DIRECTIVE

EXTENSIVE AND SIMULTANEOUS IMPLEMENTATION OF PREVENTION AND CONTROL MEASURES OF AFRICAN SWINE FEVER

The African swine fever (hereinafter referred to as “ASF”) is currently developing unpredictably, has appeared in 2,275 communes in 57 provinces and central-affiliated cities, and resulted in more than 230,000 pigs disposed, nearly tripling the amount in 2020 and accounting for 0.8% of total swine population; the ASF can potentially spread on a large scale, exert dramatic and negative impacts on husbandry sector, and affect manufacturing activities and business operations of multiple enterprises, cooperatives, stockmen, and food supply and demands. In order to guarantee timely, effective prevention and control of the ASF, and pork supply for the Chinese New Year and onwards, the Prime Minister hereby requests Ministers, heads of ministerial agencies, Governmental agencies, Chairpersons of People’s Committees of provinces and central-affiliated cities to coordinate the following primary tasks:

1. Chairpersons of People’s Committees of provinces and central-affiliated cities shall channel resources into extensive and simultaneous implementation of prevention and control measures of the African swine fever in accordance with order of the Secretariat, the National Assembly, the Government, and the Prime Minister (including the National plan for prevention and control of the African swine fever for the period of 2020 - 2025 attached to Decision No. 972/QD-TTg dated July 7, 2020 of the Prime Minister and specialized guidelines, coordination of Ministry of Agriculture and Rural Development), to be specific:

a) Channel local resources into thorough handling of infection clusters and preventing emergence of new infection clusters; organize disposal of animals infected or suspected to be infected with ASF; sterilize, spray disinfectants, remove toxic substances (with lime powder, chemicals, etc.); promptly detect and take strict actions against trading, transport of animals and/or animal products, or spreading the disease as per the law;

b) Finalize Steering Committee for prevention and control of animal-borne diseases and working groups of all levels, assign each member with specific responsibilities for preventing and controlling the disease, inspection, expedite, and supervise disease control and prevention on a local scale;

c) Direct authorities to supervise and impose strict control at border checkpoints and trails on humans and transport vehicles originating from countries plagued with ASF and entering Vietnam; publicize and request the general public to not trade or import swine and swine products across border; take strict actions against violations; collect samples for testing and dispose illegally imported swine and swine products; organize strict quarantine at the source and impose strict control on local transport and trading of swine and swine products as per the law; sterilize and detoxify to prevent the risk of reoccurrence; take strict actions against illegal transport of swine and swine products, and the use of swine products for food processing and trading purposes.

d) Reinforce and improve system of managing agencies specialized in animal health of all levels, especially in district level and commune level in accordance with Law on Animal Health, coordination of the Secretariat, the National Assembly, the Government, and Decision No. 414/QD-TTg dated March 22, 2021 of the Prime Minister in order to guarantee adequate resources for timely and effective disease prevention;

2. Ministry of Agriculture and Rural Development shall take charge and cooperate with ministries and local governments:

a) Direct, provide guidelines, expedite, and examine prevention and control of the ASF; actively supervise disease situation, guarantee premature detection, warning, and thorough handling of infection clusters to prevent the spread of ASF;

b) Instruct stockmen and local animal health facilities to monitor the pig population, adopt biosafety measures in husbandry; sterilize, detoxify, and disinfect using lime powder and chemicals; promote development of disease-free husbandry areas and establishments;

c) Channel resources into implementation of the Scheme for “Enhancing system of managing agencies specialized in animal health of all levels, period of 2021 - 2030” attached to Decision No. 414/QD-TTg dated March 22, 2021 of the Prime Minister; focus on completing and requesting approval of priority projects; maintain and enhance organizational structure of Department of Animal Health in accordance with Article 6 of Law on Animal Health, Resolution No. 42/NQ-CP dated June 18, 2019 of the Government and Decision No. 414/QD-TTg of the Prime Minister;

d) Take charge and cooperate with Ministry of Home Affairs in issuing documents regulating functions, tasks, and powers of managing agencies specialized in animal health of all levels conforming to policies of the Communist Party, Law on Animal Health, guiding documents of the National Assembly, the Government, and the Prime Minister in a manner that guarantees conciseness, effectiveness, conforms to practical demands, and satisfies disease prevention and control;

dd) Actively cooperate with international and national organizations in sharing and aiding Vietnam in prevention and control of the ASF.

3. The National Steering Committee for Anti-smuggling, Counterfeit Goods and Trade Fraud (National Steering Committee 389) and Steering Committees 389 of provinces and central-affiliated cities shall direct authorities to patrol and impose strict control in order to prevent, promptly detect, and take strict actions against individuals illegally transporting swine and/or swine products to Vietnam from overseas.

4. Ministry of Public Security shall direct authorities to investigate, monitor, and update the list of individuals suspected of trading, transporting, or selling swine or products of swine illegally imported, suspected to be illegally imported, or illegally transported; impose educational, motivational, and persuasive measures to actively prevent violations while channeling professional measures and cooperating with other forces in apprehending offenders and imposing strict actions in accordance with regulations and law.

5. Ministry of Information and Communication shall request central and local news agencies to promptly provide information on disease situation and publicize prevention and control measures of the ASF to eliminate confusion among the general public and adopt preventive measures in accordance with guidelines of specialized agencies.

7. Relevant Ministries, within their tasks and functions, shall actively direct specialized authorities to cooperate in implementing extensive measures for preventing and controlling the African swine fever./.
