CIRCULAR
ON GRASSROOTS STATISTICAL REPORTS APPLIED TO TOURISM FACILITIES AND ENTERPRISES MANAGED AND LICENSED BY THE TOURISM INDUSTRY
Pursuant to the Law on Statistics dated June 26, 2003;
Pursuant to Government's Decree No. 40/2004/ND-CP dated February 13, 2004 on guidelines for the Law on Statistics;
Pursuant to Government's Decree No. 76/2013/ND-CP dated July 16, 2013 defining the functions, tasks, entitlements and organizational structure of the Ministry of Culture, Sports and Tourism;
Pursuant to Decision No. 312/QD-TTg dated March 2, 2010 of the Prime Minister on approval for Scheme for renovating and synchronizing statistical indicator systems;
Pursuant to Decision No. 43/2010/QD-TTg dated July 2, 2010 of the Prime Minister on promulgation of National statistical indicator system;
At the request of the Director of Plan and Finance Department and Director General of General Department of Tourism,
The Minister of Culture, Sports and Tourism promulgates a Circular on grassroots statistical reports applied to tourism facilities and enterprises managed and licensed by the tourism industry.
Article 1. Scope of statistics and regulated entities
1. Scope of statistics:
This Circular provides guidelines for statistical report forms used at tourism facilities and enterprises (hereinafter referred to as tourism facilities) on tourism performance within Vietnam’s territory.
2. Regulated entities:
Tourism facilities managed and licensed by the tourism industry.
Article 2. Reporting
1. Report contents:
The grassroots statistical reporting regime applied to tourism facilities is divided into 2 parts: Forms (3 forms) and Form guidelines and explanations. Assigned units shall prepare statistical reports according to the List of statistical report forms as provided in Appendix 1 and Form guidelines and explanations in Appendix 2 issued herewith.
2. Statistical report deadlines and periods:
a) Report deadline:
Report date is written at the top left of each statistic form. In specific:
- monthly report: the 10th day of the month succeeding the reporting month;
- annual report: February 10 of the succeeding year.
b) Statistical reporting period:
Statistical reporting period is a certain length of time that an entity required to prepare statistical report enters data of performance according to the statistics indicators in the statistical report form. The statistical reporting period is expressed by lunar calendar, including:
- Monthly statistical reports: A monthly statistical report commences from the first date to the end date of the month;
- Annual statistical reports: An annual statistical report commences from January 1 to December 31 of that reporting year.
3. Methods of sending reports:
A report is sent by both methods below:
a) The statistical report must be expressed in writing and bear signature and seal of the head of the unit;
b) The report is made as a data file (attached to email) and sent to the report recipient.
Article 3. Reporting units, responsibilities and duties thereof
1. Reporting units:
The name of reporting unit is written at the top right of each statistical report form. In specific:
- Facilities providing tourist accommodations shall collect and aggregate data from form No. 01.T/DL-DN and form No. 03.N/DL-DN;
- Facilities providing travel services, transportation, tourist areas and attractions shall collect and aggregate data from form No. 02.T/DL-DN and form No. 03.N/DL-DN;
- Facilities providing tourist accommodations, travel services and tourist attractions shall prepare all three forms No. 01.T/DL-DN, 02.T/DL-DN and 03.N/DL-DN.
2. Responsibilities and duties of reporting units:
a) Writing reports adequately and accurately according to indicators as established in each report form;
b) Preparing reports in accordance with regulations on report deadlines and periods;
c) Sending reports to reporting units in accordance with regulations on time limit.
Article 4. Reporting recipients
The name of reporting recipient is written at the top right of each statistical report, which is the name of the local tourism authority. It may be Committee of Culture and Information or the Department of Culture, Sports and Tourism or Department of Tourism.
Article 5. Implementation
1. This Circular comes into force as of February 16, 2015.
2. According to the management, rating and licensing of tourism authorities, the Departments of Culture, Sports and Tourism or Departments of Tourism shall propagate this reporting regime to tourism facilities in administrative divisions.
3. The Director of Plan and Finance Department and Director General of General Department of Tourism shall make necessary amendments to grassroots statistical reporting regime applied to tourism facilities and submit these amendments for Minister of Culture, Sports and Tourism’s approval.
4. Difficulties that arise during the implementation of this Circular should be reported to the Plan and Finance and General Department of Tourism affiliated to the Ministry of Culture, Sports and Tourism for consideration.
