CIRCULAR
ON LOGISTICS STATISTICS INDEX SYSTEM
Pursuant to the Law on Statistics dated November 23, 2015 and the Law on amendments to certain Articles and Appendix on the List of national statistical indexes of the Statistics Law dated November 12, 2021;
Pursuant to the Law on Commercial dated June 14, 2005;
Pursuant to Decree No. 94/2016/ND-CP dated January 01, 2016 of the Government of Vietnam providing detailed regulations and implementation guidance of certain Articles of the Law on Statistics;
Pursuant to Decree No. 163/2017/ND-CP dated December 30, 2017 of the Government on logistics business services;
Pursuant to Decree No. 86/2017/ND-CP dated July 25, 2017 of the Government of Vietnam on function, tasks, powers and organizational structures of the Ministry of Planning and Investment of Vietnam;
At the request of the Director General of the General Statistics Office of Vietnam;
The Minister of Planning and Investment promulgates a Circular on Logistics statistics index system.
Article 1. Scope
This Circular provides for the Logistics statistics index system of Vietnam.
The Logistics statistics index system is a collection of statistical indexes reflecting characteristics of logistics operations, logistics costs in the national economy and logistics services provided in Vietnam’s territory.
The logistics services mean commercial operations of which traders perform one or multiple tasks including receipt, transfer, storage of goods, preparation of customs procedures, other procedures related to documents, client consultation, packaging, marking, delivery thereof or other services related to goods as agreed with the clients for remuneration.
Article 2. Regulated entities
This Circular is applicable to agencies, organizations and individuals providing information, performing statistical operations and using logistics statistics information.
Article 3. Logistics statistics index system
The Logistics statistics index system includes:
1. The list of logistics statistics indexes prescribed in Appendix I issued hereto;
2. The contents of logistics statistics indexes prescribed in Appendix II issued hereto.
Article 4. Organizing implementation
1. The Ministry of Planning and Investment (General Statistics Office of Vietnam) shall take charge and cooperate with relevant agencies in:
a) collecting and consolidating statistical information on logistics statistics indexes that it is assigned; ensuring provision of statistical data in an accurate, adequate and prompt manner and in a manner of meeting international comparison requirements;
b) developing and completing methods for collecting information about logistics statistics indexes;
c) consolidating statistics information under the Logistics statistics index system; monitoring, instructing and inform the implementation of this Circular.
2. Ministers, Heads of ministerial agencies, Heads of governmental agencies and Heads of relative agencies, under their tasks and powers, on the basis of the Logistics statistics index system, shall integrate, collect and consolidate assigned indexes, and provide them to the Ministry of Planning and Investment (General Statistics Office of Vietnam) for consolidation and compilation.
Article 5. Effect
1. This Circular comes into force from March 01, 2022.
2. Difficulties that arise during the period of implementation of this Circular should be reported to the Ministry of Planning and Investment (General Statistics Office of Vietnam) for further instructions./.
