Pursuant to Telecommunications Law dated 23 November 2009;
Pursuant to the Government’s Decree No. 17/2017/ND-CP dated February 17, 2017 on functions, duties, powers and organizational structure of the Ministry of Information and Communications;
As proposed by the Director of Vietnam Telecommunications Authority,
The Minister of Information and Communications hereby issues this Circular on annulments and amendments to some Articles of Circular No. 22/2014/TT-BTTT dated December 22, 2014 of the Minister of Information and Communications on telecommunications number storages.

“4a) M2M mobile subscriber number is a terrestrial mobile telecommunications network subscriber number used to exchange information amongst devices or systems of devices via the transmission and receipt of data amongst devices with network connection (no transmission or receipt of voice and sound except for signals), except for datacards and tablets.”
b) Clause 6 is amended as follows:
“6. Shared number means the number shared between agencies, organizations, companies in differently numbered zones for providing one same service serving the public interests in the cultural, economic and social sectors of the State, network management, services of telecommunications enterprises. Shared number shall not be used for business.”
c) Clause 9 is amended as follows:
"9. Technical routing code means a group of digits dialed by a telecommunication company to route calls, news or identify a network, network elements including mobile network code (MNC), Data Network Identification Code (DNIC); International Signaling Point Code (ISPC); National Signaling Point Code (NSPC); on-net numbers of short text messages used in the mobile telecommunications network for network management, services including registration, cancellation of registration, status check, search for information on additional telecommunications services, value-added telecommunications services and other operations without providing information-related services on public terrestrial mobile networks and other technical routing codes, numbers as regulated by the Ministry of Information and Communications.
d) Clause 11 is amended as follows:
“11. National service means a telecommunications service, applied telecommunications service provided in the telecommunications network, accessible by the service users nation-wide to use the service with the same code and/or number shared. Code, number used in the above case is called the national servicing code, number.”
dd) Clause 14 is amended as follows:
“14. Toll free service means a telephone service on the telecommunications network used by an agency, organization, company to provide information-related service and the charge of the call made by the service user shall be paid by such agency, organization, company to the related telecommunication company.

“15. Premium service means a telephone service on the telecommunications network used by an agency, organization, company to provide an information-related service and the service user is requested to pay an additional amount for receiving such typical high-valued information in addition to the call cost at the regulated telecommunication charge rates.
g) Clause 16 is amended as follows:
“16. Enquiry service means a telephone service on the telecommunications network used by an agency, organization, company to provide a network-based information-related service to give guidance, present, respond, consult the enquiries from the service users on general, common issues related to culture, economics, society, etc.
2. Some Points, Clauses of Article 10 are amended as follows:
a) Point b Clause 3 is amended as follows:
“b) Starting with 0, 1, 2, 3, 4, 5, 6, 7, 8, 9 followed by any digits starting from 0 to 9.

6. Amendments to Appendices 1, 2, 3, 4 issued together with Circular No. 22/2014/TT-BTTTT corresponding with Appendices 1, 2, 3, 4 according to the number of Appendix of this Circular.
1. This Circular comes into force as of February 15, 2022.
2. Difficulties that arise during the implementation of this Circular should be reported to the Ministry of Information and Communications for consideration./.
