DECISION

PROMULGATION OF 2018’S LIST OF DRUGS PROCURED THROUGH CENTRALIZED BIDDING BY NATIONAL CENTRALIZED DRUG PROCUREMENT CENTER

MINISTER OF HEALTH

Pursuant to the Law on Pharmacy No. 105/2016/QH13 dated April 06, 2016;

Pursuant to the Law on Bidding No. 43/2013/QH13 dated November 26, 2013;

Pursuant to the Government's Decree No. 75/2017/ND-CP dated June 20, 2017 defining functions, tasks, entitlements and organizational structure of the Ministry of Health;

Pursuant to the Government's Decree No. 54/2017/ND-CP dated May 08, 2017 on elaborating some Articles of the Law on Pharmacy;

Pursuant to the Government's Decree No. 63/2014/ND-CP dated June 26, 2014 elaborating some Articles on contractor selection of the Law on Bidding;

Pursuant to Deputy Prime Minister’s Notification No. 259/TB-BCDDHG dated March 30, 2018 on expansion of the List of drugs procured through centralized bidding and price negotiation;

For the purpose of assurance of drug quality and drug price reduction, which is a contributing factor to 2018’s CPI stabilization;

Pending promulgation of a Circular on amendments to Circular No. 09/2016/TT- dated May 05, 2016 on lists of drugs procured through bidding, centralized bidding and price negotiation; at the request of the Director of the Drug administration of Vietnam and Director of Planning – Finance Department,

DECIDES:

Article 1. The 2018’s List of drugs procured through centralized bidding by National Centralized Drug Procurement Center is promulgated together with this Decision.

Article 2. List compilation criterion and principles

The List mentioned in Article 1 of this Decision shall be compiled in accordance with the criteria and principles specified in Appendix V of Circular No. 09/2016/TT-BYT dated May 05, 2016 and the drugs listed therein must be different from those on the List of drugs procured through centralized bidding in Appendix 11 of Circular No. 09/2016/TT-BYT.

Article 3. Implementation

National Centralized Drug Procurement Center shall organize selection of contractors for the drugs on the List and ensure timely supply of drugs at health facilities.

Article 4. This Decision comes into force from the day on which it is signed.

Article 5. Chief of the Ministry Office, Directors of Legal Department, Planning and Finance Department, Drug Administration of Vietnam, National Centralized Drug Procurement Center and heads of relevant units are responsible for implementation of this Decision./.
