Directive 27/CT-TTg 2021 on the restoration of production in industrial production areas in the context of COVID-19 disease prevention and control issued by the Prime Minister

DIRECTIVE

MANUFACTURING RESTORATION IN INDUSTRIAL MANUFACTURING FACILITIES DURING COVID-19 EPIDEMIC MANAGEMENT

The COVID-19 has dramatically affected manufacturing operations of enterprises, health, and lives of the general public. Central Committee of the Communist Party, National Assembly, and the Government have issued multiple Resolutions, Directives, and Conclusions regarding COVID-19 epidemic management.

Given participation of the entire political system, enterprises, and the general public, the epidemic is gradually controlled and basically reduced. In the online Conference with manufacturing enterprises in industrial parks, economic zones, export-processing zones, hi-tech zones, industrial complexes, People’s Committees of 28 provinces, and central-affiliated cities, and ministries, enterprises have reflected and made recommendations regarding difficulties in manufacturing: multiple commodity manufacturing and supply chains have been disjointed which result in cancellation of multiple domestically manufactured orders and lack of personnel serving manufacturing, etc. To promptly deal with difficulties of enterprises while guaranteeing safe manufacturing, the Prime Minister hereby requests:

1. Enterprises hosting restoration of manufacturing operation shall cooperate with People’s Committees of provinces or central-affiliated cities in agreeing on solutions for manufacturing, commodity circulation, travelling and accommodating of workers which guarantee absolute epidemic management during complicated epidemic situations.

2. People’s Committees of provinces or central-affiliated cities assuming responsibilities of entities directly managing local enterprises shall establish Steering Committee for Manufacturing Restoration, assign specific tasks (may form multiple taskforces) to implement plans and approve manufacturing solutions of local enterprises, maintain both manufacturing operations and epidemic management as per guidelines of Ministry of Health. Cooperate with Ministry of Health in promptly distributing vaccine for workers in enterprises, consider reopening necessary services to serve workers; cooperate in managing and agreeing on travel solutions of workers between areas in a manner that satisfies epidemic management, facilitates restoration of manufacturing and business operations, especially in areas with complicated epidemic situations.

3. Ministry of Health shall issue specific regulations on distancing and testing during manufacturing and business operations of enterprises; regulations on manufacturing requirements and actions necessary upon detecting workers in industrial complexes and industrial parks infected with COVID-19; regulations on quarantining individuals who make close contact to maintain absolute safety for manufacturing and business operations of enterprises. Promptly distribute vaccine for local administrative divisions to immunize workers in enterprises; assist enterprises in promptly accessing test kits.

4. Ministry of Transport shall provide guidelines for local administrative divisions for circulating commodities, serving manufacturing and business operations; enhance inspection and take actions against violations of individuals and entities who fail to comply with regulations of the Government and Prime Minister regarding commodity circulation and transportation.

5. Ministry of Planning and Investment shall promptly direct, instruct, deal with difficulties regarding procedures for investment and development of infrastructure of industrial parks and economic zones.

6. Ministry of Foreign Affairs shall cooperate with Ministry of Public Security and relevant entities in dealing with difficulties and allowing foreign experts and workers to enter and quarantine according to regulations of Ministry of Health.

7. Ministry of Finance and State Bank of Vietnam shall promptly review, provide guidelines for policies and regulations regarding tax exemption or reduction, and issue policies on assisting interest and credit for enterprises according to Resolution No. 105/NQ-CP dated September 9, 2021 of the Government.

Hereby request ministers, heads of ministerial agencies, heads of Governmental agencies, Chairpersons of People’s Committees of provinces and central-affiliated cities, and relevant organizations and individuals to stringently comply this Directive./.
