DECISION

ON APPROVAL FOR NATIONAL SURVEY AND STATISTICS PROGRAM

THE PRIME MINISTER

Pursuant to the Law on organization of Government dated December 25, 2001;

Pursuant to the Statistics Law dated June 26, 2003;

Pursuant to Decree No. 40/2004/ND-CP dated February 13, 2004 of the Government detailing and providing guidance on implementation of a number of articles of the Statistics Law;

At the requestofthe Minister ofPlanningandInvestment,

Article 2.The Minister of Planning and Investment is responsible for guiding, urging, examining and inspecting the implementation of national survey and statistics program and making a report to the Prime Minister on the implementation of this Decision.

Article 3.This Decision takes effect from the date of its signing and supersedes Decision No. 144/2008/QD-TTg dated October 29, 2008 of the Prime Minister on issuing the national survey and statistics program.

Article 4.Ministers, heads of ministerial-level agencies, heads of government agencies, Chairman of the People's Committees of provinces and centrally-run cities are liable to execute this Decision. /.

1. The national survey and statistics program includes the list of surveys, duration of survey, assigned implementation and conditions to ensure the implementation of survey. The list of national statistical surveys includes the General surveys and statistic surveys which are developed under the provisions in Clause 1, Article 11 of the Statistics Law: “ Based on the national statistic indicator system and regulation on general report and statistics of the state, the Ministries, ministerial agencies, governmental agencies, People’s Supreme Court and Supreme People's Procuratorate propose the estimated statistic surveys; the central statistical agency shall aggregate and request the Prime Minister to make a decision on a long-term and annual national statistic survey program

2. The surveys and statistics under the national statistic survey program with the contents meeting the information requirements are specified in the national statistic indicator system issued with Decision No. 43/2010/QD-TTg dated June 02, 2010 of the Prime Minister and are under the decision authority of the Prime Minister, Minister, Heads of ministerial agencies and governmental agencies.

3. The Minister ofPlanningandInvestment shall request the Prime Minister to make amendments and addition to the national survey and statistics program in accordance with the requirements of social - economic development in each period.

4. The national survey and statistics program is the ground for the Ministries and sectors to actively develop the survey plans and schemes, prepare implementation, estimate funds and decide the statistic surveys in accordance with regulations of law.

5. The agency in charge is the one which develops the survey scheme and conducts the survey, gather, aggregate and announce the survey data.

6. The funds for implementation of survey and statistics under the national statistic survey program are allotted by the state budget and allocated in the estimated budget of the agencies under the provisions of the Law on state budget (including other ones funded by international organizations under project programs) to ensure the scale and nature of each survey.

7. In the years of conducting the general surveys or entire survey, based on the national survey and statistics program, the agencies in charge are responsible for cooperating with the agencies concerned to integrate a number of surveys to avoid the overlapping of survey subjects, information and ensure the retrenchment target of resources in surveys and statistics for submission to the government before implementation.
