DECISION
AMENDING AND SUPPLEMENTING OPERATION PROCESS OF INTER-RESERVOIRS OF SON LA, HOA BINH, THAC BA AND TUYEN QUANG IN ANNUAL FLOOD SEASONS
THE PRIME MINISTER
Pursuant to the Law on Government organization dated December 25, 2001;
Pursuant to the Law on Water Resources dated June 21, 2012;
Pursuant to the Law on Natural Disaster Prevention and Combating dated June 19, 2013;
Pursuant to the Government’s Decree No. 72/2007/ND-CP dated May 07, 2007 on dam safety management;
Pursuant to the Government’s Decree No. 112/2008/ND-CP dated October 20, 2008 on management, protection and exploitation of natural resources and environment of hydroelectric and irrigation reservoirs;
Pursuant to the Prime Minister’s Decision No. 198/QD-TTg dated February 10, 2011 promulgating operation process of inter-reservoir of Son La, Hoa Binh, Thac Ba and Tuyen Quang in annual flood seasons;
At the request of the Minister of Natural Resources and Environment,
HEREBY DECIDE
Article 1. Amending and supplementing a number of articles of the operation process of inter-reservoir of Son La, Hoa Binh, Thac Ba and Tuyen Quang in annual flood seasons enclosed with the Prime Minister’s Decision No. 198/QD-TTg dated February 10, 2011 as follows:
1. Amendments to Clauses 6 and 7, Article 8 as follows:
“6. In case no flood is predicted, depending on weather conditions and water level in Hanoi, Head of the Central Steering Committee for Natural Disaster Prevention and Control shall carry out examination and permit water level of the reservoirs to be higher than the limit as stipulated in Table 2 to improve capacity of water supply to lowlands and enhance efficiency of electricity generation. In case of flood, water must be discharged to bring water level back to the limit as stipulated in Table 2.
7. After August 10, in case flood season ends earlier, Head of the Central Steering Committee for Natural Disaster Prevention and Control shall permit gradual increase of water level of reservoirs within the limit as stipulated in Table 3 before August 21 in reliance on weather conditions as forecast by National Hydro-meteorological Service. As for Son La Reservoir, filling up water may take place earlier.”
2. Amendments and supplements to Clause 1, Article 9 as follows:
“1. As of August 22, gradual filling of water to Thac Ba Reservoir is permitted to normal rising level is permitted.
From August 22 to September 15, in case flood season ends earlier, Head of the Central Steering Committee for Natural Disaster Prevention and Control shall permit gradual filling of water to Son La Reservoir to a height of 213 meters, Hoa Binh Reservoir to a height of 115 meters and Tuyen Quang Reservoir to a height of 118 meters in reliance on weather conditions as forecast by National Hydro-meteorological Service.
While water is filled up, in case a flood is likely to occur as forecast by National Hydro-meteorological Service, Head of the Central Steering Committee for Natural Disaster Prevention and Control shall decide discharge of water to lower water level of the reservoirs gradually to a limit as stipulated in Table 3.
As of September 16, gradual filling of water to Son La, Hoa Binh and Tuyen Quang reservoirs is permitted so that the normal rising level can be achieved till September 30.
3. Supplements to Clause 6, Article 10 as follows:
“6. Ensuring safety to Son La and Hoa Binh hydroelectric works during operation in case both reservoirs are out of flood discharge capacity for lowlands:
a) When water level of Son La Reservoir reaches a height of 215 meters, Hoa Binh Reservoir a height of 117 meters while Da River flood is expected to continue to rise causing water level of Son La Reservoir to be likely to reach a height of 216 meters, Hoa Binh Reservoir a height of over 117.3 meters, simultaneous operation of both Son La and Hoa Binh reservoirs should be started to ensure safety to the works: gradually or successively open bottom, surface discharge valves to ensure all the gates open when water level of both reservoirs reaches 216 and 117.3 meters respectively.
b) When bottom, surface discharge valves of Son La Reservoir open, depending on water level of Hoa Binh Reservoir, the discharge valves of Son La Reservoir should be gradually shut down to ensure safety to Hoa Binh Reservoir as follows:
- When water level of Hoa Binh Reservoir exceeds 120.5 meters, shut down one discharge valve of Son La Reservoir;
- When water level of Hoa Binh Reservoir exceeds 121 meters, shut down another discharge valve of Son La Reservoir;
- When water level of Hoa Binh Reservoir exceeds 121.5 meters, operate surface discharge valves of Son La Reservoir to keep water level of Hoa Binh Reservoir within 122-meter level and water level of Son La Reservoir within 228.07-meter level.”
Article 2. This Decision takes effect since the signing date.
Article 3. The Minister of Natural Resources and Environment, Minister of Agriculture and Rural Development, Minister of Industry and Trade, Minister of Construction, Minister of Science and Technology, Head of Central Steering Committee for Natural Disaster Prevention and Control, presidents of People’s committees of relevant provinces and cities, directors of National Hydro-meteorological Service and heads of reservoir managing units shall be responsible for executing this Decision./.
