and regions identified according to approved planning; study and promulgate regulations on cooperation in regional and interregional operation; formulate specific policies and mechanisms for regional and interregional development; launch green economy models in economic zones and regions; promote development of domestic raw material production zones to ensure availability of raw materials; and boost the ocean economy.
d) Boost synchronized infrastructure building such as infrastructure for traffic, seaports, energy, information technology and communications, urban, agriculture, etc.; develop smart, green and eco-friendly metropolises capable of adapting to climate change, and focus on improving urban quality. Continue to formulate and launch the national housing development strategy and national target program for new rural development.
dd) Further mobilize and utilize investments; promote the collective economy and private economy and complete institutions to develop new economic models with digital technology application. Enhance management of public debts and use of public investments, and accelerate investment projects, especially projects of national importance and key projects.
e) Heighten quality and effective use of the workforce in connection with promotion of innovation, application and robust development of science and technology; focus on training of a workforce with high qualifications and skills to meet the demands of the fourth industrial revolution; enhance the roles and responsibilities of enterprises for training. Continue to reform education and training in a fundamental and comprehensive manner to meet industrialization and modernization requirements of the socialist-oriented market economy and international integration. Vigorously promote science, technology and innovation to achieve breakthroughs in productivity, quality, efficiency and competitiveness of the economy.
g) Continue to nurture and promote values of Vietnamese culture and people and national strength, strive for social equality and progress, create jobs, improve people’s quality of life; protect, care for and improve people’s health and population quality; prevent and control epidemic diseases; implement ethnic and religious policies; and ensure harmonious socio-economic connection. Boost poverty alleviation and hunger eradication; promote economic development of remote and isolated areas, borders, islands and ethnic minority-dominated areas. Enhance press and communications quality.
h) Proactively respond to climate change and prevent and control acts of god; meet targets for sustainable development; enhance management of natural resources and environmental protection.
i) Enhance formulation, completion and enforcement of laws, improve state management, quality of officials, discipline compliance, apparatus arrangement and simplification; corruption prevention and control; thriftiness; judicial operations and settlement of complaints and denunciation.
k) Continue judicial reform; complete laws in connection with legal enforcement to improve state management and developmental capacity; enhance quality and efficiency of a number of operations concerning judicial administration, judicial support and sentence execution; and administrative reform. Facilitate digital transformation for Vietnam to become a digital country; develop an electronic Government and strive for digital government, digital economy and digital society.
l) Strengthen national defense and security; persist in protecting Vietnam’s territorial integrity, sovereignty and independence; maintain political security and social safety and order; ensure information safety and cyber security.
m) Maintain efficient implementation of foreign policies and international integration, ensure peace, stability and favorable conditions for Vietnam’s development.
On the basis of the abovementioned objectives and main tasks and orientations, the ministry, central authority or local government shall provide specific mechanisms, solutions and policies for successful implementation of its 2021-2025 plan. Such mechanisms, solutions and policies must be consistent in terms of their general objectives and rules and suitable to the current situation and its development level.
B. REQUIREMENTS AND FUNDING FOR 5-YEAR SOCIO-ECONOMIC DEVELOPMENT PLANS FOR 2021-2025
I. Requirements
1. For 2016-2020 plan evaluation:
a) Align with the development objectives, targets and orientations stated in the Resolution of the 12th National Congress of the Communist Party, Resolutions of the National Assembly and Resolutions of People’s Councils at all levels (for local authorities) on 2016-2020 socio-economic development, and resolutions of the Governments and decisions of the Prime Ministers on direction of implementation of annual plans.
b) Ensure impartiality, honesty and connection with the realities and compare the results with those of the 2011-2015 period. Implementation of 2016-2020 plans shall be evaluated using data obtained prior to economy size revision.
c) Mobilize and enhance cooperation of the apparatuses of ministries, central authorities and local governments; participation and opinions of domestic and foreign research bodies, universities, mass organizations, associations, residential communities, investors and enterprises, sponsors and experts to improve report quality.
2. For 2021-2025 plan formulation:
a) The national plan must be formulated based on resolutions and guidelines of the Communist Party, the National Assembly and the Government and in consistence with the national 10-year socio-economic development plan for the 2021-2030 period.
b) Sectorial and local 2021-2025 plans must be consistent with relevant planning according to regulations of laws on 5-year national socio-economic planning, strategies and plans; suit the characteristics and development level of each sector or locality and ensure connections with adjacent provinces, cities and regions; align with forecasts and assessments for domestic and international situations for the upcoming period; inherit achievements from 2016-2020 plans, and ensure reform and access to regional and international advancements as well as remedy of problems arising from implementation of 2016-2020 plans.
c) For objectives, orientations, solutions and policies, ensure their feasibility and suitability with capacity for efficient use, mobilization and balancing of resources; analyze, assess, select and arrange the objectives in order of priority; ensure close connection between socio-economic development plans and 2021-2025 mid-term public investment plans; and ensure sustainable development objectives stated in the action plan on the 2030 Agenda are incorporated into socio-economic development plans. The plans must also be formulated based on the capacity of each ministry, central authority or local government.
Objectives and targets shall be calculated and forecasted based on 2016-2020 data adjusted after economy size revision.
d) Solutions for implementation must be formulated in a consistent and systematic manner that ensures close cooperation between ministries, central authorities and local governments.
dd) Opinions may be collected freely during the plan formulation process.
II. Funding
Formulation of 2021-2025 plans and 2021-2025 action programs, including evaluation of implementation of 2016-2020 plans and development of objectives and tasks for 2021-2025 socio-economic development, shall be funded by state budget and other legal funding sources in a manner that ensures efficiency and thriftiness.
C. MAIN CONTENTS OF GOVERNMENT’S ACTION PROGRAM ON 5-YEAR SOCIO-ECONOMIC DEVELOPMENT PLAN FOR 2021-2025
1. Adequate and accurate evaluation of implementation of action programs/plans for implementation of 2016-2020 plans, comprising achievements (including organization and cooperation processes), weak points and reasons therefor, and lessons learned for adoption of remedial measures in the 2021-2025 period, in which:
a) Ministries and central authorities shall evaluate performance of (i) the Government’s Resolution No. 63/NQ-CP dated July 22, 2016 promulgating the Government’s action program on the National Assembly’s Resolution on the 2016-2020 5-year socio-economic development plan, including a report made using the list in Appendix 2 enclosed therewith; (ii) the Government's Resolution No. 64/NQ-CP dated July 22, 2016 promulgating the Government’s action program on the Resolution of the 12th National Congress of the Communist Party; (iii) Resolution No. 100/NQ-CP dated November 18, 2016 promulgating the Government’s 2016-2021 action program; and (iv) socio-economic development tasks assigned in the Government’s programs and resolutions.
b) Each local government shall prepare its evaluation based on Decisions of the provincial People's Committees promulgating action programs/plans for implementation of Resolutions of the National Assembly and People's Councils of the same level concerning its 2016-2020 plan.
2. Based on their 2021-2025 plans, ministries, central authorities and local governments shall formulate an action plan for their respective 2021-2025 plans and propose the tasks and projects to be added to the Government's action plan (using the form in Appendix 3 enclosed therewith).
D. TASK ASSIGNMENT AND SCHEDULE FOR FORMULATION OF 5-YEAR SOCIO-ECONOMIC DEVELOPMENT PLANS FOR 2021-2025 AND ACTION PROGRAMS ON 5-YEAR SOCIO-ECONOMIC DEVELOPMENT PLANS FOR 2021-2025
1. Ministry of Planning and Investment shall:
a) Formulate drafts of the national 2021-2025 plan and the Government’s action program on the national 2021-2025 plan, assign tasks and decide reporting schedules for ministries, central authorities and local governments before the end of the second quarter of 2020.
b) Take charge and cooperate with ministries, central authorities and local governments in calculating and formulating 2021-2025 economic growth plans and consolidating large balances before the end of the third quarter of 2020.
For GRDP of provinces and central-affiliated cities, the General Statistics Office of Vietnam shall calculate and publish full 2016-2019 data to provide official data for local governments to develop their 2021-2025 plans; and provide guidelines for use of 2020 as the base year for calculation of statistical indicators based on constant prices.
c) Take charge and cooperate with ministries and local governments in collaborating with ministries, central authorities, People’s Committees of provinces and central-affiliated cities, state corporations and economic groups on 2021-2025 plans before the end of the third quarter of 2020. Summarize the process of formulation of 2021-2025 plans of regulatory bodies and local governments.
d) Compile and formulate a draft report on implementation of 2016-2020 plans and develop and propose the 2021-2025 plan to the Prime Minister before the end of the fourth quarter of 2020, to the Government before the end of the first quarter of 2021 and to the 15th National Assembly in its first session in 2021.
dd) Compile and formulate a draft report on implementation of the Government’s action program on the 2016-2020 plan and develop and propose a Government’s 2021-2025 action program to the Prime Minister before the end of the fourth quarter of 2020 and to the Government before the end of the first quarter of 2021 for consideration and feedback.
e) Expedite and inspect formulation of 2021-2025 plans and 2021-2025 action programs of ministries, central authorities and local governments.
g) Develop a system of feasible targets in consistent with 2021-2030 10-year socio-economic development plans and cooperate with ministries and central authorities in providing guidelines for collection of targets from sectors and areas under their management to ensure accuracy and consistence of statistical data and information on a national scale and to support plan development, evaluation and monitoring.
2. Ministries, central authorities and local governments shall:
a) Provide guidelines for regulatory bodies on formulation of sectorial and local 2021-2025 plans and 2021-2025 action programs, including evaluation of implementation of 2016-2020 plans and development of 2021-2025 plans; and evaluation of implementation of action programs on 2016-2020 plans and development of 2021-2025 action programs, before the end of May, 2020.
For GRDP targets of provinces and central-affiliated cities, local governments shall use official data annually calculated and published by General Statistics Office of Vietnam from 2016 to 2019; and closely cooperate with statistics authorities in reviewing and making forecasts for 2020 and estimation for the whole 2016-2020 period, which shall act as the basis for determination of GRDP targets for 2021-2025 plans.
b) Formulate their draft 2021-2025 plans and 2021-2025 action programs in consistence with national planning, national sectorial planning and other types of planning according to regulations of laws on planning for and orientations of national and sectorial development and based on the abovementioned contents and requirements, and propose these documents to competent authorities; concurrently, report to supervisory authorities and central authorities as scheduled. Submit their draft 2021-2025 plans and 2021-2025 action programs to the Ministry of Planning and Investment before December 31, 2020.
State corporations shall report their 2021-2025 5-year business plans to their supervisory authorities or committees for state capital management.
c) Gather opinions of relevant regulatory bodies, including research bodies, universities, non-governmental organizations, residential communities, especially investors, enterprises, sponsors, domestic and foreign experts, etc. on draft 2021-2025 plans to ensure high level of assent before submitting the drafts to competent authorities for decision.
d) Allocate adequate funding for formulation of 2021-2025 plans in their annual state budget expenditure estimates to ensure enhancement of quality of reports on socio-economic development plans.
The Prime Minister hereby requests Ministers, heads of ministerial-level agencies, heads of Governmental agencies, heads of other central authorities, chairpersons of People’s Committees of provinces and central-affiliated cities, and chairpersons of Boards of Directors and general directors of state corporations and economic groups to organize implementation of this Directive./.
