DECISION

ESTABLISHMENT OF STANDING GROUP ASSISTING NATIONAL STEERING COMMITTEE ON FINANCIAL INCLUSION

HEAD OF NATIONAL STEERING COMMITTEE ON FINANCIAL INCLUSION

Pursuant to the Law on the State Bank of Vietnam dated June 16, 2010;

Pursuant to the Government’s Decree No. 123/2016/ND-CP dated September 01, 2016 defining functions, tasks, powers and organizational structures of Ministries and ministerial agencies and Government’s Decree No. 101/2020/ND-CP dated August 28, 2020 on amendments to some Articles of the Decree No. 123/2016/ND-CP;

Pursuant to the Government’s Decree No. 16/2017/ND-CP dated February 17, 2017 defining functions, tasks, powers and organizational structure of the State Bank of Vietnam;

Pursuant to the Prime Minister’s Decision No. 34/2007/QD-TTg dated March 12, 2007 promulgating Regulation on establishment, organizational structure and operation of cross-sectoral cooperating organization;

Pursuant to the Prime Minister’s Decision No. 1394/QD-TTg dated September 11, 2020 on establishment of National Steering Committee on Financial Inclusion;

HEREBY DECIDES:

Article 1. Position and functions of Standing Group assisting National Steering Committee on Financial Inclusion

The Standing Group assisting National Steering Committee on Financial Inclusion (hereinafter referred to as the “Standing Group”) means a cross-sectoral cooperating organization which assists the National Steering Committee on Financial Inclusion (hereinafter referred to as the “Steering Committee”) in performing tasks and administrative and logistical work for the Steering Committee.

Article 2. Composition of the Standing Group

1. Group’s head: Deputy Governor of the State Bank of Vietnam (SBV) (also a member of the National Steering Committee).

2. First deputy head: Leader of the Department of International Cooperation under SBV.

3. Second deputy head: Leader of the Banking Strategy Institute under SBV.

4. Members, including:

- Departmental-level officials or equivalent of units affiliated to SBV, including: Department of Statistics and Forecasting, Payment Department, Credit Department of Economic Sectors, Financial Policy Department, Department of Communications, Department of Legal Affairs, Department of Personnel and Organization, Department of Finance and Accounting, SBV’s Office, Department of Administration, Department of Information and Technology, Central Banking Inspection and Supervision Authority, National Credit Information Center of Vietnam.

- Leaders of the Vietnam Bank for Agriculture and Rural Development, Vietnam Bank for Social Policies and Vietnam Microfinance Working Group.

5. Assisting the Standing Group is a group of secretaries consisting of officials of the following SBV’s units: Department of International Cooperation, Department of Statistics and Forecasting, Payment Department, Credit Department of Economic Sectors, Department of Communications, Central Banking Inspection and Supervision Authority, Banking Strategy Institute.

Article 3. Tasks of the Standing Group

1. Advise and assist the Steering Committee to design operating programs and plans of the Steering Committee.

3. Coordinate and urge relevant agencies to execute operating programs and plans of the Steering Committee.

4. Assist the Steering Committee in monitoring and assessing the implementation of the national financial inclusion strategy and financial inclusion activities.

5. Request and receive information, data and results of performance of financial inclusion tasks from parties concerned and submit a consolidated report thereon to the Steering Committee.

6. Take charge of receiving, addressing and providing guidance on relevant issues within the jurisdiction of the Steering Committee and Standing Group sent by individuals and organizations by post or email to the Steering Committee and Standing Group. Report the issues beyond its power to the Steering Committee for instructions.

8. Organize researches, investigations, surveys, conferences and seminars to service activities of the Steering Committee.

9. Take charge of mobilizing domestic and foreign resources to service activities of the Steering Committee and Standing Group.

10. Organize and participate in meetings and work program of the Steering Committee; make minutes of meeting and notify parties concerned thereof;

11. Advise and assist the Steering Committee to undertake other tasks assigned by the Steering Committee.

Article 4. Organizational structure and operation of the Standing Group

1. The SBV Governor shall promulgate operating regulation of the Standing Group.

2. Assisting the Standing Group is a Secretary Group. The Standing Group and Secretary Group are located at SBV. The Standing Group’s head shall decide on changes and additions to the Secretary Group if necessary from time to time and assign tasks to the Secretary Group.

3. SBV shall provide working offices, infrastructure and equipment necessary for operation of the Standing Group and Secretary Group.

4. The bodies and units mentioned in Article 2 of this Decision shall submit to SBV a document appointing their personnel to join the Standing Group and Secretary Group. The SBV Governor and Standing Group’s head shall decide on the change of the Standing Group’s personnel and Secretary Group’s personnel respectively.

Article 5. Operating funding of the Standing Group and Secretary Group

Operating funding of the Standing Group and Secretary Group shall be covered by the SBV’s annual fixed operating funding and other lawful sources.

Article 6. Effect and responsibility for implementation

1. This Decision comes into force from the date on which it is signed.

2. The Chief of Office, Director General of Department of International Cooperation, Director General of Department of Personnel and Organization, heads of units affiliated to SBV and members of the Standing Group and Secretary Group mentioned in Article 2 are responsible for the implementation of this Decision./.
