The Stockholm Convention takes effect in 2004. This provides for the stop of production, prohibition and restriction of use, complete destruction of a number of POPs generated by human and implementation of necessary measures to continuously minimize unintentinal POPs from industrial production, livelihood of the people or waste treatment.
According to the requirements of the Stockholm Convention dated August 10, 2006, the Prime Minister has approved the national Plan for implementation of the Stockholm Convention on POPs in Decision No. 184/2006/QD-TTg. In particular, the Prime Minister has focused on management of 12 groups of POPs. From 2009 to present, the Conference of Parties (COP) has added 14 new groups of POPs to Appendices A, B and C of the Convention, risen the quantity of POP groups subject to management to 28 groups, including plant protection chemicals and medical chemicals (hereinafter referred to as “POP-BVTV”); industrial chemicals and unintentinal POPs (hereinafter referred to as “UPOP”). The list of POPs shall be provided according to the Stockholm Convention in Appendix 1 issued together with this Decision.
According to the requirements for environmental protection, protection of health, the result of comprehensive assessment of economic and social impacts and the capacity for replacement for POPs, the list of POPs will be continuously added to the Stockholm Convention.
