DECISION
APPROVAL OF “NATIONAL PLAN FOR PREVENTION AND CONTROL OF SOME DANGEROUS EPIDEMICS IN FISH FARMS IN THE PERIOD OF 2021 - 2030
THE PRIME MINISTER
Pursuant to the Law on Government Organization of Vietnam dated June 19, 2015; the Law on amendments to some articles of the Law on Government Organization of Vietnam and Law on Local Government Organization of Vietnam dated November 22, 2019;
Pursuant to the Law on veterinary medicine dated June 19, 2015;
Pursuant to the Law on Fisheries dated November 21, 2017;
At the request of the Minister of the Ministry of Agriculture and Rural Development at the Report No. 9120/TTr-BNN-TY dated December 25, 2020,
HEREBY DECIDES:
Article 1. Promulgate the national plan for prevention and control of some dangerous epidemics in fish farms in the period of 2021 – 2030 (hereinafter referred to as “the Plan”) together with this Decision.
Article 2. The funding for the implementation of this Plan is balanced and allocated from the state budget according to current decentralization and other funding sources as prescribed by law.
Article 3. This Decision takes effect from the date on which it is signed.
Article 4. The Ministers of Agriculture and Rural Development, Finance, Planning and Investment, Information and Communication, other relevant central and local authorities, the Standing members of National Steering Committee for Prevention and Fight against smuggling, commercial fraud and counterfeit goods, the heads of central media agencies, the presidents of the People's Committees of provinces and relevant organizations and individuals shall be responsible for the implementation of this Decision./.

THE NATIONAL PLAN
PREVENTION AND CONTROL OF SOME DANGEROUS EPIDEMICS IN FISH FARMS IN THE PERIOD OF 2021 – 2030
(Issued together with Decision No. 434/QD-TTg dated March 24, 2021 of the Prime Minister)
I. OBJECTIVES
1. General objectives:
Effectively prevent and control some dangerous epidemics in fish farms; successfully build epidemiologically safe production chains, establishments and areas in order to serve domestic consumption and promote export.
2. Specific objectives:
a) Actively prevent and control dangerous epidemics of brackish water shrimps, ensure that the affected area is less than 10% of the total cultured area.
b) Actively prevent and control dangerous epidemics of cultured pangasius, ensure that the affected area is less than 8% of the total cultured area.
c) Actively prevent and control dangerous epidemics in lobsters, ensure that the affected area is less than 15% of the total cultured area.
d) Actively prevent and control dangerous epidemics of clams, geoducks and oysters ensure that the affected area is less than 5% of the total cultured area.
dd) Actively prevent epidemics, actively and promptly supervise, detect and control some dangerous epidemics in fish farms, prevent pathogens from wide spread.
e) Effectively prevent some dangerous pathogens and the risk of infection of emerging diseases into Vietnam.
g) Build at least 30 epidemiologically safe production chains and establishments for some dangerous epidemics according to regulations of the Office International des Epizooties (OIE) and regulations of the Ministry of Agriculture and Rural Development in order to serve domestic consumption and boost export.
(Dangerous and emerging epidemics in fish farms that are under the control of this Plan are stated in attached Appendix)
II. CONTENTS AND SOLUTIONS
1. Effectively prevent and control some dangerous epidemics in circulation
a) Concentrate and mobilize resources in order to actively prevent epidemics, actively monitor, promptly detect, effectively prevent and control dangerous epidemics in fish farms that are subject to control under this Plan.
b) Apply technical procedure to prevention and control of epidemics
- Comply with the regulations on the establishment's conditions; treat wastewater and wastes according to regulations; quarantine the breeding seasons, the quality of the breeding stocks according to regulations; apply technical procedures to care and management of pond care (VietGAP, GlobalGAP...); apply supportive measures to improvement of the resistance of aquatic species in order to reduce the risk of epidemics.
- Apply measures to prevention and control of epidemics; handling of the epidemic hotspot under the guidance of veterinary agencies; periodically inspect ponds, lakes, cages, rafts for aquaculture, handle vector animals; collect samples for testing in case of suspicion of epidemics; handle aquatic animals suspected to be infected or dead aquatic animals; clean, disinfect and apply measures to treatment of ponds, cages, aquaculture rafts, water environment, food, means and tools used in the process of agriculture, ...
- Consider and use vaccines to actively prevent epidemics in fish farms in order to minimize the use of antibiotics and prevent drug resistance in aquaculture.
c) Passively monitor in aquaculture areas and facilities
- Regularly inspect aquaculture facilities. Take samples, test to identify pathogens and environmental monitoring parameters in case it is detected that the aquatic animal has abnormal signs and has been suspected of contracting epidemics.
- Organize epidemiological investigations and instruct aquaculturists to apply integrated treatment measures according to regulations to prevention of epidemics from wide spread.
d) Actively monitor
- Organize active supervision at hatcheries and commercial breeding establishments; develop and implement the plan for sampling and testing of pathogens of dangerous epidemics in fish farms.
- Organize epidemiological investigations and provide guidance on handling measures in order to eliminate pathogens in case the testing sample is positive for dangerous pathogens.
- Actively monitor, develop the procedures for testing, research epidemiological characteristics and measures for response and handling in order to prevent dangerous pathogens and emerging epidemics from entering Vietnam.
dd) Develop national databases and epidemiological maps of some dangerous epidemics in aquatic animals.
- Review, invest in upgrading and building the national database on dangerous epidemics of aquatic animals.
- Organize the development of epidemiological maps; provide guidance on measures for treatment in conformity with actual situations, ensure the effectiveness in prevention of epidemics.
e) Quarantine and control aquatic animals and animal products
- Strictly implement the quarantine of aquatic animals in accordance with the law. The fishery used as breeding stock that circulates in the province shall have the clear origin, negative result for dangerous pathogens.
- Monitor and test dangerous pathogens on aquatic animals used as breeding stock according to the regulations of the Ministry of Agriculture and Rural Development.
g) Control, prevent, promptly detect and strictly handle illegal transportation and trade in aquatic animals and aquatic animal products that are domestically circulated and imported from foreign countries.
2. Control and prevent the risk of infection of some dangerous epidemics of aquatic species that are imported from foreign countries.
a) Quarantine imported aquatic animals and animal products
- Strictly implement the quarantine of imported aquatic animals, aquatic animal products in accordance with the law; organize sampling in order to monitor and test dangerous pathogens in fish farms according to regulations of the Ministry of Agriculture and Rural Development.
- Organize sampling in order to monitor and test the emerging epidemics of aquatic animals and animal products according to OIE's warning and the Network of Aquaculture Centers in Asia-Pacific (NACA).
- Monitor epidemic situations of aquatic animals used as breeding stock after import and farming in aquaculture areas.
b) Actively monitor
- Periodically take samples and test some pathogens on shrimps listed in the Appendix issued with this Plan.
- Organize epidemiological investigation and provide guidance on measures to thoroughly handle in case of detection of dangerous pathogens.
c) Passively monitor
Take samples and test the imported aquatic animals that are transferred to the quarantine area, have signs of infection, are suspected of being infected, died or died abnormally after the quarantine time; organize epidemiological investigations, clearly identify causes and provide guidance on application of measures to prevention and control of epidemics.
d) Control, prevent, promptly detect and strictly handle smuggling, illegal transportation and trade in aquatic animals and aquatic animal products across the border.
3. Build some epidemiologically safe production chains, areas and establishments to serve domestic consumption and boost exports.
a) Review, amend and supplement regulations on epidemiologically safe areas and establishments. In which, there are regulations on a roadmap for establishments that produce and supply aquatic animals used as breeding stock in order to meet requirements for epidemic safety.
b) Disseminate, train and provide guidance on regulations on epidemiologically safe areas and establishments of OIE and the Ministry of Agriculture and Rural Development for local authorities and enterprises.
c) Actively monitor, build epidemiologically safe establishments with dangerous and emerging epidemics of cultured shrimps, pangasius listed in the Appendix issued together with this Plan and some epidemics according to requirement of the export market.
d) Record, store information, build national databases, databases of local authorities and enterprises on epidemics, monitor epidemics and relevant documents for the purpose of accreditation of epidemic safety.
4. Strengthen the capacity to diagnose and test aquatic epidemics
a) Develop and promulgate regulations on biosafety for aquatic epidemic testing laboratories; regulations on management and decentralization of laboratories that are relevant to diagnosis, testing and research on aquatic epidemics.
b) Examine and inspect the aquatic epidemic testing laboratories in the implementation of regulations on diagnosis and testing of aquatic epidemics; organize programs for proficiency testing and interlaboratory comparison for some dangerous epidemics in fish farms.
c) Promulgate regulations on domestic and international interlaboratory testing, assessment of quality, registration of circulation of test kits and vaccines.
d) Promulgate regulations on diagnosis, testing, report and sharing of test results, situation and developments of dangerous epidemics that affect fishery export.
dd) Invest in the infrastructure of laboratory, modern equipment for the proactive diagnosis and surveillance of dangerous epidemics in aquatic animals; provide the professional training in epidemiology and testing techniques in order to ensure the satisfaction of Vietnamese standards and international requirements.
e) Review, amend, supplement, update and develop new procedures for the testing of dangerous and emerging epidemics of aquatic animals.
5. Strengthen the capacity to monitor and warn the environment in aquaculture
a) Review and complete the system of legal documents, national technical regulations, national technical standards on monitoring and warning about the aquaculture environment; build the national database on environmental monitoring and warning.
b) Strengthen monitoring and warning about the environment in aquaculture areas according to regulations, especially areas where the national key species, species that have economic value are cultured, ...in order to warn and proactively respond to adverse conditions of environment to minimize the damage in aquaculture.
c) Review, assess the current status, add environmental monitoring locations under management of central and local authorities; prioritize automatic monitoring systems in concentrated aquaculture areas, marine aquaculture areas and cage aquaculture areas on large rivers.
d) Review and assess the current status, supplement equipment, machinery and resources for the units that perform the environmental monitoring and warning tasks.
dd) Strengthen training; improve professional and technical capacity for environmental monitoring.
6. Research science, apply information technology
a) Research epidemiological characteristics of some dangerous and emerging epidemics in aquatic animals and propose measures to prevent and control epidemics.
b) Research and manufacture vaccines, biologicals for aquaculture and preparations for diagnosis and testing of aquaculture epidemics.
c) Research and apply information technology and digital technology to prevention and control of aquatic epidemics, including: report, sharing and analysis of data on epidemics, prediction and warning about epidemics, epidemiological map.
7. Disseminate information and knowledge
a) Develop the risk communication strategy in conformity with each type of aquatic species, type of communication; organize training in risk communication.
b) Diversify forms of information and communication in order to raise public awareness of environmental management and protection in aquaculture areas, dangerous nature of aquatic epidemics and measures to prevent and control dangerous epidemics in fish farms, build epidemiologically safe production chains and establishments.
c) Share the results of passive and active monitoring, build epidemiologically safe production chains and establishments with associations, enterprises, organizations and individuals that have demands in order to support identification of market and boost export of Vietnam.
8. Internationally cooperate on aquatic veterinary
a) Strengthen international cooperation on prevention and control of aquatic epidemics, scientific research on epidemics; build epidemiologically safe areas and establishments.
b) Cooperate in quarantine of import, export and transportation of aquatic animals and animal products; negotiate and unify the requirements for veterinary in order to support export of aquatic species to other countries.
III. IMPLEMENTATION
According to the contents of this Plan, the central and local agencies shall make specific plans in conformity with actual conditions in order to organize the synchronous and effective implementation of measures for prevention and control of dangerous epidemics of aquatic epidemics in the period from 2021 to 2030. To be specific:
1. Ministry of Agriculture and Rural Development
a) Take charge and organize implementation of contents of the national plan. Annually make the budget estimate for implementation of contents of the National Plan in order to consolidate in the Ministry's estimate and send it to the Ministry of Finance for submission to competent authorities for approval in accordance with the Law on State Budget and guiding documents; balance and allocate the capital for investment in the annual and medium-term plans for public investment, the funding within the scope of the assigned estimate for implementation of the National Plan; take charge and direct the implementation of the assigned contents in the National Plan, report to the Prime Minister on the results of implementation; at the same time, take charge, synthesize in order to report to the Prime Minister on the results of implementation of the National Plan at the ministries, agencies and local authorities on an annual basis and summary the end of the period.
b) Every year, actively take samples in order to monitor circulation of pathogens of dangerous and emerging epidemics of aquatic species to warn epidemics, provide guidance and organize the effective prevention and control of aquatic epidemics.
- Develop the plan and proactively monitor the circulation of pathogens of dangerous and emerging epidemics of aquatic species in key aquaculture areas and enterprises that have fishery production chains for export and import. Guide, urge and inspect the local authorities in design and sampling, supervision of circulation of pathogens.
- Develop the plan and proactively monitor according to OIE's guidance for some pathogens of dangerous and emerging epidemics in Vietnam in order to serve as a scientific basis to state that Vietnam has no that pathogens.
- Consider and select shrimp and pangasius production chains and establishments for the purpose of export to monitor epidemics and provide professional assistance in the process of construction of epidemiologically safe establishments to promote export. Take charge and cooperate with the People's Committees of provinces in selection of key areas or areas where the shrimps and pangasius are cultured with high technology to support the implementation of the plan for active monitoring of epidemics towards the building of epidemiologically safe areas according to regulations.
c) Provide guidance, urge and inspect the prevention and control of aquatic epidemics.
d) Disseminate information about prevention and control of dangerous epidemics in fish farms.
dd) Take charge of provision of proposal and implementation of the tasks in research on dangerous and emerging epidemics of aquatic animals; measures to prevent and control aquatic epidemics; apply information technology to prevention of epidemics.
e) Review, formulate and promulgate regulations on biosafety for aquatic epidemic laboratories; regulations on management and decentralization of aquatic epidemic laboratories; regulations on management of probiotics, aquatic epidemic test kits; review, consider and supplement the plan for development of Vietnamese standards on the process of diagnosis of dangerous epidemics on aquatic animals; organize the examination and inspection of aquatic epidemic laboratories in the implementation of regulations on diagnosis, testing and report the results of testing of epidemics.
g) Review, amend and supplement regulations on epidemiologically safe areas and establishments. In which, there are regulations on a roadmap for establishments that produce and supply aquatic animals used as breeding stock in order to meet requirements for epidemic safety. In local areas, the enterprises that build epidemiologically safe production chains and establishments according to OIE's recommendation for export shall build the buffer zone around that chains to ensure epidemic safety according to regulations. Develop policies to support and encourage enterprises and aquaculturists to build epidemiologically safe production chains and establishments.
h) Urge and instruct the local authorities to implement the contents according to regulations of the National Plan; organize the preliminary and final review of the National Plan; guide, train, appraisal and evaluate epidemiologically safe production chains and establishments for export.
i) Appeal and cooperate with international organizations and countries that assist with both finance and technology to organize the implementation of measures to prevent and control aquatic epidemics; build areas and support the building of epidemiologically safe production chains and establishments; implement international cooperation to promote export of aquatic species to other countries.
2. Ministry of Finance
a) Take charge and cooperate with the Ministry of Agriculture and Rural Development in annual balance and allocation of frequent expenditure on prevention and control of aquatic epidemics according to regulations; propose and allocate the funding for the implementation of contents of the National Plan; report to the Prime Minister on the funding sources for prevention and control of dangerous epidemics in fish farms.
b) Direct the customs force to take charge and closely cooperate with functional units of central and local authorities in prevention of smuggling of aquatic animals and aquatic animal products through the border.
3. Ministry of Planning and Investment
a) Cooperate with the Ministry of Finance and the Ministry of Agriculture and Rural Development in reporting to the Prime Minister on the funding sources for prevention and control of dangerous and emerging epidemics epidemics of aquatic animals.
b) Balance and allocate the capital for investment in the medium-term and annual plans for public investment to implement the National Plan.
4. Ministry of Information and Communications
a) Cooperate with the Ministry of Agriculture and Rural Development, relevant central and local authorities in formulation and implementation of dissemination of information about prevention and control of dangerous epidemics in fish farms in the period 2021 - 2030; report on the results of implementation to the Ministry of Agriculture and Rural Development for synthesis and report to the Prime Minister.
b) Direct news agencies, the press and the grassroots radio system to organize communication on measures for prevention and control of dangerous epidemics of aquatic animals in order to proactively apply measures to prevention of epidemics, cooperate in handling of the epidemic hotspot.
c) Balance and allocate the capital for investment in the medium-term and annual plans for public investment to implement the National Plan.
5. Relevant central authorities
According to the assigned functions and tasks, balance and allocate the capital for investment in the medium-term and annual plans for public investment for implementation of the National Plan; annually allocate the funding and instruct relevant agencies and units to implement the assigned contents in the National Plan; annually synthesize and report the results of implementation to the Ministry of Agriculture and Rural Development for synthesis and report to the Prime Minister.
6. National Steering Committee for Prevention and Fight against smuggling, commercial fraud and counterfeit goods (Steering Committee 389)
a) Direct, guide and urge the Steering Committee 389 of central and local authorities to organize the deployment of patrol and control forces, promptly detect, prevent and strictly handle smuggling and illegal transportation of aquatic animals and aquatic animal products imported from foreign countries.
b) Establish the mission of the National Steering Committee 389 (with members that are relevant central authorities) in order to directly inspect, urge and guide the synchronous implementation of measures to prevent smuggling and illegal transportation of aquatic animals and aquatic animal products imported from foreign countries at the border areas, checkpoints and key seaports.
c) Direct the Steering Committee 389 of central and local authorities to closely cooperate and actively share information and data with veterinary agencies at all levels; cooperate in directing and organizing the implementation of measures to prevent and control aquatic animal epidemics according to regulations of the applicable law.
7. The People's Committees of provinces
a) Annually, according to the contents of the National Plan, the plan for prevention and control of aquatic animal epidemics of the Ministry of Agriculture and Rural Development, direct the making of budget estimate for implementation of the contents of the National Plan, submit to competent authorities for approval in accordance with the Law on State Budget and its guiding documents; balance and allocate the funding within the scope of the assigned estimate for implementation of the National Plan; balance and allocate the capital for investment in the annual and medium-term plans for public investment to implement the National Plan; direct relevant agencies to organize the implementation of the assigned contents in the National Plan, report the results of implementation to the Ministry of Agriculture and Rural Development for synthesis and report to the Prime Minister.
b) Direct the Department of Agriculture and Rural Development and relevant agencies to organize the implementation of professional tasks under the guidance and direction of the Ministry of Agriculture and Rural Development, Department of Animal Health and Directorate of Fisheries.
c) According to the actual situation of aquaculture in the local areas, annually assign the veterinary authorities of provinces to make, submit the plan to actively monitor the circulation of pathogens of aquatic epidemics in local buffer zones of epidemiologically safe establishments, key aquaculture areas, high-tech aquaculture areas, aquaculture hatcheries to the local competent authorities for approval, allocation of the funding and organization of implementation... to warn and deploy anti-epidemic activities accordingly and effectively.
d) Select some fishery producers for export and aquaculture hatcheries in the local areas to support the monitoring of epidemics and professional support in the process of construction of epidemiologically safe establishments.
dd) According to local needs and resources, requirements of enterprises and aquaculturists, build the epidemiologically safe areas and establishments, the buffer zones of epidemiologically safe establishments under the guidance of Ministry of Agriculture and Rural Development and recommendation of OIE.
e) Disseminate information and provide training in the prevention and control of dangerous epidemics in fish farms in the period of 2021 - 2030 according to the National Plan and requirements for management of the local authorities.
8. Central media agencies
Vietnam Television, Voice of Vietnam, Vietnam Agriculture Newspaper, People's Newspaper and relevant central media agencies shall actively cooperate with the Ministry of Agriculture and Rural Development in making of the plans and allocation of the funding of units to organize and disseminate information about measures to prevent and control dangerous epidemics in fish farms.
9. Associations, enterprises, aquaculturists
a) The associations shall actively cooperate with central and local specialized units in disseminating, guiding and urging organizations and individuals who are members of associations to actively participate in implementation of the National Plan.
b) The enterprises and aquaculturists, especially aquaculture hatcheries, establishments with fishery production chains production chains for export shall proactively make plans and monitor the circulation of pathogens in their establishments under the guidance of veterinary agencies; allocate the funding and resources for the implementation of the National Plan. The enterprises and aquaculturists shall be responsible for monitoring aquatic species throughout the process of aquaculture and immediately notify the local authorities and veterinary agencies at all levels of detection of abnormal symptoms. Monitor, take samples and test to identify pathogens (if any) in case the aquatic animals abnormally died or have symptoms of epidemics at the farms. Report and share information on aquatic epidemics in accordance with applicable regulations.
c) The aquaculture hatcheries and fishery producers for export shall actively develop the plan for monitoring epidemics and complete the conditions for accreditation of epidemiologically safe establishments according to regulations.
IV. FINANCIAL MECHANISM
1. Central budget
The central budget shall allocate the funding according to their capacity to balance activities under the tasks in frequent expenditure and expenditure on development investment of central agencies, the Ministry of Agriculture and Rural Development. To be specific:
a) Review, evaluate and amend regulations on prevention and control of epidemics and the policies on support for construction of epidemiologically safe establishments.
b) Monitor and collect testing samples for early detection, warning and prompt handling of epidemic hotspots in fish farms.
c) Build some food safety and epidemiologically safe production chains, areas, establishments for the purpose of exports.
d) Invest in upgrading and improving the capacity of laboratories to perform the diagnosis and testing of epidemics in fish farms in conformity with requirements of OIE and importers.
dd) Organize environmental monitoring and warnings in service of the direction of aquaculture.
e) Develop and upgrade national database on aquatic diseases.
g) Develop communication activities; organize training, in-depth research on epidemics, epidemiological characteristics, products that are used in diagnosis, testing and vaccines.
h) Carry out international cooperation in aquatic veterinary medicine, trade promotion and support for export of aquatic species.
2. Central budget
The local budget shall allocate the funding according to their capacity to balance activities under the tasks in frequent expenditure and expenditure on development investment of local agencies. To be specific:
a) Passively monitor, organize the collection of samples and testing of pathogens in case the aquatic animals died abnormally, organize epidemiological investigation, develop epidemiological maps.
b) Actively monitor epidemics at aquaculture hatcheries, some enterprises and households in key aquaculture areas, concentrated aquaculture areas or high-technology areas of the local areas; monitor in the buffer zones of epidemiologically safe production chains, establishments.
c) Organize activities to prevent epidemics and handle epidemic hotspots in the local areas.
d) Build epidemiologically safe areas.
d) Increase capacity for veterinary teams at provinces, districts and communes in the prevention and control of epidemics at fish farms; improve the capacity of local laboratories for diagnosis and testing of epidemics.
e) Organize environmental monitoring and warnings in aquaculture areas in the local areas, update and maintain the database on environmental monitoring into the national database to serve traceability..
g) Develop communication activities; organize training courses for aquatic veterinary staff at all levels, establishments that trade in aquatic veterinary medicine, produce the breeding stock and aquaculturists.
3. Funding from enterprises
a) Monitor epidemics in the production chain of enterprises.
b) Organize activities to prevent and control epidemics at the fish farms.
c) Build epidemiologically safe production chains and establishments.
d) Increase the capacity for diagnosis and testing of epidemics of laboratories of enterprises.
4. Other funding sources
Appeal to countries, international organizations (FAO, OIE, NACA...), donors that provide funding and technical support for prevention and control of epidemics in fish farms in Vietnam in addition to the funding from the state budget./.
APPENDIX
DANGEROUS AND EMERGING DISEASES THAT ARE PRIORITIZE FOR PREVENTION AND CONTROL
(Issued together with Decision No. 434/QD-TTg dated March 24, 2021 of the Prime Minister)
1. Brackish water shrimps (litopenaeus vannamei, penaeus monodon)
a) Dangerous epidemics in circulation: white spot disease, acute hepatopancreatic necrosis disease, infectious hypodermal and hematopoietic necrosis disease, enterocytozoon hepatopenaei.
b) Dangerous and emerging epidemics in shrimps that can enter the water: taura syndrome, yellow head disease, diseases caused by decapod iridescent virus (DIV1), necrotising hepatopancreatitis, hepatopancreatic parvovirus disease and infectious myonecrosis virus.
2. Cultured pangasius: Enteric Septicemia of Catfish and Viral Hemorrhagic Fever.
3. Lobsters: Milky Haemolymph Disease of Spiny Lobsters.
4. Clams, geoducks and oysters: disease caused by Perkinsus (Perkinsus marinus and Perkinsus olseni)
5. Epinephelus, lates calcarifer, rachycentron canadum: Viral Nervous Necrosis
