DECISION
ON APPROVAL OF THE MASTER PLAN FOR GEOLOGICAL BASELINE SURVEY OF MINERALS THROUGH 2020, WITH ORIENTATIONS TOWARD 2030
THE PRIME MINISTER
Pursuant to the Law on Government Organization dated December 25, 2001;
Pursuant to the Law on Mineral No. 60/2010/QH12 dated November 17, 2010;
Pursuant to the Resolution No. 02-NQ/TW dated April 25, 2011 of the Political Bureau on strategic orientations for minerals and mining industry through 2020, with a vision toward 2030;
Pursuant to the Decision No. 2427/QD-TTg dated December 22, 2011 of the Prime Minister on approval for strategic orientations for minerals through 2020, with a vision toward 2030;
Pursuant to the 2011 - 2020 socio-economic strategy;
At the request of the Minister of Natural Resources and Environment in the Document No. 36/TTr-BTNMT dated May 07, 2013, Official Dispatch No. 2629/BTNMT-DCKS dated July 10, 2013,
DECIDES:
Article 1. The “master plan for geological baseline survey of minerals through 2020 with orientations toward 2030” is approved. To be specific:
1. Point of view:
a) The master plan for survey discovery of minerals, and making of maps of regional geology, hazard geology, environmental geology and marine geology and mineral resources and geological and mineral maps on a scale of 1:50.000 for mainland and on a scale of at least 1:500.000 for Vietnamese maritime zones shall be implemented in association with detailed surveys aiming to clarify structure and genesis and evolution of the Earth’s crust, thereby satisfying the needs for socio-economic development, national defense and security.
b) Priority shall be given to the assessment of potential of each type and group of important minerals, especially the potential shown in geological structure with mineral prospects up to the depth of 500 m and 1,000 m in some areas in order to unlock potential of each type of mineral, thereby satisfying the needs for exploration, extraction, processing, use and reserve of national minerals.
c) The detailed surveys of potential minerals shall be promoted within Vietnamese maritime zones.
d) Domestic human resources shall be mobilized and international cooperation shall be promoted to improve technology and increase investment capital. The geological baseline surveys of minerals shall be accelerated.
dd) The results of geological baseline surveys of minerals shall be fully used for management of mineral resources and environmental protection and shall be an important data source used for forecast and formulation of plan for natural disaster preparedness in Vietnam, and international integration.
2. Targets:
a) Geological mapping and mineral survey
Complete the geological and mineral survey mapping on a scale of 1:50.000 in the areas where minerals are concentrated in conformity with the master plan for regional socio-economic development; carry out surveys on a scale of 1:500.000 and detailed surveys of the areas with mineral prospects within Vietnamese maritime zones, continue to carry out geological catastrophic and environmental geological surveys, and topical geological researches; further clarify the geological structure, mineral distribution and zone the areas with mineral prospects, which serves as a basis for the master plan for socio-economic development, national defense and security.
b) Mineral assessment
By 2020, complete the general assessment of mineral potential, especially coal, iron, lead-zinc, gold, tin, manganese, radioactive ore, kaolinite, feldspar, facing stones and minerals in great domestic demand, which serves as a basis for planning mineral exploration to serve sustainable development of extractive industry, processing and reserve of national minerals.
Invest in assessment and discovery of new deposits with favourable structure at a depth of up to 1,000 m and marine mineral at a water depth of over 300 m.
c) Capacity development and international cooperation promotion
Improve science and technology: boost researches and training, change equipment and apply advanced technology; develop and establish a uniform geological and mineral database system nationwide.
Plan the projects on geological baseline survey of minerals, attaching great importance to international cooperation to apply high technology with large investment.
d) Environmental protection
By 2020, complete the geological and mineral database to satisfy the needs for construction and implementation of effective plans for environmental protection and natural disaster preparedness.
3. Tasks:
Up to now, the survey for mineral and geology maps on a scale of 1:50.000 has been completed on an area of 196,000 km2, accounting for 57.37% of the mainland area; the survey for making geological, geochemical, mineral and environmental maps on a scale of 1:500.000 and a water depth of from 0 to 100 m has been completed on an area of 245,261 km2, representing 24.5% of area of Vietnam’s sea and has been surveyed for making maps in some coastal areas on scales of 1:50.000 and 1:100.000.
a) Make geological and mineral survey maps; establish a geological and mineral database system
- Make geological and mineral survey maps
+ Through 2015:
Complete geological mapping and mineral survey on a scale of 1:50.000, survey and assess geological hazards of 10 sheet groups of which the geological and mineral survey maps were made before 2010. Survey, assess and forecast the areas at risk of landslides. The mineral geological surveys of maritime zones will concentrate on tasks that are in progress and projected in Phase I of the project “Detailed surveys of mineral geology, hydrogeology, engineering geology, environmental geology and hazard geology on islands and sea areas adjacent to islands of Vietnam”. Priority shall be given to the islands of the Spratly Islands;
Survey geological features, geodynamic, mineral geology and environmental geology and forecast the geological hazards in sea areas of Binh Thuan - Ca Mau at a water depth of 300 m and on a scale of 1:500.000. Research into, survey, assess and zone geological structures with hydrate gas prospect within Vietnamese maritime zones.
Carry out airborne gamma-ray spectrometry and airborne gravity surveys on scales of 1:50.000 - 1:25.000 in western Nghe An. Carry out airborne gamma-ray spectrometry and airborne gravity surveys within Vietnamese maritime zones.
+ 2015 - 2020 period:
Make geological and mineral survey maps on a scale of 1:50.000, survey and assess geological hazards of 15 sheet groups of mainland areas of the northern midland and mountainous provinces and some Central Highlands areas;
Carry out airborne gamma-ray spectrometry and airborne gravity surveys on scales of 1:50.000 - 1:25.000 in Bac Kan - Tuyen Quang, Thanh Hoa, Lao Cai - Yen Bai; continue to carry out airborne gamma-ray spectrometry and airborne gravity surveys within Vietnamese maritime zones;
Complete the surveys for making geology, minerals, environmental geology and geological hazard maps on a scale of 1:500.000 in association with detailed surveys of the areas with mineral prospects within the remaining Vietnamese maritime zones; complete the project “research into, survey, assessment and zoning of the geological structures with gas hydrate potential and prospects within Vietnamese maritime zones”.
+ 2020 - 2030 period:
Make geological and mineral survey maps on a scale of 1:50.000 in 10 remaining sheet groups of Central Highlands, Southern and Northern delta provinces.
Carry out airborne gamma-ray spectrometry and gravity airborne surveys on scales of 1:50.000 - 1:25.000 in Dak Glei - Kham Duc, northeastern edge of Lo Gam zone, Lai Chau - Son La, and the remaining Vietnamese maritime zones.
- Combine topical research with geological survey of minerals
While making geological and mineral survey maps during the period through 2020, carry out topical researches into petrology, stratigraphy, tectonics, general and zone-based metallogeny, types of mineral deposits and forecast surface and underground areas with prospect. Carry out overall surveys of geological heritages to serve the construction and development of geo-parks in our country.
- Establish a geological and mineral database system
Set up and execute the project on development of the capacity for application of information technology to geological baseline survey of minerals. By 2015, execute Phase 1 of the project “Development of capacity for application of information technology to geological baseline surveys and mineral exploration”, aiming to computerize the field collection of documents on geological survey of minerals and 100% of in-office report consolidation will be computerized and placed in an uniform GIS environment, thereby fully meeting the requirements for international integration.
From 2015 to 2020, complete the mineral geological and mineral database to ensure uniform storage of geological and mineral database system nationwide. Establish a Center for Information and Archives of Geology with modern facilities and equipment on par with regional and global ones.
Consolidate and expand indoor and open-air geological museum, store and preserve systems of geological and mineral specimens and relevant information to satisfy the needs for management, survey and public dissemination of knowledge dissemination. Upgrade and modernize the systems for displaying specimens at geological museums.
b) Assess the potential of each type and each group of minerals; identify regions with mineral prospect.
Prioritize the general assessment of the potential of each type and each group of important minerals according to the strategic orientations towards minerals through 2020, with orientations toward 2030. To be specific:
- By 2015:
Complete the mineral potential assessment projects that are in progress and projects that are assigned by the Government: carry out general survey and assessment of bauxite and laterite ore potentials in southern Vietnam; assess Vietnam's uranium potential.
Basically complete the projects on general survey and assessment of coal on the mainland and the Red river basin and the projects on general assessment of some minerals in domestic demand.
- 2015 - 2020 period:
Carry out general assessment of gold, lead-zinc, tin and copper potentials for general determination of their potentials and accurate selection of areas with mineral potentials and prospects; assess the potentials of hidden minerals, including lead-zinc, tin and gold ores in the areas with favorable structures.
Carry out area-based general assessment of the potentials of some minerals in great demand to serve the master plan for national mineral exploration, extraction and reserve.
- 2020 - 2030 period:
Assess the potentials of hidden minerals in the areas with prospect of discovering new deposits, give priority to tin and gold ores. Assess minerals in the areas with prospect within Vietnamese maritime zones.
The list of projects and implementation timeline is provided in Appendixes I, II and III enclosed herewith.
c) Strengthen the application of science and technology to geological baseline survey of minerals:
- Analyzing and testing equipment: provide new modern and uniform equipment to satisfy the requirements for analyzing geological and mineral specimens; pay attention to investment in equipment for improvement and development of the isotope analysis technique;
- Geophysical equipment: provide modern equipment (gravitational, magnetic and electric seismometers) to serve surface and underground geophysical measurement; geophysical measuring equipment for bores up to 2,000 m deep;
- Other equipment: Additionally provide remote sensing analytical equipment for the formation of a remotely sensed image interpretation center on par with regional ones; boring machines for the depth of up to 1,200 m and vehicles in service of geological surveys on the mainland and sea;
- Capacity development: consolidate and build geological baseline survey units with high quality and neat organization, high professional qualifications, and modern surveying and data- processing equipment.
4. Measures for implementation of the master plan
- Complete and change policies and mechanisms for management, allocation and settlement of public service funding provided for geological baseline surveys in accordance with the law on budget and practical conditions;
- Develop a mechanism for management and provision of investment capital for geological baseline surveys from revenues earned from mineral activities;
- Change and improve the procedures, norms, standards and technical regulations on geological baseline survey of minerals in conformity with the development level and advanced technological of countries in the region;
- Focus on researching and selecting advanced and modern methods and equipment that shall prove highly accurate and effective in carrying out geological baseline surveys of minerals and analyzing and testing geological and mineral specimens;
- Zone areas to make a list of projects on geological baseline survey of minerals in which organizations and individuals are encouraged to invest;
- Promote international cooperation in research into and forecast of minerals available in deep structures with mineral potential to discover new deposits; promote cooperation to approach geological scientific achievements of developed countries, strengthen the application of modem methods, equipment and technologies to geological baseline survey of minerals. Prioritize international cooperation in geological baseline surveys of minerals within Vietnamese maritime zones.
5. Funding for implementation
a) Expected investment capital provided for each master plan period
- The expected funding for geological baseline surveys of minerals on the mainland by 2020 is VND 3,900 billion, including:
+ VND 1,000 billion for the period up to 2015;
+ VND 2,900 billion for the 2015 - 2020 period.
- The expected funding for geological baseline surveys of minerals within Vietnamese maritime zones is VND 3,800 billion, including:
+ VND 2,200 billion for the period up to 2015;
+ VND 1,600 billion for the 2015 - 2020 period.
+ About VND 2,900 billion for the 2020 - 2030 period. According to the survey results up to 2020, the tasks and investment capital will be adjusted in conformity for socio-economic development plan.
The funding for every specific project will be approved by a competent authority in accordance with regulations of law.
b) Capital sources
- The investment capital for the implementation of the master plan for geological baseline surveys of minerals shall be provided by:
+ The state budget (expenditures on public services); revenues from reimbursed expenses for geological baseline surveys of minerals, expenses for mineral exploration invested by the State; charges for licensing the mineral extraction right and proceeds from auction of the mining right;
+ Funding contributed by domestic and foreign organizations and individuals to geological baseline surveys of minerals for projects on the list of projects eligible for investment incentives approved by the Prime Minister.
Article 2. The master plan shall be implemented as follows:
1. The Ministry of Natural Resources and Environment shall:
- Take charge and cooperate with relevant ministries and local governments in organizing the implementation of the master plan;
- Make a list of the projects eligible for investment incentives on the basis of the list of projects according to the master plan, submit it to the Prime Minister for approval and promulgation in order for organizations and individuals to contribute investment capital, thereby accelerating the implementation of the master plan;
- Assess the progress, quality and effectiveness of the tasks specified in the master plan. The assessment shall be carried out twice in the planning period (05 years) and shall be reported to the Government to form a basis for further implementation.
2. According to the assessment of progress, quality and effectiveness of investment in the projects according to the master plan, the Ministry of Planning and Investment and the Ministry of Finance shall balance revenues from minerals activities and provide funding for the implementation of the master plan as scheduled.
3. The People’s Committees of provinces and central-affiliated cities shall cooperate in and facilitate the implementation of the geological baseline surveys of minerals within the areas under their management.
Article 3. This Decision comes into force from the day on which it is signed.
Article 4. Ministers, heads of ministerial agencies, heads of Governmental agencies, Presidents of the People’s Committees of provinces and central-affiliated cities are responsible for the implementation of this Decision./.

According to the urgent demand in material or the master plan for construction of permanent works in the areas with minerals available and demand in investment by organizations and individuals, those projects shall be executed before 2015.
