Decision No. 1636/QD-TTg of August 31, 2010, on approval of “the master plan on national environmental radioactivity warning and observation network till to 2020”

DECISION

ON APPROVAL OF “THE MASTER PLAN ON NATIONAL ENVIRONMENTAL RADIOACTIVITY WARNING AND OBSERVATION NETWORK TILL TO 2020”

THE PRIME MINISTER

Pursuant to the Law on Government organization,of December 25, 2001;

Pursuant to the Law on Environment protection, of November 29, 2005;

Pursuant to the Law on atomic energy, of June 03, 2008;

Pursuant to the Government’s Decree No.07/2010/ND-CP, of January 25, 2010, detailing and guiding implementation of a number of articles of Law on atomic energy; 

Pursuant to the Decision No.01/2006/QD-TTg, of January 03, 2006 of the Prime Minister approving "Strategy on application of atomic energy for peaceful purpose till 2020";

At the proposal of Minister of Science and Technology,

DECIDES:

Article 1. To approve “The master plan on national environmental radioactivity warning and observation network till to 2020” (hereinafter referred to as the Master plan) and to provide functions, tasks, mechanisms for coordination of national environmental radioactivity warning and observation network in system of national natural resource and environment observation including key contents as follows:

1. Target of master plan

To build a national environmental radioactivity warning and observation network ensuring timely detection of irregular progression on radiation in Vietnam’s territory and support for taking the initiative to respond to radiation or nuclear incidents; supply the database on environment radioactivity servicing state management on atomic energy and radiation safety, nuclear safety.

2. The national environmental radioactivity warning and observation network (hereinafter referred to as network)  

a) The operating centre of the environment radioactivity warning and observation is placed in the Ministry of Science and Technology (operating centre).

The operating centre implements connection and collection of online data from observation stations, points in network; handle result of observation, build the national environment radioactivity database; technically support for analyzing, appraising progression and operate responding to radiation or nuclear incidents.  

b) The regional-level environment radioactivity warning and observation station (regional station).

To build 4 regional stations in Hanoi, Ho Chi Minh, Da Nang and Da Lat cities.  A regional station shall have task to collect and receive data of online observation from local observation stations; observe, collect, handle and analyze the radioactivity norms in the environmental sample; analyze and synthesize data of observation; directly appraise the field in plan on responding to radiation or nuclear incidents at provincial level and grassroots level.

c) The provincial-level environmental radioactivity warning and observation station (local station)

Local stations are built in some central-affiliated cities and provinces where there is no regional station and able to be affected by radiation or nuclear incidents. Local stations do task of continuous observation at main points and facilities in localities, online connected with regional stations.

d) The system of observation and environmental radioactivity warning under the Ministry of National Defense (the arm radioactivity reconnaissance system)

The army radioactivity reconnaissance system implements the environment radioactivity warning and observation as prescribed by the Ministry of National Defense  The radioactivity reconnaissance station implements role of technical steering for the army radioactivity warning and reconnaissance system, servicing task of nuclear weapon prevention and fighting and responding to radiation or nuclear incidents.

The list of environmental radioactivity warning and observation stations is prescribed to prioritize investment in construction under two phases: 2010 – 2015, 2016 – 2020 specified in Annex enclosed with this Decision.

3. Function, task of the national environmental radioactivity warning and observation network and mechanism to coordinate with the national environmental and natural resource observation system. 

a) Function, task

To perform observation and warning regularly on environmental radioactivity in territory and sea areas in jurisdiction of Vietnam causing by acts in atomic energy field; assess the present condition of environmental radioactivity, irradiation dose with respect to inhabitant community; to set up and the national environmental radioactivity database and information system; to supply timely information on environmental radioactivity situation and support for implementation of plan on urgent responding to radiation or nuclear incidents.

b) Mechanism to coordinate with the national environmental and natural resource observation system.

The Operating center shall each 6-month period, or irregular, at the request of supply of data on the environmental radioactivity situation for the national environmental and natural resource observation system.

The national environmental and natural resource observation system shall supply data on natural resource and environmental that is necessary as required by the Operating center in order to perform the environmental radioactivity warning and observation.

4. Roadmap

a) In 2010-2015 period

- To build and put into operation the operating center, synchronously strengthen 4 regional stations and 6 local stations; to establish the mobile environmental radioactivity observation groups at regional stations; gradually to strengthen technical capacity to support for urgent responding; to invest in construction of local stations at places planned for construction of nuclear power plant; 

- To train, improve staff of environmental radioactivity observation and analyze;

- To finalize regulation on organization and operation of network; to formulate legal documents, standards, technical regulations, eco-technical norms and norms of environmental radioactivity observation and analyze;

- To build the national database on environmental radioactivity.

b) In 2016-2020 period

- To build and put into operation the remaining local stations specified in Annex of this Decision;

- Continuously to invest in enhancing capacity of environmental radioactivity observation and analyze of network, ensuring rationality, uniform, synchronism, modern; 

- - To concentrate on investment to enhance technical capacity of network in order to support responding to malfunction of nuclear power plant;

- Continuously, to finalize the national environmental radioactivity database.

5. Solutions of implementation

a) Regarding finance

- Capital to perform Master plan is defined on the basis of synthesizing funds of each specific project, task approved by competent authorities under current provisions of law. The state uses a part of environment, science and technology non-profit expenditures and development investment expenditure in order to invest in construction of technical material facilities of network;

- The operation expenditure of network and expenditure to build the national environmental radioactivity database are allocated from source of the environment, science and technology non-profit expenditures;

- Apart from capital source from the State budget, it needs mobilize additionally capital sources from society, enterprises, organizations, individuals domestic and offshore, official development aids (ODA), foreign direct investment (FDI) and other legal capital sources in order to perform investment effectively in development of network. 

b) Regarding mechanism, policy and organization

- To formulate and adopt mechanisms, policies, legal documents, standards, technical regulations, eco-technical norms and norms of environmental radioactivity observation;

- To strengthen apparatus organization, staff; to finalize function, task, operation regulation of network; regulation on operation coordination, Information and data supply for the national environmental and nature resource observation system.

c) Regarding technological research, development, application and training human resource

- To push up the advance technological research, development and application, especially the tecnology of observation, transmition, settlement, management, analyse, assessment and supply of information and figures on monitoring environmental radioactivity; to research to manufacture equipment for automatic radioactivity observation suitable with natural, ecomomic and social condition of Vietnam;

- To strengthen training and re-trainning in order to enhance professional operations and skills for staff, technicans and observers.

To attach special importance to the practice capacity of observers, officers of analyzing to meet requirement of network operation.

d) Regarding international cooperation

- To expand and enhance cooperation with International atomic energy agency (IAEA) and countries amming to take help of international on experiences, science and technology, training human resource, information, attracting investment in order to develop network; 

- To fourmulate and finalize legal basic for shareing and exploiting radioactivity observation information and data with coutries, international organizations aiming to timely warn, prevent and minimize affect of risk of the radioactivity pollution propagation across the border.

6. Organization of implementation  

a) The Ministry of science and technology:

- To provide organizational and operation structure of network, local stations under regional station;

- To decide specific decision to build regional stations, local stations and observation points in management scope of each station;

- To sponsor to make annual plan, 5-year plan in order to implement content of Master plan; to organize to inplement conatruction ans operation of network;

- To sponsor to formulate and submit for adoption intra vires of mechanisms, policies, legal documents, standards, technical regulations, eco-technical norms and norms of environmental radioactivity observation;

- To sponsor to formulate the regulation on coordination of network with the national natural resource and environmental observation system;

- To supply timely information to Ministries, sectors and localities and competent management levels in circumstance with irregular radioactivity happenings in order to  serve for ready to respond to radiation or nuclear incidents;

- Periodically, to preliminarily summarize, summarize, assess to learn from experiences on implementation of contents of this Master plan;

- Annually, to sum up and report to the Prime Minister on operation situation of network and result of environmental radioactivity warning and observation.

b) The Ministry of Natural Resources and Environment

- To coordinate with The Ministry of science and technology to formulate mechanisms, policies, legal documents, standards, technical regulations, eco-technical norms and norms of environmental radioactivity observation; the coordination regulation of network with the national environmental and natural resource observation system;

- To direct the National Meteorological forecast center to coordinate and supply online information for operating center in order to process data of environmental radioactivity observation and calculate the radioactivity pollution propagation in circumstance of radiation or nuclear incidents.

c) The Ministry of National Defense:

To assume the prime responsibility for, and coordinate with the Ministry of science and technology to build, strengthen and put into operation the army radioactivity reconnaissance system. 

d) The Ministry of Planning and Investment, the Ministry of Finance:

Based on contents of approved master plan, on the basis of proposal of the Ministry of science and technology and relevant Ministries, sectors and localities, to balance, allocate capital for implementation of master plan in accordance to progress.

e) People’s Committees of central-affiliated cities and provinces and other relevant ministries, branches:

- To coordinate with the Ministry of science and technology to build and pui into operation local stations under the master plan;

- To assure necessary conditions for operation of environmental radioactivity warning and observation in localities.

Article 2. This decision takes effect in the day of signing.

Article 3. Minister of science and technology shall guide and organize implementation of content in this planning.

Ministers, Heads of ministerial-level agencies, Heads of Governmental agencies, the relevant Presidents of People’s Committees of central-affiliated cities and provinces shall implement this Decision.

LIST OF PLANNED REGIONAL AND LOCAL STATIONS TILL 2020 (promulgated together with the Decision No.1636/QD-TTg, of August 31, 2010 of the Prime Minister) 

* Note: The North regional station and Highland and South Central station are built and upgraded from two existing stations.
