The COVID-19 pandemic has been progressing unpredictably nationwide; we see a spike in COVID-19 cases especially after Lunar New Year celebrations; the majority of cases usually have no clinical symptoms or have mild symptoms that should be followed up, isolated, and monitored at home or accommodation (hereafter referred to as home-based F0 individuals); for strengthened management of waste disposal from home-based F0 individuals, the Ministry of Health requests the Ministry of Natural Resources and Investment and People’s Committees of provinces to initiate the following:
1. The Ministry of Natural Resources and Investment
- Take charge and cooperate in directing and guiding units and provinces to roll out strengthened measures for transporting and disposing of wastes in a timely and safe manner for prevention and control of COVID-19.
- Cooperate with the People’ Committees of provinces in inspecting the transportation and disposal of wastes for prevention and control of COVID-19 within their competence; take strict actions against any violation.
2.1. Formualte a plan for collection, transport, and disposal of wastes from home-based F0 individuals in the province.

- Domestic waste discharged from the isolation room of the home-based F0 individual (including disposed fabrics and clothing) and disposed masks, personal protection equipment of the caregiver when in contact with F0 individuals shall be considered infectious waste and must be put in a bag or a trash can with liner; the bag or trash can must bear the word “CHẤT THẢI CÓ NGUY CƠ CHỨA SARS-CoV-2” (POTENTIAL SAR-COV-2 WASTE) outside.
- All kinds of domestic waste discharged from other areas of the house where the F0 individual lives: shall be sorted out in accordance with the local government for further disposal as prescribed.
2.3. Collection, transport and disposal of waste
Assign people to collect infectious waste bags and trash can from home-based F0 individuals to transport to the storage areas and deliver to the unit in charge designated by the local government for further disposal as prescribed. During the collection process, the mouth of the waste bag shall be sealed, the trash can must be covered with a closed lid, ensuring that no waste falls down or leaks that spreads pathogens to the outside.
2.4. Regularly inspect and supervise the collection, transport and disposal of waste in prevention and control of COVID-19.
The Ministry of Health requests the Ministry of Natural Resources and Environment, People’s Committees of provinces and cities to implement this document for prevention and control of COVID-19.
