RESOLUTION
PROMULGATION OF POLICIES ON ENCOURAGEMENT OF INVESTMENT IN AGRICULTURE AND RURAL AREAS IN LAM DONG FUNDED BY LOCAL GOVERNMENT BUDGETS
THE PEOPLE’S COUNCIL OF LAM DONG PROVINCE
Pursuant to the Law on Organization of Local Governments dated June 19, 2015;
Pursuant to Point a Clause 1 Article 19 of the Government's Decree No. 57/2018/ND-CP dated April 17, 2010 on incentives for enterprises investing in agriculture and rural areas.
In consideration of document No. 7582/TTr-UBND dated November 16, 2018 of the People’s Committee of Lam Dong province requesting introduction of policies on encouragement of investment in agriculture and rural areas in Lam Dong province funded by local government budgets; Report submitted by Economics – Budget Board of the People’s Council of Lam Dong province and comments of delegates of the People’s Council during the meeting.
RESOLVES THAT:
Article 1. Promulgation of policies on encouragement of investment in agriculture and rural areas in Lam Dong province funded by local government budgets
1. Credit assistance: Enterprises having projects of investment in agriculture and rural areas shall be eligible for the following credit assistance:
a) Assistance level: equal to the difference between commercial interest rate and preferential interest rate imposed by the State multiplied by (x) the balance at the time of application.
b) Loan limit: up to 50% of the total investment.
c) The People’s Committee of Lam Dong province shall specify the time and method for application of preferential interest rates.
2. Assistance for enterprises investing in research, transfer or application of high-tech agriculture, organic agriculture or smart agriculture:
a) An enterprise that carries out scientific research, purchases copyright of technology or breeds to make new products, improve technology, reduce pollution or save energy will receive funding for 50% of the expense but not exceeding 100 million VND per research/copyright/technology.
b) Enterprises investing in projects for production of plant varieties, animal breeds, experimental production of new and highly profitable plants, if approved by the People’s Committee of Lam Dong province, will receive a funding of 50% of the cost of development of infrastructure, equipment purchase, environmental remediation and seedlings but not exceeding 01 billion VND per project.
c) An enterprise investing in projects for high technology agriculture, organic agriculture or smart agriculture will receive a funding of 100 million VND per hectare for development of infrastructure, equipment purchase and environmental remediation but not exceeding 01 billion VND per project.
3. Assistance in provision of vocational training for employees:
a) Enterprises whose agricultural projects are eligible for special investment incentives, investment incentives or investment promotions will receive a funding of 700.000 VND per month per employee for provision of vocational training for their employees for 03 months.
An enterprise that participates in a value chain will receive a funding of 200.000 VND per farmer for provision of training and technical instructions for farmers for 03 months.
b) The funding mentioned in Point a Clause 3 of this Article shall be provided for projects of investment. The total funding for a project shall not exceed 200 million VND.
4. Assistance in farm produce storage and processing:
a) An enterprise that has a project of investment in a farm produce processing facility will receive a funding of 50% of the investment but not exceeding 02 billion VND per project. The funding shall be used for development of waste treatment infrastructure, factory construction and purchase of equipment within the project premises.
b) An enterprise that has a project of investment in a farm produce storage facility (capable of drying, irradiation, sterilization, cold storage, biological storage) will receive a funding of 50% of the investment but not exceeding 700 billion VND per project. The funding shall be used for development of waste treatment infrastructure, factory construction and purchase of equipment.
5. An enterprise that has a project of investment in breeding of high-yield beef cattle will receive a funding of 500 million VND per project for development of waste treatment infrastructure, factory construction and purchase of equipment within the project premises.
6. An enterprise has a project of investment in collecting, treating domestic solid wastes in rural areas, pesticide packaging or agricultural wastes will receive a funding of 40% of the cost of purchase of equipment and construction of treatment systems but not exceeding 01 billion VND per project.
7. Funding sources: 5% of the agriculture funding in local government budget will be annually provided for aforementioned assistance; funding sources from socio-economic development projects and programs and other lawful funds may also be used in accordance with this Resolution.
Article 2.
1. The People’s Committee of Lam Dong province shall organize the implementation of this Resolution.
2. Standing Committee of the People’s Council of Lam Dong province, Boards and delegates thereof shall supervise the implementation of this Resolution as prescribed by law.
3. Resolution No. 150/2015/NQ-HDND dated December 11, 2015 of the People’s Council of Lam Dong province ceases to be effective from the effective date of this Resolution.
This Resolution is ratified by the 9th People’s Council of Lam Dong province during its 6th meeting on December 13, 2018 and comes into force from December 23, 2018./.
