Decision No. 18/2015/QD-TTg dated June 12 2015, on amendments to regulations of Nghi Son economic zone in Thanh Hoa province issued together with the Decision No. 28/2010/QD-TTg by the Prime Minister

DECISION

ON AMENDMENTS TO regulationS OF NGHI Son Economic Zone IN THANH HOA PROVINCE ISSUED TOGETHER WITH THE DECISION No.28/2010/QD-TTg DATED MARCH 03, 2010 BY THE PRIME MINISTER

Pursuant to the Law on Government organization dated December 25, 2001;

Pursuant to the Government’s Decree No.29/2008/ND-CP on industrial zones, export processing zones and economic zones, and the Decree No.164/2013/ND-CP dated November 12, 2013 amending and supplementing a number of articles of the Decree No.29/2008/ND-CP;

At requests of the Minister of Development and Planning, the Prime Minister hereby issues this Decision amending and supplementing a number of articles of the regulations of Nghi Son Economic Zone, Thanh Hoa province issued together with the Decision No.28/2010/QD-TTg dated March 03, 2010 by the Prime Minister.

Article 1. The regulations of Nghi Son Economic Zone, Thanh Hoa province issued together with the Decision No.28/2010/QD-TTg dated March 03, 2010 by the Prime Minister shall be mended as follows:

1. Clause 2, Article 2 is amended as follows:

“2. Nghi Son Economic Zone covers the area of 106, 000 ha, including mainland and islands covering an area of 66,497.57 ha and the water surface covering an area of 39,502.43 ha (where: the existing area of 18,611.18 ha, the main land and island expanded area of 47,885.77 ha, water surface of 39,502.43 ha).

The Nghi Son Economic Zone boundary is defined as follows:

- Adjacent to Quang Xuong district, Thanh Hoa province to the North;

- Adjacent to Quynh Luu district, Nghe An province to the South.

- Adjacent to China sea to the East.

- Adjacent to communes named Tuong Van, Tuong Linh, Tuong Son and Cong Liem of Nong Cong district, And Bach En National Park, Phuc Duong Communes of Nhu Thanh district.

The mainland and island covers the whole Tinh Gia district with 33 communes (including 12 communes located within the existing Nghi Son Economic Zone) and Tinh Gia town, and 03 communes of Nong Cong district named Yen My, Cong Binh and Cong Chinh; and 03 communes of Thanh Hoa province named Thanh Tan, Thanh Ky and Yen Lac.

The water surface boundary is defined by coordinates of GH1, GH2, GH3, GH4, GH5 and GH6 according to Vietnam-2000 Coordinate System. To be specific: GH1 (x=2165854.59; y=585638.74); GH2 (x=2165854.59; y=590613.41); GH3 (x=2155775.48; y=590613.41); GH4 (x=2148387.26; y=601323.11); GH5 (x=2133387.26; y=601323.11); GH6 (x=2133387.26; 7=584584.64).”

2. Article 3 is amended as follows:

“Article 3. Key objectives of Nghi Son Economic Zone:

1. To take full use of natural conditions, geographic, economic and political advantages in international and domestic trade; enhance the socio-economic development of Thanh Hoa province and the North Central Coast of Vietnam and to fill the gap of economic status between this area and other areas in Vietnam.

2. To develop Nghi Son Economic Zone into a key economic center in the South of  Northern Vietnam and play a role as the bridge between the Northern of Vietnam and Southern and Central Coast of Vietnam.

3. To develop Nghi Son Economic Zone into  an integrated industrial area which takes the advantages of deep-water ports and focuses on oil refining, petro chemical industry and fundamental industries  such as post-petrochemical industry, steel industry, mechanical industry, shipbuilding, electricity industry, building material, consumer goods production,  and agro-forestry- aquatic products processing . .

4. To create jobs, enhance the workers’ qualifications; and gradually establish high-qualified training institutions.

5. To attract foreign and domestic investment and construct key economic and social infrastructures in Nghi Son Economic Zone by 2025. To promote industries, services, commerce, finance, cultural—social sectors, ecological tourism and ensure national security and defense in 2025 afterwards. To modernize and synchronize the infrastructures in ecological urban complexes; to turn Nghi Son Economic Zone into an environmentally-friendly and dynamic high-class urban complexes. ”

Article 2. This Decision enters into forces from August 01, 2015.

Article 3. Ministers, heads of Ministerial-level agencies, heads of Governmental agencies, Presidents of People’s Committees of provinces and relevant entities shall be responsible for the implementation of this Decision. /.
